The District of #Squamish is proposing a Low Carbon Incentive System to minimize the environmental impact of housing development in Squamish. The proposed system aims to: Provide an incentive for builders to design and construct homes that produce less greenhouse gases... Lower greenhouse gas emissions for homes built in residential (RS) zones, multiple unit residential (RM) zones and some mixed use apartments (C-4 and C-1). Support the District’s Community Climate Action Plan goal to construct better buildings. Provide options for homebuilders who wish to incorporate low carbon energy sources into their building construction. Provide the option to use high-carbon energy sources if the residential building is one third smaller than previously allowed. Even though Council meetings are being held online, they are very much open to the public, they are only closed to in-person attendance to minimize the risk of COVID-19. This means that even members of Council and District staff are meeting remotely. You can still participate in Council meetings online or by phone using the WebEx meeting platform, or by submi...tting a written submission to [email protected]. Please keep in mind that written submissions form part of the public record. 6 p.m. 'Special Business' meetings, held on the first and third Tuesday in the month, still include an unscheduled delegation for those who have time-sensitive decisions to be made prior to the next meeting and unrelated to development bylaws, and there is a question period at the end of the meeting for clarification of any item discussed that evening. The River Forecast Centre has issued a High Streamflow Advisory for the South Coast including tributaries around #Squamish and Howe Sound. A series of storms is passing over British Columbia with the next storm expected to begin impacting coastal areas late Monday and overnight into Tuesday. River levels are expected to rise with high flows expected overnight on Monday and through Tuesday. District of #Squamish Council has endorsed a Community Grant Policy that will enable non-profit community groups to administer grant funding in our community, therefore creating a streamlined, non-political approach to the overall granting process. The District has subsequently entered a four-year agreement with the Squamish Community Foundation and Squamish Arts Council to manage and distribute grant funds on behalf of Council beginning in 2021. Prior to the new policy, the ...District of Squamish accepted Community Enhancement Grant applications from not-for-profit organizations in Squamish once a year for grants to be considered in the following year's budget. High Streamflow Advisory: Rivers are forecast to reach their highest flows on Saturday or Sunday depending on the timing and intensity of the rainfall. The River Forecast Centre has issued a High Streamflow Advisory for:... - Vancouver Island including West Vancouver Island, Central Vancouver Island, South Vancouver Island and East Vancouver Island - South Coast including tributaries around the Sunshine Coast, Howe Sound, Squamish, Lillooet River, North Shore Mountains, Metro Vancouver, Fraser Valley and surrounding areas The end of 2020 and beginning of 2021 is an active period for storm systems on Vancouver Island and the South Coast. In the past 48-hours, some locations on Vancouver Island have received up to 75-200 mm precipitation. The response has been subdued in most rivers with only a few stations reaching 1-year return period flows. Another storm system is arriving on Thursday evening, followed by a couple more strong systems on Saturday. These storms will affect Vancouver Island and the South Coast. Exact location of the heaviest precipitation is still uncertain. Freezing Levels are expected to rise and could reach up to 2400m. Rivers are forecast to reach their highest flows on Saturday or Sunday depending on the timing and intensity of the rainfall. There is a possibility that additional storms will arrive early next week. The public is advised to stay clear of the fast-flowing rivers and potentially unstable riverbanks during the high-streamflow period. The River Forecast Centre continues to monitor the conditions and will provide updates as conditions warrant.

Another storm system will approach the BC Coast today. Heavy rain is expected to develop by this evening and continue through Friday night. 24 hour rainfall totals over the North Shore of Metro Vancouver and eastwards into Coquitlam and Maple Ridge are forecast to range from 40 to 60 mm. Over the Sunshine Coast, from S...echelt to Gibsons and the Howe Sound area, similar amounts are likely with the bulk of the rain falling during the day on Friday. This family continues to need your help. You can offer protection by respecting the closure and staying away from this area. ... This closure applies to everyone, including those who feel comfortable in walking in the area or don’t feel threatened by bears. Additional signage has been installed to alert trail users to the closure and District of Squamish Bylaw and Conservation Officer Service continue to patrol the area. Please obey all barricades and signage. The closure is expected to be in place until the bears hibernate which is typically mid-to-late November. Thank you for adhering to the closure for public safety and the safety of the bears.

This bear was photographed earlier today sleeping under a tree RIGHT beside the trail along the edge of the Mamquam River spawning channels and golf course #squamish. Bears are actively feeding on salmon in this area and throughout the various trail networks as salmon is an important food source prior to bears going into hibernation. Please keep pumpkins out of paw's reach by keeping carved pumpkins indoors and consider using decorative pumpkins in your seasonal displays. Pumpkins carved too early will rot sooner and become odourous, making them even more attractive to bears. Please remember to dispose of them properly by placing them in your organics tote.

