Let's talk about local voice in education: Although this government would likely not want to admit it, one of the purposes of education is as a social project ...-- to provide young people opportunities to build their voice through the development of knowledge, skills, and values to participate in our society. Until they gain that voice, our young people's voice is advocated mainly through the voice of their parents and guardians. In our current Public School's Act, the body that hears this advocacy are the school boards (Trustees), who are elected by the parents and the community. Written into our current Public Schools Act is for our Trustees to be responsible for identifying where the needs are in the system, and to develop programming to meet those needs. Where this becomes an issue is when our proposed structure (the "Modernizing" Education Act) creates the conditions for voices to NOT be heard. Each region is to elect 1 parent representative, which would "advise" the Provincial Educational Authority (full control of the education system in MB). This poses a problem: Evergreen-Lakeshore (2,467 students amalgamated), 1 parent representative. Park West - Rolling River - Beautiful Plains (5,927 students amalgamated), 1 parent representative Winnipeg - St. James-Assiniboia - Louis Riel - Pembina Trails - Seven Oaks - River East Transcona (100,388 students amalgamated), 1 parent representative. How can this government legitimately think that our community voices will be heard? ANSWER: they won't. Our most vulnerable voices will be lost amongst the voices that CAN participate, programming will assuredly be lost, or filled with red-tape, or will take years to take off. Winnipeg will now have nearly 53% of all students in Manitoba, a giant swollen beast of a "district." Countless advocate voices will be lost, and our children's voice as a result. Yet one more reason to speak out against Bill 64. Call the provincial clerk at (204)-945-3636 to register to speak against the bill, follow Communities Not Cuts on social media, or join the Honk-a-thon on March 31 at the Leg.
