*Breaking News* Effective July 1, 2020. CMHC has reduced its debt-ratio policy which will result in reduced purchasing power by up to 11%. This means that anyone who is looking to purchase a home with less than 20% down payment, will qualify for a lower mortgage.... For example: is someone was earning $60,000 without any debt and wanted to buy a house with 5% down payment, they will qualify for 11% less under the new rules. Canada's Six Biggest Banks Take Decisive Action To Help Customers Impacted by COVID-19. Canada's six largest banks announced yesterday plans to provide financial relief to Canadians impacted by the economic consequences of COVID-19. Effective immediately, Bank of Montreal, CIBC, National Bank of Canada, RBC Royal Bank, Scotiabank and TD Bank have made a commitment to work with personal and small business banking customers on a case-by-case basis to provide flexible solutions ...to help them manage through challenges such as pay disruption due to COVID-19; childcare disruption due to school closures; or those facing illness from COVID-19. This support will include up to a six-month payment deferral for mortgages, and the opportunity for relief on other credit products. Individual Canadians or business owners facing hardship are encouraged to contact their bank directly to discuss options that could be available to them.

The Big 5 have all cut their prime lending rate following the Bank of Canada's rate cut yesterday. https://www.bnnbloomberg.ca/big-five-banks-slash-prime-lend

The Bank of Canada has decreased the benchmark rate by 50 basis points. What does this mean? The prime rate will be reduced from 3.95% to 3.45%. Variable mortgages and many unsecured credit products are tied to the prime rate.... Typically, banks will follow by cutting their prime rate as well however, not always. Stay tuned to hear if your lender is reducing their prime rate. The prime rate is not connected to fixed rates, although we are seeing fixed rates going down, this announcement will not directly affect fixed rates.

The BoC will announce their rate decision this morning, it is highly expected a cut will be made and it's a matter of by how much? Normally rate cuts are made in .25 increments, this time we may see .50 reduction? Stay tuned!

Today the Minister of Finance announced that as of April 6, 2020 the stress test will become, a little less stressful. How? The stress test is based on the "benchmark" rate and as of April, there will be changes to the benchmark rate calculation, it will now be the greater of the borrower's contract rate or the weekly median five-year fixed insured mortgage rate from mortgage insured applications, plus two percentage points.... So what does this mean? Essentially, the difference here is how the benchmark rate is calculated, the rest is the same. Right now the benchmark rate is based on "posted mortgage rates" from the big 6 banks. This rate is currently 5.19%. By using the "insured mortgage rate average," the benchmark rate will be lowered. Based on our research, the new benchmark rate might look like 4.89% instead of 5.19%. This is an improvement however, we strongly feel more needs to be done. Every bit helps however, this will most likely result in less than 5% additional purchasing power. As of right now this change effects insured mortgages, those with less than 20% down payment. Consideration is being made to change the benchmark rate for un-insured mortgages as well and it is believed to come into effect in April as well. We will stay tuned and hope to see further changes such as bringing back a 30 year amortization for insured mortgages.