The Conservation Officer Service (COS) has safely relocated a grizzly bear that was captured in Brackendale on the evening of September 27. The bear, a mature male between 20 and 30 years old and weighing approximately 700 pounds, was deemed to be in good health for his age, and so relocation back into the wild was a viable option. This is the second grizzly to have been sighted and captured this month in Squamish. The COS captured and relocated a grizzly bear that was seen... foraging in the Garibaldi Estates neighbourhood on September 10. Since then, the COS received two separate reports of grizzly bear sightings in the Squamish area, one on September 21 in Paradise Valley, and a second on September 24 near the intersection of Government and Mamquam Road. Although both sightings were unconfirmed, it is believed to have been the same bear that most likely spent a few days within the community prior to its successful capture and relocation from Brackendale. Bear Update #Squamish Estuary trail network is closed until further notice The Squamish Estuary network of trails remains closed and is expected to be closed for the next few weeks until the bears hibernate, typically in mid-to-late November. The most effective thing the public can do to protect the bears foraging in the estuary is to adhere to the closure signs, barricades and/or tape, and stay out of the trail network for now. Unfortunately, the risk remains that the clo...sure won’t be respected. This is the reason why the Conservation Officer Service (COS) recommended over the weekend that a bear family be relocated, after the sow had swiped at a person and knocked them to the ground. Relocating the stressed sow and her family out of the area would give them the best chance for survival, and ensure she was unable to injure anyone. The COS has revised its strategy on relocating the bear family however, due to the high number of bears currently foraging in the estuary, and the inability to trap the correct family. The traps have been removed and the COS continues to monitor the area. As long as people stay out of the trail network, the bears should be able to remain. District of Squamish Bylaw Services and the COS will undertake periodic patrols in the area to educate people on the importance of respecting the closure. A map of the closed area is below. As part of the 2020 Zoning Bylaw Update, the District of #Squamish is considering implementation of a set of policies to incentivize and encourage two specific types of development. These types of development would support community goals relating to climate, health, liveability and connectedness, as identified in the Squamish 2040 Official Community Plan and the Community Climate Action Plan, which sets out actions to reduce greenhouse gas emissions in Squamish by 45% from 2...010 levels by 2030, and net-zero emissions by 2050. The Low Carbon Incentive and the Smart Growth Neighbourhood Incentive aim to meet important community goals in exchange for opportunities to add density under specific conditions. A section of the Spawning Channel trails adjacent to the Mamquam River remains closed until further notice due to trail erosion as a result of the heavy rains. Barricades and signage are in place to denote the closed section, and the public should stay clear of the area for your safety. The remainder of the trails in the area away from the riverside have re-opened.

The Conservation Officer Service (COS) has reopened the #Squamish Estuary trail network following a two-month closure to protect bears foraging in the area. As per the BC Wildlife Act, all dogs must be on leash in designated Wildlife Management Areas. District of Squamish Bylaw Services and the Conservation Officer Service will undertake patrols in the area to educate people on the importance of recreating responsibly. The Squamish Estuary is located within a Wildlife Managem...ent Area (WMA), an area of land designated under the Provincial Wildlife Act for the purpose of maintaining and restoring wildlife species and their habitats. Certain recreational activities are permitted within the WMA, but only secondary to wildlife conservation. It’s important to work together to keep our Estuary trails open and our wildlife protected. Please report off leash dogs in the Wildlife Management Area to the 24/7 RAPP line at 1.877.952.7277 (RAPP) or the Bylaw Department at 604.815.5067 for enforcement of the District of Squamish Animal Control Bylaw No. 2124.

Meet Nala! Nala is a sweet spayed female Mastiff cross. She’s spry for a 7-year-old and enjoys her toys and treats. Happiest curled up at your feet, she would fit right in at your work-from-home office or favourite cozy spot. A three-phased capital project is about to begin to extend Pioneer Way from Queens Way to the intersection of Government Road and Centennial Way. Identified as a priority in the District’s 2031 Multi-Modal Transportation Plan, this project will transform Pioneer Way into an arterial route and major entry into the #Squamish Business Park while reducing traffic in the North Yards neighbourhood, and creating a stronger link to the Discovery Trail. What you need to know about the new province-wide restrictions: The restrictions for Squamish (Vancouver Coastal Health region) are extended to December 7 at midnight, and have now been extended to the entire province. Masks are now mandatory in all indoor public and retail settings like grocery stores and coffee shops. Masks are also mandatory in workplace areas like shared work spaces, kitchens, and elevators. ... No events or social gatherings with anyone outside your household or core bubble (if you live alone). COVID-19 travel advisory in BC: essential travel only. Spin classes, hot yoga, and high intensity interval training are suspended.
