EXECUTIVE ORDER NO. 04 Series of 2021 AN ORDER CREATING THE VACCINATION OPERATIONS CENTER IN BOMBON CAMARINES SUR TO OVERSEE THE PREPARATION AND IMPLEMENTATION... OF THE MASSIVE VACCINATION FOR COVID-19 WHEREAS, Proclamation Nos. 922 and 1021 series of 2020 have declared a public health emergency and extended the state of emergency respectively, due to the COVID-19 pandemic and mandated all government agencies, including the local government units, to mobilize the necessary resources for the critical response and appropriate measures to contain the threat; WHEREAS, in spite of the varying levels and degrees of the response to the pandemic, vaccination is still the ultimate and final solution to the pandemic wherein mass inoculation of the Municipalities population will render its people immune from the COVID-19 disease; WHEREAS, President Rodrigo R. Duterte, in his Executive Order No. 121, issued on December 1, 2020, has granted the food and drug Administration to purchase under Emergency Use Authority the vaccines for COVID-19; WHEREAS, it is imperative for our Local Government to take concrete steps to ensure its successful implementation in the locality by utilizing the skills and experience of people from the Municipal Health Office, who have been topnotch nationwide in various vaccination programs; and of the people from the Emergency Operations Center, who have been effective in the response of the pandemic wherein its operations have become the benchmark in fighting the coronavirus pandemic; WHEREAS, the COVID-19 vaccination is a massive health program where it has to vaccinate 70 percent of the populace to achieve herd immunity and therefore entails a humongous task requiring the support and participation of all member of the society; NOW, THEREFORE, I, MA. LUISA DC. ANGELES, Municipal Mayor of Bombon, Camarines Sur, by virtue of the powers vested in me by law, do hereby order the following: Section 1. CREATION OF THE BOMBON VACCINATION OPERATION CENTER. The Bombon Vaccination Operation Center (BVOC) is hereby created pursuant to the objectives of the National Deployment and Vaccination Plan, whose tasks are following: a.) To oversee the preparation and implementation of the COVID-19 vaccination among Bomboeños; b.) Map out deployment strategies for the massive vaccination in the Municipality; c.) Prepare the master lists of those who will be inoculated, in the order of priority provided for by the Philippine National Vaccination and Implement Plan; d.) Rally support and coordination from all government agencies and sectors of the society to ensure a unified and coordinated vaccination campaign; and e.) Employ strategic communications general demand and vaccine acceptance from the populace. Section 2. COMPOSITION OF THE BVOC. The BVOC shall be composed of the following: Operation Center Chair Hon. Alex Avila C. Coordination Team Hon. Eddie Felix Alteza, Marissa Pasobilllo & Hon. Roger Borromeo D. Vaccine Safety, Surveillance and Response Team Dr. Judy Reforma, PLT. Rechilda Matias, & SFO2 Marlene Celadiña E. Communications, Advocacy and Partnership Team Fr. Augusto Federico, Jr., Hon. Angelina G. Benitez, Civil Society, NGO, SF02 Marlene Celadiña & DepEd F. OC Secretariat (DRRM & MHO) G. Municipal Health Office Implement/ Reporting Unit (Private Hospital and Clinics) Pagao Siembre Main RHU Private Birthing Homes SECTION 3. DUTIES OF THE MUNICIPAL HEALTH OFFICE. Completing the structure of the BVOC will be the implementing and reporting unit which is the Municipal Health Office (MHO) under which the COVID-19 vaccination shall eventually be integrated in its program. The MHO, in turn, is tasked to do the following, to wit: a.) Organize the two vaccination teams that will be strategically placed around the Municipality for the actual vaccination; b.) Organize Vaccination Operation Centers (VOCs) in the Municipality in close coordination with the Department of Health and under the guidance of the National COVID-19 National Vaccination Operation Center; c.) Tap and coordinate the help of government hospitals, and other government agencies; d.) Create data and analysis management team to gather profiles and the prelisting of the eligible population; and e.) Create all other teams which are necessary and exigent to the efficiency of the operations. SECTION 4. BVOC MECHANISMS. The BVOC shall employ whole-of-society approach in the implementation of the program. As such, the public and private sector is enjoined to actively participate in this massive and collective endeavor. The VOC and the vaccination implementation plan shall be spearheaded by the Municipal Government of Bombon headed by Mayor Ma. Luisa DC. Angeles. The local government shall be complemented by the different line agencies, such as the Department of Health, the Department of Social Welfare and Development Office, the Department of the Interior and Local Government, Philippine National Police, Municipal Disaster Risk Reduction Management Office, Bureau of Fire Protection and others. They shall form part and take active roles in the different clusters of the Vaccination Operations Center on its daily operations. Section 5. FORMULATION OF LOCAL VACCINATION PLAN. The newly-created Vaccinations Operations Center shall as soon as possible formulate a Local Vaccination Plan that shall lay down the program’s vaccination roadmap and shall form as guide of the BVOC. Section 