Express Entry: Canada invites 4,200 immigration candidates Canada has now issued over 78,350 ITAs to Express Entry candidates in 2020 Canada held a new Express Entry draw on September 30.... Federal Skilled Worker Program candidates were among today’s successful candidates for the third consecutive draw. The minimum Comprehensive Ranking System (CRS) score in this latest invitation round was 471, a decrease of 1 point over the previous all-program draw, which was held on September 16. The large number of Invitations to Apply (ITA) issued today is a strong indication that Canada remains committed to welcoming high levels of immigration in 2021 and beyond. Canada’s Express Entry system manages the profiles of candidates for three of Canada’s main economic-class immigration programs the Federal Skilled Worker Class (FSW), Federal Skilled Trades Class (FST) and Canadian Experience Class (CEC). In the Express Entry system, eligible candidates for the FSWC, FSTC, CEC programs, and some Provincial Nominee Program (PNP) candidates are scored based on the Comprehensive Ranking System, or CRS. The CRS considers multiple factors including age, work experience, education and proficiency in French or English. The highest-ranked candidates in the Express Entry pool receive an ITA, and at that point they can apply for Canadian permanent residence. Canada has now sent out 78,350 ITAs so far in 2020, which is well above the 69,420 that were issued at the same time in 2017, another record-breaking year for Express Entry. The latest draw saw the tie-breaking rule implemented on March 2, 2020 at 12:37:25 UTC. This means that all candidates with a CRS score of 471 and above who submitted their profile before this date and time received an ITA in this invitation round. The latest invitation round was Canada’s 164th Express Entry draw held by Immigration, Refugees and Citizenship Canada (IRCC). Canada Extends Coronavirus-Related International Travel Restrictions Canada’s international travel restrictions, in place to prevent the spread of coronavirus, have been extended by another month, to October 31, 2020. The decision was made via a federal government Order in Council, published on September 28. The existing travel restrictions, in place since March, had been due to expire on September 30.... It means that the restrictions due to COVID-19 will have been in place for at least seven months. With a second wave of the pandemic currently hitting many parts of the country, it is likely the restrictions will be further extended. The Order in Council notes that no reasonable alternatives to prevent the introduction or spread of the disease are available. The restrictions cover travellers arriving from a foreign country other than the United States. The travel ban affecting the Canada-U.S. border is covered by a separate agreement, that currently expires on October 21, 2020. The following people can currently travel to Canada: Citizens and permanent residents. Work permit holders travelling for non-optional and non-discretionary reasons. International students who held a valid study permit, or had been approved for a study permit, on March 18, 2020, who are travelling for non-optional and non-discretionary reasons. Permanent resident applicants who had been approved for permanent residence before the travel restrictions were announced on March 18, 2020, but who had not yet travelled to Canada. Two major events over the coming month will shape Canada’s immigration system for years to come. The first will be a new mandate letter that will be written by Prime Minister Justin Trudeau to immigration minister Marco Mendicino. This letter will contain Canada’s new immigration priorities and it should be released shortly, perhaps as soon as within the coming week. The second is Canada’s Immigration Levels Plan 2021-2023. The plan will outline Canada’s new permanent residen...ce targets over the next three years and it should be announced by October 30th. New immigration mandate letter In Canada, the prime minister outlines the responsibilities that they would like their respective cabinet members to pursue while the ruling party manages the government. In this case, Trudeau will provide minister Mendicino with a letter that will guide Mendicino’s efforts to lead the operations of Immigration, Refugees and Citizenship Canada (IRCC). In what will be a rare occurrence, the prime minister will issue his second immigration mandate letter in less than one year. Mandate letters tend to be issued to each minister every two to four years. They are typically issued when a new government takes office and when a minister is assigned a new portfolio. In August, however, Trudeau ended the last session of Canada’s parliament as he wanted to reset the government’s priorities in the wake of the coronavirus pandemic. The Canadian government’s new priorities were defined on September 23rd during the speech from the throne, which kicked off the new session of Parliament. The throne speech formally underscored Canada’s goal of welcoming more immigrants to maintain its competitive economic