Hello and welcome to COVID Communiqué 35. All of us are sobered by the new coronavirus modelling released yesterday by the Government of Ontario. The impact of ...the coronavirus pandemic continues to deepen, and government, civic, and church leaders are focused on ways to keep people safe. We need to do everything we can to address the alarming spread of the virus in our communities. In light of the Ontario Government’s new restrictions, which go into effect at 12:01 am on Thursday, January 14th, we are making two modifications to our Red Stage protocols for livestreaming or recording services in churches: 1) Participation is now limited to a maximum of five people and only to those people who are necessary for the conduct (including livestreaming or recording) of the service; and 2) Everyone present must wear a mask at all times. These two modifications will go into effect immediately, and apply to parishes in Ontario and Quebec. We strongly affirm the Ontario and Quebec governments’ emphasis on staying at home during this state of emergency. Accordingly, we are asking clergy and wardens to discuss the possibility of livestreaming (or recording) services from homes instead of churches. As always, the right decision is the one that works best for you in your parish. Many of you have asked whether it is safe to have the imposition of ashes during the Ash Wednesday liturgy on February 17th. Although it is permissible using essentially the same procedures as administering bread at communion, it may be helpful to remember the imposition of ashes is not a sacrament and therefore is not an essential part of the liturgy (it is not part of the BCP rite, and is optional in the BAS). What matters is preparing as a community for a meaningful Lent, and if it seems wise to simplify Ash Wednesday services this year, feel free to omit it. While we may be out of the state of emergency by then, we will continue to watch for changes in government restrictions at that point and be prepared to comply. Good morning and welcome to COVID Communiqué 11. It was great to gather virtually with 190 wardens and clergy for the July 15 briefing on our C...OVID-19 plan. Thanks to you all for your interest, dedication and care in this very difficult timeand for your hope and enthusiasm at the prospect of moving toward re-opening on September 1. Most of them, however, are answered in the plan, so please start there with a careful read, and then if you still need information, get back in touch. There were a few very specific concerns that well respond to individually. Our club has been asked by the City of Ottawa to request cloth masks from our community. Although many of our neighbours can access and purchase cloth masks, ...there are thousands in our community who cannot. The Human Needs Task Force is looking for donations of cloth masks to distribute to residents who have no other means. These masks will be distributed throughout the city to community partners who will connect with people who have no other means of accessing a cloth mask. The City is seeking cloth masks: Made with at least two or three layers of tightly woven but breathable cloth such as cotton, flannel or quilting cotton Without any seams over mouth and nose through which air may leak Ideally with horizontal pleats to help fit a variety of faces If anyone is interested in donating, send your offer of contribution to [email protected] or leave a message here and someone will contact you.

This is likely to be confusing and ultimately, disappointing news, particularly for parishioners. Many will have heard, in a general way, that churches are reopening, but not understood that opening remains at the discretion of each denomination or, in some cases, individual houses of worship. Good morning and welcome to COVID Communiqué 5. We have three items this week. The first is information on the ongoing closure of diocesan churches in particu...lar, that all outdoor church spaces must remain closed. Finally, Bishop Shane has written this note on the Metropolitans letter on a summer sabbath rest (released last week): -Remarks by Bishop Shane concerning the Metropolitans letter of June 1- In a letter titled A Summer Sabbath Rest Archbishop Anne Germond expressed the Ontario House of Bishops common view that regardless of where the Government of Ontario is with its reopening plan, our churches will not be reopening for in-person worship until at least September. This decision was made in consultation with public health experts as well as our diocesan executive officers and chancellors, with the wellbeing and safety of all our parishioners and the communities we serve uppermost in our hearts and minds. The framing of this decision as a call for a sacred sabbath rest has, understandably, caused some confusion, because it is clear that ministries of pastoral care, online worship, and our critical food security and other essential community ministries will continue throughout the summer months. The changes announced by the Ontario Government on June 8 concerning religious services will not fundamentally change the decision to not reopen our churches for in-person worship until at least September. Next weeks COVID Communiqué will address this further. My understanding of the decision to set our own timetable for reopening is twofold: first of all, it gives us time to develop, refine, and implement a science-informed, safe, staged plan; secondly, it means that we do not have to substantially change our current pattern in the middle of the summer, when