EAC Hwy 4 Kennedy Hill Project Updates 20.04.2021

Drivers are advised a section of Highway 4 at Kennedy Hill will be closed from 8 a.m. to 6 p.m. (Pacific time) on Tuesday, March 23, 2021, for the blasting and removal of a significant rock bluff. This 10-hour closure is required for crews to undertake one of the most complex blasts on the project. The daylight closure will allow workers time to prepare the road beneath the blast area, and to safely remove loose rock immediately following the blast. The regular project closur...e schedule, which includes four-hour road closures weekdays between 11 a.m. to 3 p.m., will resume on Wednesday, March 24. On-site geotechnical investigations determined that the safest time to blast is during daylight hours, to allow for safe and efficient removal of loose rock after each blast. Daytime blasting and scheduled road closures are expected to be required through spring 2021. 'Tis the Season for Holiday Giving. Although it has been a challenging year for us all, the financial impact of Covid-19 has hit other sectors and individuals very hard. Charitable organizations are also having challenges generating necessary money and supplies because fundraising efforts and coordinating volunteers, during Covid, have been far more difficult. Through Emil Anderson Group's employee-led Holiday Giving fund, employees nominated organizations for the Company to donate to this Holiday Season, including the Food Bank on the Edge.

Drivers are advised that the daytime four-hour road closure window on Highway 4 at Kennedy Hill will shift to 11 a.m. to 3 p.m. weekdays starting Jan. 5, 2021. The new closure window follows input recently received from local residents, commercial operators and local stakeholders. EAC Hwy 4 Kennedy Hill Project Updates 06.11.2020

UPDATE ON HIGHWAY 4 KENNEDY HILL PROJECT In an effort to bring consistent and predictable highway-closure times to the people of Tofino and Ucluelet, the Ministry of Transportation and Infrastructure has revised the blasting strategy for the Highway 4 Kennedy Hill Safety Improvement Project. The new blasting strategy will start on Sept. 30, 2020. Highway 4 will close weekdays between 9 a.m. and 1 p.m. to allow crews to safely facilitate smaller blasts and remove the rock debr...is from the roadway. This closure window will happen Monday through Friday, not on weekends. Smaller and more precise daytime blasts, with sufficient time to clear debris, will help boost safety for people and will limit unplanned highway closures like those experienced by drivers in the early spring of 2020. The weekday closures will be consistent and will allow people who live in neighbouring communities to plan their day and driving activities accordingly. The new plan has been made following extensive onsite geotechnical investigations, which have determined that the safest time to blast is during daylight hours. This will allow for safe and efficient removal of loose rock after each blast. Daytime blasting and scheduled road closures are expected to be required until spring 2021. Next spring, after the bulk of the challenging blasting is complete, conditions will be re-evaluated to determine if night-time blasting can safely resume. As the project progresses, the ministry will have more information on overall project completion dates. Blasting for this project is expected to be completed by next summer. In the meantime, drivers can expect scheduled closures permitted from 5 a.m. to 7 a.m., noon to 1 p.m., and 4 p.m. to 5 p.m. Drivers can continue to expect single-lane alternating traffic with up to 30-minute delays all other times. Once complete, the Highway 4 Kennedy Hill Safety Improvement Project will create a safer and more reliable connection between Port Alberni and the west coast of Vancouver Island. The highway is being widened to accommodate two full lanes and paved shoulders, including roadside barrier on the lake side of the highway. Also, re-alignments are being made to the highway to remove sharp blind corners, straighten the road and improve the safety and reliability of the highway for all drivers. The Ministry of Transportation and Infrastructure thanks people who rely on the highway for their patience and understanding during construction. The remaining bluffs still to be blasted represent some of the most challenging rock to manage on the entire project, and over the coming weeks, the project team is pursuing further geotechnical site investigations to develop the blast plan and strategy to safely take down these bluffs. Over this period, no blasting operations are occurring, and the site will remain 24/7 single lane ...alternating traffic with up to 30min delays and traffic control on site at all times. Continue to watch for workers as other non blasting related operations are still ongoing during this period. EAC Hwy 4 Kennedy Hill Project Updates 03.09.2019

Construction continues on the Highway 4 Kennedy Hill Safety Improvement Project, with the project currently at 60% complete. However, due to a variety of factors, the project will not be completed in summer 2020 as originally scheduled. Factors affecting the completion date include the fast-evolving COVID-19 pandemic, the need for more complex blasts due to variable rock, increased environmental protections and the repairs to Highway 4 resulting from blasting damage at the pr...oject site in January. Prior to the COVID-19 pandemic, it was anticipated that final paving would take place in fall 2020, with completion in this coming winter due to the necessary blasting and repair work. However, the Ministry of Transportation and Infrastructure acknowledges the possibility of more delays as a result of the developing situation with COVID-19. The ministry and the contractor are committed to working together to mitigate any schedule delays.
