The Canadian government announced plans for a new three-year immigration pilot designed to support the growth of Canada’s agri-food sector. In its Budget 2019, released March 19, the Government of Canada stated, To help the agri-food sector meet Canada’s ambitious export targets and attract and retain needed labour, the federal government will launch a three-year immigration pilot to bring in full time, non-seasonal agricultural workers that will include a pathway to permane...nt residency. The Canadian Meat Council (CMC) supports the federal government’s plans. In an update, the CMC says it has been requesting 2,750 immigration spots to fill meat packers, meat processors and equipment supplier positions that have not been filled by Canadians. According to Industry Canada’s ‘Agri-Food Economic Strategy Table’ report published September 2018, there is an alarming need to address the immediate labour shortages facing the agriculture sector and to utilize Canada’s permanent immigration and temporary foreign worker programs to attract workers across various skill levels. Canada’s Agriculture and Agri-food system contributes $111 billion to the economy annually and $304 million per day. The federal government’s immigration division, Immigration, Refugees and Citizenship Canada (IRCC), has yet to announce details on the pilot.

Government announces 2,000 additional spaces under the Provincial Nominee Program From: Immigration, Refugees and Citizenship Canada News release March 12, 2019 Ottawa, ON The Honourable Ahmed Hussen, Minister of Immigration, Refugees and Citizenship, delivered today on a commitment to expand pathways for temporary foreign workers by allocating an additional 2,000 spaces under the Provincial Nominee Program.... The Government of Canada is committed to an immigration system that strengthens Canada’s economy and contributes to the growth of good middle-class jobs. We are committed to providing foreign workers, in particular those filling long-term labour market needs and who have integrated into Canadian society, with more pathways to permanent residency. These additional spaces will provide more opportunities for existing temporary foreign workers at the intermediate skill level (National Occupation Code C) to transition to permanent residence, and help to address worker vulnerability. This fulfills the Minister’s mandate commitment to further develop pathways to permanent residency so that eligible applicants are able to fully contribute to Canadian society. It means more opportunities for workers who are well established in Canada to access the economic immigration pathways that are the best fit for their qualifications. These additional spaces under the Provincial Nominee Program complement other immigration programs, including the Atlantic Immigration Pilot and the recently launched Rural and Northern Immigration Pilot, which can also help temporary foreign workers become permanent residents.