standing. As such, Trudeau will now define new immigration priorities for Mendicino and IRCC to pursue. If last year is any indication, the new immigration mandate letter may become publicly available by early October. It is unknown as to when many of the biometric collection service points in Canada and abroad will continue their operations as normal. These closures of service points and Visa Application Centres (VACs) have affected thousands of permanent residence applicants. Many of these applicants had previously submitted their biometrics in a previous application. In addition, IRCC said in a statement that Canada has a growing number of applications for permanent residence that cannot be processed because of the biometrics requirement. As such, IRCC aims to alleviate further disruptions on such individuals by waiving the biometrics requirement in certain cases. Eligible applicants and effective date According to IRCC, this policy came into effect on September 10, 2020 and was operationalized on September 22, 2020. It will remain in effect indefinitely. The services being offered next week include: Citizenship: Vancouver Expo will be reopening for citizenship knowledge re-testing and citizenship hearings for a select cohort of applicants. IRCC will schedule appointments by email. Permanent residence: IRCC offices will reopen for permanent residence-related services in Etobicoke, Ontario, and Montreal, Quebec. People who need to pick up their permanent residence card, or do their permanent residence interview (permanent residence determination) will be contacted by IRCC via email to schedule an appointment. Asylum: Limited asylum-related services will resume at IRCC offices in Calgary, Edmonton, Hamilton and Niagara Falls. IRCC will schedule appointments via epost, Canada Post’s online service, with clients who need to collect or submit documents, provide their biometric information, or come in for an interview. They also say that if the pilot goes well they will open offices to provide asylum services in Vancouver (Hornby), Montreal, and Etobicoke in the future. IRCC will contact clients to book appointments based on their file status, location in Canada and other factors, the immigration department’s media release says, Client selection is largely based on the date of the client’s application. IRCC will only allow immigration candidates to use in-person services if they have a scheduled appointment. The immigration department will also start making biometrics appointments. That month, Canada welcomed 36,615 new permanent residents. Canada usually welcomes some of its highest levels of new immigrants each July. This is due to immigrants moving to Canada during the warm summer months, and to enroll their children in school before the academic year starts across Canada in late-August and early September. Canada’s July 2020 intake was also lower than the 19,200 immigrants Canada welcomed in June of this year. June 2020 has been the strongest month for Canada’s PR levels since the coronavirus was labelled as a pandemic in March. Prior to June, Canada welcomed 11,000 immigrants in May, and just 4,000 in April. Following the start of the pandemic, Canada’s PR intake plummeted in April due to Canada introducing travel restrictions, which remain in place, plus other coronavirus-related disruptions such as approved immigrants not being able to find available flights to get them to Canada. Manitoba PNP invites 212 candidates to apply for nomination Manitoba has now issued 3,511 Letters of Advice to Apply this year. Friendly Manitoba has held another invitation round, inviting 212 immigration candidates to apply for a provincial nomination for permanent residence on September 10. The Manitoba Provincial Nominee Program (MPNP) invited skilled workers and international student graduates through three immigration streams: Skilled Workers in Manitoba, Skilled Work...ers Overseas and International Education streams. The invitations, also known as Letters of Advice to Apply (LAAs), were distributed as follows along with their respective Expression of Interest (EOI) score requirement: Skilled Workers in Manitoba 168 LAAs with a minimum score of at least 475; Skilled Workers Overseas 9 LAAs with a minimum score of at least 824; and International Education Stream 35 LAAs, no EOI score requirement. The province has issued 3,511 LAAs to immigration candidates in these categories so far in 2020. This was Manitoba’s 98th draw since the program began in April 2014. About Manitoba immigration streams The Skilled Workers Overseas Category and Skilled Workers in Manitoba streams allow the province to nominate skilled workers who can support Manitoba’s labour market needs. People who are applying from overseas need to have an established connection to Manitoba. This can be demonstrated through close family ties or friends in the province, previous experience in Manitoba, or an invitation under one of the MPNP’s Strategic Recruitment Initiatives. Candidates do not need to be physically present in Manitoba at the time of the application to be eligible.
