ECO Canadian Organic Quality Assurance Person Responsibilities and Schedule The Quality Assurance Person will oversee all aspects of production, from seed, growing, harvesting, drying, packaging, labelling, storage and approval prior to sale. We define production as the as the process from seeding to the sale of the dried cannabis product. Schedule: The proposed Quality Assurance Person for ECO Canadian is proposed to be a QAP 5 days a week on an ongoing basis, or daily if required, in order to ensure compliance with the Cannabis Regulation. Responsibility: Quality Assurance will fulfill all responsibilities as outlined below and will not transfer any responsibilities to any other person including the responsible person. If there is a situation that arises at the Licensed Holder’s site during a time when QA is not onsite, QA will be contacted immediately. If required, QA will be onsite within 24 hours in order to assess the situation and determine any actions to be made to resolve the situation and to ensure the quality of the product. The Quality Assurance (QA) person is solely responsible for investigating every complaint received in respect of the quality of the cannabis substances, and when necessary, take corrective and preventative measures. In order to investigate all complaints in a timely manner, if the Quality Assurance person is not on site the day the complaint is received, QA will be immediately notified. The QA will be onsite and initiate the investigation by the next business day. If there are any concerns or questions regarding the complaint or severity of the complaint, Quality Assurance is available 24 hours a day to allow the complaint to be handled immediately, if required. In a recall situation, the Quality Assurance person will coordinate and make all decisions in regards to the recall and will inform the Minister within 24 hours of the decision to recall and will follow with a written report within 3 business days. Before production starts, the Quality Systems will be set-up by the Quality Assurance person. These tasks and responsibilities include, but are not limited to: Training of employees in the following areas: o Good Production Practices o Standard Operating Procedures Ensure training is properly documented and retained on the employee’s file. Ensure all copies of the SOPs are on site and available at all times to all employees Ensure all required contracts are on file (e.g. with pest control firm, lab, HVAC firm, etc.) Ensure the doors, windows, walls, ceilings and floors are properly sealed and are free from holes and cracks. Ensure the premises space surrounding and including the designated area(s) is constructed in such a manner that provides for the effective cleaning of all surfaces and prevention of any possible contamination of the Cannabis Products or addition of extraneous material to the Cannabis Products. Ensure the premises is designed and constructed as per the requirements of the specified security level Ensure the lights are qualified and are functioning properly (ex. timers) Review and status determination of Installation Qualification (IQ) , Operational Qualification (OQ) and Performance Qualification (PQ) for the following equipment: Page 1 of 4 ECO Canadian Organic Quality Assurance Person Responsibilities and Schedule (Continued) Data Logger (temperature and humidity monitoring device) pH meter Balances/Scales Lights and Timers (if required) Water System Air Handling (HVAC) system Security System Devices Video surveillance system Motion sensors Glass break detectors Access Control Mechanism Other intrusion detection system Ensure the inventory computer system is validated Ensure proper plant grow materials are available and approved for use E.g. cloning powder, nutrients, etc. Ensure the following equipment is calibrated: Data Logger (temperature and humidity monitoring device) pH meter Balances/Scales Ensure setup of all security system devices surrounding the perimeter and in all areas where cannabis is present is as per security measures document Ensure temperature and humidity mapping of the premises is such that specific areas are delegated properly for their functions Ensure Pest Control program is in place and the devices are setup in specified locations (e.g. fly lights, glueboards, traps, etc.) While on site each week, the Quality Assurance person will perform and are responsible for the following functions (see attached checklist to ensure all functions are being performed): Inspect plants in each batch of cannabis in production Look for any problems with plants (e.g. discoloured leaves, presence of insects, proper soil conditions, pesticide use if applicable, etc.) Ensure compliance with Standard Operating Procedures (SOPs) by workers Assess training through observation and documentation Change control: If a change is required for an SOP, a Change Form will be completed by the person requesting the change and it will be forwarded to the QA person as per the SOP# XXX- SOP Change. The request will be evaluated and processed when the QA person is on site weekly. Ensure proper use of the security systems and functions Access control systems are being used by all employees and all employees who are not Responsible or Alternate