The Ministry of Health in Ontario has gone around the OMA and forced a deal upon physicians without their knowing or approval. This Advance Payment Program has them paying physicians 70% of the average monthly income from the prior year (April 2019 - March-2020), deposited in May, June and July, with repayment then set off against future OHIP / Facility fee payments. You are considered to agree with this, unless you actively send a cheque back to the Ministry. This is ...a LOAN and not a relief package. It will be challenging to repay loans with limited income and significant slowdowns anticipated in the future with the possibility of a second wave and current backlog environment. The OOA does NOT recommend going into debt to maintain a business without income; we suggest closure of orthopaedic offices across Ontario and ensure patients understand that it just doesn’t make economic sense to stay open with no revenue to support expenses.

The OOA recommendations for patient interaction in the clinical setting: - Limit the total number of patient interactions, only see those who need to be seen urgently - Droplet and contact precautions for anyone with patient interactions 1) Fluid resistant mask to cover the nose and mouth 2) Safety goggles or full face-shield (corrective eyewear doesn’t count)... 3) Barrier protection: gown and gloves (can also include scrubs in the clinical setting) N95 masks are reserved for aerosolize generating procedures (High flow O2, Chest PT, and Intubation) ~ 50% of disease transmissions occurs from pre-symptomatic patients. Virtual Care Patient Encounter: You must obtain consent from the patient in order to proceed. Informed consent and the duration of the encounter need to be dictated into the patient’s clinic note for that call. OMA Legal has prepared a short paragraph statement to initiate a Virtual Care patient encounter which has also been vetted by the CMPA.
