I have heard a few stories over the past few months regarding people making multiple claims for CERB (double benefits received) or students making claims for CESB, or employers claiming amounts under CEWS when they were not entitled to the benefits. I noticed last month that CRA had started issuing demand letters to the double payment recipients advising them of the requirement return the overpayment(s). Earlier this week, I received a legitimate email from CRA advising empl...oyers of changes that will be required for the T4 slips to be prepared for 2020. CRA also posted about this on Linked-In today Briefly - CRA will require employers to break down the employment income information for different time periods. This will enable CRA to compare the income information on the 2020 T4 slips to the applications for CERB, CESB and CEWS etc. for specific time periods to identify those people/businesses who applied for and received benefits when they were not entitled to do so. In various press releases since March 2020, the federal government cautioned against abuse and that there would be "serious repercussions" for those who falsely apply for benefits. I have found over these past months that there is a lot we do not know or understand about these various government programs, and only time will tell. Even though it is still early, and there may not be a lot of information available at this moment (or I may not know of) as to how CRA will handle the overpayment of the CERB, CESB and CEWS benefits, I think it is important to be aware that they are going to be actively trying to recover overpayments. It's too early to speculate as to whether they will simply offset against any further benefits, seize any tax refunds, HST credits or other credits. Perhaps if you know someone who has received benefits when they should not have done so, perhaps pass this on to them and they can make arrangements to either discuss their options with CRA for repayment or encourage them to speaking to a professional as to options in dealing with this new debt. We will, of course, let you know more as to how any overpayments are affected by a bankruptcy or proposal as soon as we know.
