Who's entering Canada? To help reduce the spread of COVID-19, Canada only allows foreigners to enter for non-discretionary purposes. Those given a pass include qualifying international students and workers in industries deemed essential such as health, food services and transport. In June, the federal government relaxed its rules to allow foreigners to visit immediate family in Canada. Meanwhile, Canadian citizens, dual citizens and permanent residents, can still freely leav...e and re-enter the country. They must self-isolate for 14 days upon their return. According to the CBSA, which tracks numbers on a weekly basis, just over 4.4 million Canadians and foreigners have entered Canada by land or air since March 23. The numbers are a drop in the bucket compared to pre-pandemic travel. For example, during the last week of August, 185,866 travellers entered Canada by land a decline of 88 per cent compared to the same period in 2019. Another 65,285 air passengers landed in Canada that week a drop of almost 93 per cent compared to the same time last year. See more

To qualify, individuals must meet all of the following criteria: have claimed asylum before March 13, 2020 were issued a work permit after they made a claim for asylum have worked in the health-care sector, in health institutions (for example, hospitals, long-term care homes, home care through an organization or agency, assisted living facilities) have worked in a designated occupation for no less than 120 hours between March 13, 2020 and August 14, 2020. The designated occupations that are included in this special measure are orderlies, nurses, nurses’ aides and patient service associates, assistant orderlies and certain home support workers. demonstrate 6 months of experience in the designated occupation before being granted permanent residence. A complete overhaul of how Canada processes immigration applications is in the works as the federal government braces for a post-COVID-19 surge in demand for migration to Canada. The federal Immigration Department says the "new normal" that will emerge after the pandemic requires a revamp of the technology used to handle millions of applications a year. It says new strategies for managing those applications are also needed to limit the amount of in-person contact within the bureaucracy and between officials and potential newcomers.