6. EFFECTIVITY. This Order shall take effect immediately upon its publication in the portal of the Emergency Operations Center in social media. EXECUTIVE ORDER NO. 07 Series of 2021 GUIDELINES ADOPTING RESOLUTION NO. 101 OF THE INTER-AGENCY TASK FORCE FOR THE MANAGEMENT OF EMERGING INFECTIOUS DISEASE (...IATF-MEID) IN THE MUNICIPALITY OF BOMBON, CAMARINES SUR WHEREAS, Section 15, Article II of the 1987 Constitution provides that the State shall protect and promote the right to health of the people and instill health consciousness among them; WHEREAS, on February 26, 2021, the Inter Agency Task Force for the Management of Emerging Infectious Diseases (IATF-MEID) released, Resolution No. 101, series of 2021 approving the uniform travel protocols for land, air and sea, crafted in close coordination with the Union of Local Authorities of the Philippines, League of Provinces of the Philippines, League of Cities and League of Municipalities of the Philippines; WHEREAS, a localized guidelines is necessary to ensure the compliance of the above said IATF resolution, to safeguard the health and safety of the residents as well as to diminish the transmission of the disease within the municipality; NOW, THEREFORE, I, MA. LUISA DC. ANGELES, Municipal Mayor of Bombon, Camarines Sur, by virtue of the powers vested in me by law, do hereby order and direct the following: Section 1. STRICT OBSERVANCE OF THE MINIMUM PUBLIC HEALTH STANDARDS. Minimum public health standards, which include physical distancing, proper hand washing hygiene, coughing etiquette, and wearing of face masks and face shields among others, shall be strictly implemented and observed. Section 2. GUIDELINES FOR TRAVELERS. The following guidelines shall be implemented: 1) Inbound travelers must notify or coordinate with the Barangay Health Emergency Response Team (BHERT) of their barangay destination regarding their DATE OF TRAVEL and ESTIMATED TIME OF ARRIVAL in the Municipality; 2) They are allowed to enter the Municipality, provided, that they shall sign a Health Declaration Form in the Rural Health Unit; 3) Returning Overseas Filipino Workers (OFW), upon arrival, must immediately present themselves to the Rural Health Unit (RHU) for registration and symptoms-screening; 4) The following documents and protocols shall NOT BE REQUIRED ANYMORE: a) RT-PCR Testing b) Travel Pass/Authority issued by PNP COVID Shield c) Medical Clearance Certificate 5) Authorized Persons Outside of Residence (APORs) from national government agencies and their attached agencies must provide their identification card, travel order, and travel itinerary, and must pass symptom-screening pursuant to IATF Resolution No. 98-A issued on February 04, 2021. Section 3. TESTING AND QUARANTINE. The following guidelines shall be implemented: 1) Testing shall not be mandatory for traveler except when the Provincial Government of Camarines Sur will require RT-PCR testing as a requirement prior to travel ; 2) Travelers arriving in the municipality AFTER the issuance of IATF Resolution No. 101 (February 26, 2021) shall NOT BE REQUIRED TO UNDERGO QUARANTINE unless they exhibit symptoms upon arrival at the LGU. For this purpose, all incoming travelers shall be required to report to the Rural Health Unit (RHU) or to the Barangay Health Emergency Team (BHERT) upon arrival, as mentioned above, for physical evaluation and screening; 3) Failure to register and undergo the symptoms-screening process within 24 hours upon arrival shall be considered as violation of reasonable order, rules and regulations; and 4) Violators of registration and symptoms-screening process shall be immediately transferred to the designated Municipal/Barangay Isolation Facility to undergo 14-day quarantine protocol and may be dealt with in accordance with existing laws, rules and regulations, including but not limited to Republic Act No. 11332, otherwise known as the Mandatory Reporting of Notifiable Disease and Health Event or Public Health Concern Act, and the Revised Penal Code of the Philippines. Section 4. DUTIES OF THE BARANGAY HEALTH EMERGENCY RESPONSE TEAM. All Barangay Health Emergency Response Teams (BHERTs) are ordered to strictly and closely monitor all returning residents in their respective area of responsibility and the same shall be reported daily to the Municipal Epidemiology and Surveillance Unit (MESU) who must report the same to the Provincial Incident Management Team (PIMT). If any of the returning residents they are monitoring manifested COVID-19 symptom/s, they must be immediately isolated and quarantined to a designated quarantine facility for a period of fourteen (14) days. Proper coordination with the MESU must always be observed. Section 5. STRICT IMPLEMENTATION OF THE GUIDELINES. This uniform travel protocols shall apply to all the barangays of this municipality. For this purpose, all barangays are enjoined to ensure implementation of these protocols. Section 6. SEPARABILITY CLAUSE. The provisions of this Executive Order are hereby deemed separable. If any provisions thereof be declared invalid or unconstitutional, it shall not affect other provisions which shall remain in full force and effect until revoked in writing by the undersigned. Section 7. REPEALING CLAUSE. All issuances and other executive orders which are inconsistent with or contrary with this Executive Order are hereby repealed, amended or modified accordingly.