Responsible people are in the presence of Responsible people in restricted areas Temperature and Humidity Report checks Ensure the data loggers have up to date calibrations and the readings are being recorded Pest control checks Ensure the checks are being recorded as per the required timeframes Page 2 of 4 ECO Canadian Organic Quality Assurance Person Responsibilities and Schedule (Continued) Cleaning reports Ensure the SOPs are being followed and all required information is being recorded Packaging checks Ensure the SOPs are being followed and all packaging is in compliance with the regulations Label review Review of the labels to be placed on the product before distribution Storage of finished product and product for destruction Ensure finished product is properly stored as per SOPs and storage areas are clearly labelled All areas are clearly identified by signage or labels Equipment checks Ensure balances and pH meters are clean and calibrated Ensure lights, HVAC, water system, etc. are functional and maintenance is up to date Destructions Review of destruction forms Inspection of any product awaiting/undergoing destruction Ensure shipping procedures are followed as stated within the SOPs Ensure any returns received are destroyed. If product is returned, it will be placed in a designated holding area (either within the Secure Storage Room, or another secure designated area depending on the site layout) with a sign clearly stating Do Not Pick, On Hold, Returned Cannabis Product as per the SOP# XXX Returned Goods for Returned Goods. As returned product cannot be resold or provided again and is therefore designated for destruction as per the SOP# XXX Storage Handling and Destruction of Cannabis Waste. A Cannabis Product Destruction Form is completed and when the QA person is on site, the Destruction Form will be reviewed and the Disposition of the Product determined by the QA person. If confirmed by QA, the destruction is performed and documented on the Destruction Form. Once complete, the QA person verifies the additional information stated on the Destruction Form and determines the status of the destruction and records it on the form as per the SOP. Client registration/orders check Quality Assurance is available 24 hours a day in order to assess or handle any emergency situations. These responsibilities include but are not limited to: Attempted or actual unauthorized access or illicit conduct Handling, investigation and review of any necessary investigations arising out of complaints regarding product quality. As per the Job Descriptions, the Responsible Person and/or Alternate responsible person notifies the QA Person when a complaint was received. The QA person is available 24 hours a day in order to assess or handle emergency situations including complaints. Review and investigation of Out of Specification results (e.g. temperature, humidity, testing results, etc.) Handling, investigation and review of any product retrievals or recalls Review and investigation of deviations Page 3 of 4 ECO Canadian Organic Quality Assurance Person Responsibilities and Schedule (Continued) Corrective and Preventative Measures o Any measures to be taken to correct and prevent deviations, out of specifications, complaints, etc. Investigations associated with pharmacovigilance activities (adverse events) Additional Responsibilities handled by Quality Assurance Preparation and maintenance of regulatory documents (e.g. Cannabis Licence, Quality Assurance Pre-Licensing Report, etc.); Write, review, revise and maintain Standard Operating Procedures; Once in winter and summer conditions, map (temperature and humidity) all areas in which there is cannabis; Documentation review, control and approval of all GPP documents (including but not limited to Master Fabrication and Packaging documents, methods, printed packaging components including master label artwork, etc.); Product disposition determination prior to sale based on conformance of finished product to all manufacturing and Quality Control/Assurance standards for the Client’s Regulated Products and all applicable GPPs, which includes: Batch Documentation Review, Certificate of Analysis Review, Label Review, Sample Handling and Release of Finished Product. The approval for sale of each batch or lot will be dependent on when the batch is packaged and when the finished product testing results are available. If there is a batch or lot awaiting release (with all required paper work) then the QA person will review and determine the status of that batch when on site. Depending on the cycles and testing schedules, there may not be a batch or lot awaiting release each week, therefore this will be determined on a weekly basis. Completion, control and review of validation protocols and reports including but not limited to, process validation, cleaning validation and method transfers/validations; Annual Product Quality Review creation and maintenance Stability Program Work including: o Set-up and Review of Stability Programs including Stability specifications o Review and assess for compliant data from stability programs for the Regulated Products; Completion of Self-Inspections; Representation at audits such as Health Canada Inspections and vendor audits Page 4 of 4
