#PSWROSInitiative Personal Support Worker Return of Service (PSW ROS) Initiative To attract newly graduated Personal Support Workers to work in Long-Term Care homes and Home and Community Care agencies in greatest need across Ontario, this initiative provides a $5,000 incentive to recent PSW graduates in exchange for a six-month commitment to an eligible Long-Term Care or Home and Community Care employer. Eligibility Criteria... To apply for PSW ROS eligibility, an employer must: Be a publicly-funded Long-Term Care home or Home and Community Care agency; Confirm that funding will not replace any existing employee incentives currently offered by the organization; and Offer full-time hours to an eligible PSW to deliver publicly funded personal support services exclusively. To be eligible for the PSW ROS, a Personal Support Worker must: Successfully complete an Ontario PSW training program that meets the Ontario Ministry of Training, Colleges and Universities program standard; Graduate from their training program on or after April 1, 2020; and Fulfill the full-time work schedule offered by the employer. Process 1. Submit Employer Application Form by Monday, October 5th, 2020: Employer submits the PSW ROS Employer Application Form and a complete job posting. Each application will be assessed on a case by case basis considering a number of factors, including health system priorities, geography, and local and regional health workforce capacity. Submission of a completed application by an employer does not guarantee the employer approval or for the receipt of any potential funding from the Ministry of Health or Ontario Health in respect of PSW recruitment. 2. Employer Receives Application Approval: The employer will be notified of the maximum number of PSWs eligible for PSW ROS funding. The employer will receive support in adding the job posting to HFOJobs.ca. Funding will be disbursed following successful recruitment and hiring of eligible PSWs. 3. Personal Support Worker Recruitment: Interested Personal Support Workers search and apply for approved opportunities at HFOJobs.ca. Employer recruits using their standard recruitment process. 4. Submit Request for Funding and Return of Service Agreement: The agreement must be signed by both the employer and the eligible Personal Support Worker. The request for funding is subject to approval by Ontario Health. Employers will be notified by email once approved. If the funding request meets all eligibility criteria, the agreement will be signed and executed by Ontario Health. Funding will be disbursed through the program to eligible PSWs in two installments: $2,000 two months after beginning their commitment, and $3,000 upon completion of the 6-month commitment. Canada Is Warning International Students Not To Come Because They Might Not Be Allowed In Travel restrictions are to blame for this. For some international students, Canada is warning against travelling here for school because they might not be let into the country. Border service agents will be the ones to decide who can and can't enter. Immigration, Refugees and Citizenship Canada (IRCC) has said in an update of its guidelines that some foreign nationals with study permits ...could possibly not be allowed into the country if they travel here. International students who had their permit applications approved after March 18, 2020, might not be exempt from travel restrictions. So, the government is warning them that they shouldn't make any plans to come to Canada until travel restrictions have been lifted. They could be turned away at the border and have to go back home. Even though lots of college and university campuses in Canada are closed, classes have mostly been continuing online. Some schools have started moving classes to be online only for the fall semester and in Alberta, some will be doing that into 2021. The IRCC won't decide if someone is exempt when processing their student permit application. Applications that are submitted online are still being processed, though. For students who try and enter the country, Canada Border Services Agency officers will either deem their travel as discretionary or non-discretionary depending on their circumstances. Border agents will consider things like if it's necessary for the person to be in Canada to participate in their program, if they're unable to do online studies in their home country and if they're going to start their studies after they quarantine. Final decisions will be made at ports of entry like border crossings and airports. For international students who had their application approved on or before March 18, they might be exempt from the travel restrictions. They have been told about public health measures in Canada and what to expect when they arrive here. That includes the mandatory 14-day quarantine. Students were also told to check with their school to make sure that their course or program is actually still in operation. University students in Ontario have demanded that tuition be cheaper if classes will be only offered online. What international students are thinking about the coming semesters? According to IDP, 69%* of their respondents surveyed believe that they still intend to begin their studies as planned for the coming academic year in a foreign country. This is a piece of extremely good news for the international educators who are worried about the effect COVID-19 mobility ban and other factors might already be lowering the enrolment expectations of international students in Canada. However,... it appears that most international students are in the process of deferring their academic plan for the coming September semester, rather than opting for online studies; students are willing to wait from three to six months, and even more months if the destination country or the institution is not ready to provide in-class instructions. One of the motivating factors for international students to study in an international (foreign) campus is the opportunity to have Canadian (personal and professional) experiences. Proposed online studies by several post-secondary institutions in Canada contradicts student dream of achieving balance in their personal and professional life. Some students are also concerned about the quality of teaching, especially missing out on applied learning that is attached to their curriculums. And, several students think that since they will begin their higher education in a new academic and social environment - online studies will bring an additional barrier to their path of academic success.
