A former immigration consultant was sentenced to three years in prison Monday after defrauding dozens of people hoping to build a new life in Canada. Sam Burgio, 52, pleaded guilty last March to 12 fraud charges. His wife of 25 years wiped tears from her eyes during Monday’s proceedings in a Windsor courtroom. "Mr. Burgio exploited and crushed the hopes of individuals," said Judge Renee Pomerance in court. They were promised new life in Canada." He is required to pay full r...estitution to all those he defrauded. "Mr. Burgio shows remorse but I don't find it substantial in this case, Pomerance told the court. Crown attorney Elizabeth Brown says the decision brings a sense of closure for dozens of victims, to a court case that's stretched for five years. These things take time, says Brown. It was a very large case. You can imagine the multitude of victims." Burgio was accused of several offences over a seven-year period between 2003 and 2010. In pre-sentencing submissions, the court heard that clients gave Burgio between $1,300 and $300,000 to submit their applications to Citizenship and Immigration Canada in the hope of gaining status in Canada. Recent updates on three (3) different Immigration Programs: 1. Quebec Investor Program A meeting was held on Dec 16 between the MIDI and the Financial Intermediaries to discuss the reopening of the Quebec Immigrant Investor Program in 2015. The government confirmed the following details during the meeting: The intake period for applications under the Quebec Immigrant Investor Program for non-French speaking applicants will run from January 19 to March 20, 2015 (the deadline... refers to the postmark date at the MIDI’s office). All the applications will be submitted in the Montreal BIQ office. The MIDI will be requiring complete applications. The government will issue an updated checklist, guidelines for the Narrative Document, and an ASC form. The MIDI will receive a maximum of 1,750 applications. Each Financial Intermediary was allocated a limited number of applications to submit. Financial Intermediaries may transfer the applications allotted to them to other intermediaries. The fees for an Immigrant Investor application will be indexed by 1.06% as of January 1, 2015, for a total of $10,106 CAD. The government will only accept money orders or bank drafts for the fee payment. 2. Nova Scotia Nominee Program Nova Scotia will launch a new immigration stream in January called Nova Scotia Demand: Express Entry. Nominees must be highly skilled, have post-secondary education and qualifications that will help them successfully settle in Nova Scotia. The stream comes with 350 new immigration nominations, bringing the total in 2015 to 1,050, up from 700 in 2014. Nova Scotia will use the federal government’s new intake system, Express Entry, for the stream. Provinces must use federal skills and qualifications criteria to select immigrants. 3. Federal Investor Program Government unveils new Immigrant Investor Venture Capital Pilot Program: In addition to making an investment of $2 million for a period of 15 years and having a net worth of $10 million, immigrant investors will be required to meet certain program eligibility criteria related to language and education, and have proven business or investment experience. This will ensure that immigrant investors will have a strong impact on the Canadian economy, and that those admitted for permanent residence will be well prepared to integrate into the Canadian business landscape and society. This new pilot program will begin accepting applications in late January 2015 and will provide a pathway to permanent residence for approximately 50 immigrant investors and their families.
