County seeks public input to build business case for GO Transit expansion to Northumberland Posted January 13, 2020 Cobourg, ON January 13, 2020 Northumberl...and County is seeking public input to help inform a high-level business case for GO Transit expansion to the community, which will be presented to Metrolinx. The business case will highlight the local need, interest and opportunity for increased transit options within Northumberland County and connecting to neighbouring regional transit systems. We heard loud and clear during public consultations for the Transportation Master Plan that improved transit, including options that better connect our community to neighbouring regions, is a high priority for our residents and businesses, states County Warden Bob Sanderson. Working with Metrolinx to explore opportunities for expansion of GO services to our community is an important part of this process. We invite all community members to share their thoughts in this survey. The GO Expansion Business Case & Economic Impact Study Survey is open until February 10 and is available online, or in hard copy by visiting local municipal or County offices. ATTENTION Baltimore/Camborne Water Consumers and Ratepayers of Hamilton Township, Hamilton Township's 2020 Municipal BUDGET proposes a Capital request amount for the municipal water system users of " $420,000"!! Are YOU PREPARED for the impact of this increase on your water bills??? ... When Kennedy Road was built (under the previous Council) they spent $300,000 for a "2 inch" waterline along the road. Questions were ask at the time but answers were not satisfactory. It was clarified by the Treasurer, at that time, that this would not be subsidized by citizens who were not on the water system. This 2" line is being charged to all water users BUT so far very little of the debt has been paid down. According to the 2020 budget documents on the internet there is still $274,928 owing. #1) Is it true that all residents of Hamilton Township are subsidizing with our "non water" reserves being used? We could not find any bank loan in the budget paperwork for this amount. #2) Is this legal? #3) Is it true that this line was installed to supply only 2 homes on Kennedy Road at the time? #4) How many more homes have actually been added since? #5) Is it true that a request was made to have the line upgraded to be able to service fire hydrants and the request was denied? Fact: The Water System is to be run with $0 impact on the rest of the Township Budget. Question: How can the Water System have negative reserves of $814,129 projected for 2020 ending balance? Are they taking this money from other "non water" reserves? When are the people in Camborne and Baltimore going to pay off this enormous bill? Will they be charged interest for using money that is not theirs to use? Once again, is it legal to use other "non water" reserves to subsidize the water system (if that is what is happening)? Public input to the proposed budget will be allowed at the "Open Budget Meeting" on January 16, 2020. Meeting starts at 10 am at the Council Chambers in Camborne.

A Vision for the Bewdley Waterfront: Tax Savings, Economic Growth, and a Beautiful Beach Eric Guerbilsky It has been almost two years since my wife and I moved to Hamilton Township. Connecting with the people, places and beauty of our new community has increased our bond with it. Being drawn to beautiful Rice Lake, I have wondered about the large number of tourists the area also draws over the summer. ... I recently sat down with Dave Austin, owner of Rhino’s Bar and Grill in Bewdley, to talk about community growth. When asked how would his business survive and evolve under the current economic situation of the area: The population will grow so hoping business will grow. Dave is right in more ways than one. According to the Hamilton Township Council budget, new residential revenue is already showing significant growth. With the 407 extending within 15 minutes to our area, and the expansion of the GO Train to Bowmanville, young families seeking affordable mortgages will move in. Dave has a vision for this population growth. Do the right things down by the dock and on the waterfront. The nicer it is here, the more my business and our businesses will grow. Municiple government should invest in business growth, I mean this can be the Muskoka of the east. We are actually much closer to Toronto than Muskoka, and the lake is definitely ideal for fishing and other water activities. Easier highway and transit access to our area will also increase tourism and tourism dollars. We need to develop the Bewdley waterfront. Says Dave, Imagine restoring the underwater boardwalk, having a small beach instead of a concrete shore and an ice-cream truck so the municipality can make some money. Paid parking would be another way to generate municipal funds. Dave agrees, Why shouldn’t tourists help with what they are using. Cobourg is a great example where paid parking for the beach has helped their municipal coffers and beautify the town. Have the township and its elected officials, ever asked for your input around economic growth? Never. They don’t care about economic growth. I’m stunned by the response but Dave continues. I’m responsible for a several jobs for Bewdley residences, I wish they had a little vision. Dave concludes that he wouldn’t be opposed to running in the next municipal election to get things done, something has to be done. I don’t blame him about our areas’ lack of vision. If I was on city council, I would be seeing dollar signs and tax saving for the residences of our community.

We believe our voices should be heard either in support of or in opposition to pertinent issues council is deciding on our behalf. We have taken appropriate action on many key policies, budget processes, and bylaws during numerous meetings with the Mayor, Chief Administration Officer, Councillors, by presentations to Council, by email and in local media. Our advocacy is fact based, rational and respectful. We provide timely and pertinent information on Township issues to our members by email, on our website and Facebook. We keep you advised of important council agenda items at upcoming council meetings and welcome your input to voice your concerns and questions. We provide you opportunities to discuss issues at our bi-monthly membership meetings and by personal contact. We expect our elected officials and administration to act in the best interests of Hamilton Township residents. We expect council to sustain a fiscally responsible budget, which includes infrastructure to support and improve the evolving needs of our diverse rural, residential, agricultural and commercial communities. Our goal is to improve the quality of living in Hamilton Township today and into the future Actions taken by the Citizens’ Council of Hamilton Township in 2017 Did you know: We reviewed conflict of interest issues of council members and sent correspondence to the Ombudsman’s Office. We reviewed disparity of funding of parks and recreation in areas of the Township. We reviewed the proposal of cell phone tower at Baltimore Arena, attended community meeting to discuss and dispute same and advise council to reject same, with positive results. We reviewed concerns of marijuana grow ops in the Township.

Revised Firewood Processing Operation, also-Wood processing Establishment Council sent the bylaw back to the committee for revision to wood processing in residential areas. 10.5 Why are Police Services Board Minutes dated as far back as June 2017 being tabled on the Council agenda for January 16th, 2018? Should these not be published on a more timely and regular monthly basis to council and the public? What is the policy with regards to timelines for publishing board minutes so that council and ratepayers can review them on a timely basis? Is there no timing deadline that ensures the minutes be published (to the Council agenda) as close as possible to the date when the meeting has transpired? It is interesting to note that there are four separate monthly sets of minutes all published on the January agenda. These include June 2017, August 2017, September 2017 (unapproved), and October 2017 (unapproved). Still to be received are November and December of 2017. This is only one of a few Boards who have this same issue. 13.2 Year End Building Stats. Special Council Budget Meeting November 9th at 10:00 am The first Special Council Budget Meeting will be held in the council chambers on November 9th at 10:00 am. This will be an opportunity for you to see what budget details are being presented for review by council. There is an additional Special Council Budget Meeting scheduled for December 7th. Following these meetings the Draft Budget will be presented to council on December 19 for approval.... These two meetings are your opportunity to see where your tax dollars are going and what tax rate council is planning for the Hamilton Township 2018 Budget. We recommend you attend. In the past rate payers have had little input or opportunity to review the budget details prior to the approval process. The CCHT has been successful in having the budget information available to ratepayers so that we can review and query line items in the budget. Check the Hamilton Township website: http://hamiltontownship.ca/calendar two days before each meeting to obtain a digital copy of the budget agenda and proposal or attend the Municipal Office at 8285 Majestic Hills Drive and request a hard copy of the draft budget document.