many are attempting to have some kind of vacation. However, we all need to be aware that there will likely be a need to do some implementation work during the summer months. Our plan is being drafted by the Reverend Michael Garner, our COVID-19 public health advisor, and Carol Sinclair, our director of Human Resources, in consultation with Dr. Bill Gardner, our COVID-19 research advisor, and with due reference to public health authorities in Ontario and Quebec. A Zoom meeting for all active clergy on June 18 will provide a general briefing on COVID-19 as well as an overview of the plan, and a similar meeting for lay leaders will soon be announced. It is very important to realize that this is not a one-directional plan to reopen: it will describe different stages of responding to the pandemic as the disease plays out and as either efficacious treatment or a vaccine is developed. We may be required to move back and forth between stages if there is a second wave or other unexpected developments. We need to become expert at ministering in every stage, whether we are in a strict shut down, or a limited or partial reopening. Our plan will spell out what is possible in each stage, and the creativity of our talented clergy and laity will give shape to how ministry will happen in each stage in every parish or ministry of our diocesan church. While we will not cease to follow Jesus and to serve whole-heartedly at any stage, it is extremely important to enable one another to take time for rest and refreshmentwhether that is a summer or autumn vacation, or days off each week. Please be careful with your time and energy during these pandemic days. Parish clergy have been diligently adjusting and innovating in order to live out their ordination vows, without the benefit of the familiar rhythms that anchor us. Some of our duties have disproportionally expanded, and the lines between working and not working have likely blurred for all of us. The advice I have given to our clergy I offer to everyone: pace yourself and keep it simple. Measure what you feel you need to be doing now against what you would normally be doing, and if it seems like you are stressed and spread thin, then aggressively assess what you need to scale back. Stay within your natural gifts and strengths. As you contemplate vacation time, help one another to take time off: work with other parishes to ensure that ministry is being covered. Collaborate to offer online worship during the summer months, or simply invite your people to plug into a Sunday liturgy being streamed or offered by another parish if that allows your lay and clergy leaders to take time off. Take good care of yourselves and one another. On May 31, Pentecost Sunday, the Very Reverend Shane Parker will be consecrated as the 10th Bis...hop of Ottawa at Christ Church Cathedral. Parkers first act as bishop will be to pray for and bless the City of Ottawa from the forecourt of the Cathedral (414 Sparks Street) overlooking the city, the Ottawa River and the Gatineau Hills. Becoming a bishop during a pandemic that has caused disruption, fear and loss makes me realize how important it is to build on the collaboration, compassion and creativity our community has shown over the past three months, said Parker, who has served as Dean of Ottawa and Rector of Christ Church Cathedral since 1999. He was elected bishop by members of the Diocesan Synod in March. A new bishop is a sign of renewal and we all need to be lifted up as we face the future, Parker added. Because of COVID-19 physical distancing requirements, no congregation will be permitted at the Cathedral but members and friends of the diocese will be able to watch the service live stream via the diocesan website https://ottawa.anglican.ca/ starting at 7 pm on May 31. The Diocese of Ottawa comprises 17,375 Anglicans and 95 churches in an area that straddles the Ottawa River, stretching from Cornwall and Hawkesbury in the east to beyond Mattawa in the west, and from Morrisburg in the south to beyond Maniwaki in the north. May 26, 2020 Welcome to our third COVID Communiqué. This week we have no updates or new postings for the diocesan websites COVID-19 pages.... However, we do have a kind of pre-update: we are working with the Provincial House of Bishops and consulting with public health authorities as a staged plan for reopening is developed. Bishop-elect Shane Parker has also commissioned an epidemiologist to provide specific advice concerning our interactions as we gather for worship, including our Eucharistic practices. The safety of all is paramount as we put together a plan of our diocese. Recognizing how many plans and decisions governments are struggling with, we hope to offer our plans to health and political leaders for endorsement, rather than waiting for a plan to be developed for us. This will be an intentional time to pray about the Pandemic. Feel free to pray in the manner that is best for you, whether that be meditation, set prayers from one of our liturgical books, scripture reading, psalms or whatever is best. Know as you do this that you will be joining peoples of all faith traditions in a common act of devotion. We pray for essential services, for Health Care workers, for all First Responders, for the sick, for those struggling with the isolation of physical distancing, and for the greater care of God's creation. If it makes sense to you perhaps light a candle and place it in the window as a sign of your prayer. Let us join our voices in solidarity with people of faith all over the region.
