It concerns the reception and processing of certain applications for temporary selection for studies. By this decision, the Minister is temporarily suspending the reception of applications for temporary selection for studies, as well as the proce...ssing of applications for temporary selection for studies already received from persons admitted to ten (10) teaching institutions that are under audit or investigation by the Ministère de l’Enseignement supérieur (MES). The institutions concerned are the following: ; , ; .; (); ; ; ’ (); ; ; . Therefore, the processing of any application received before December 30, 2020, for which no decision had yet been made is suspended. The reception of new applications is also suspended as of December 30, 2020. This decision will remain in force until March 31, 2021. This decision has no repercussions on foreign students currently studying at those institutions and who hold a valid Québec Acceptance Certificate and study permit. December 9, 2020OttawaRecognizing the considerable contribution and sacrifice health-care workers have made in Canada throughout the pandemic, the Honourable Marco E. L. Mendicino, Minister of Immigration, Refugees and Citizenship, announced today that on December 14, 2020, Immigration, Refugees and Citizenship Canada (IRCC) will begin accepting applications for ...permanent residence from refugee claimants who work in Canada’s health-care sector and provide direct care to patients. On August 14, 2020, Minister Mendicino announced the Government’s intention to implement this special measure. Two temporary public policies have since been developedone for refugees living in Canada outside Quebec, and the other for refugee claimants residing in Quebec. Under the Canada-Quebec Accord, Quebec has sole responsibility for the selection of economic immigrants and resettled refugees destined to the province. Further to the criteria to qualify announced in August, and in recognition that there may be refugee claimants who contracted COVID-19 and subsequently passed away, spouses and common-law partners of these individuals who are in Canada and arrived before August 14, 2020, may also be granted permanent residence under this public policy. In addition, applicants’ internship experience (both paid and unpaid) will be considered, as long as it is an essential part of a post-secondary study program or vocational training program in one of the designated occupations. An internship performed as part of a professional order requirement in one of the designated occupations will also be considered. To apply, applicants residing across Canada (outside Quebec) must submit an application for permanent residence to IRCC. The department will assess eligibility and ensure that admissibility requirements are met. Applicants may then be granted permanent residence. Applicants residing in Quebec must first submit an application for permanent residence to IRCC. Once IRCC has determined they meet the requirements, the Ministère de l’Immigration, de la Francisation et de l’Intégration du Québec will validate whether the applicants meet the requirements under the Special program for asylum seekers during the COVID-19 period and will issue a Quebec Selection Certificate. IRCC will grant permanent residence to applicants once all eligibility requirements are met. Applications will be accepted from December 14, 2020, until August 31, 2021. In-Canada family members of the principal applicant can be included on the application. All applicants will be required to meet existing admissibility requirements, including those related to criminality, security and health.

If you receive this letter via email, follow the instructions to submit the letter with your valid passport. Do not submit your passport without this letter. These workers are eligible for priority processing. There is uncertainty as to when the full complement of biometric collection services in Canada and overseas will reopen and operate at full capacity. In the meantime, there is a growing inventory of applicati...ons for permanent residence that cannot be finalized because applicants are unable to fulfill the biometrics requirement. IRCC recognizes the impact this ongoing service disruption is having on applicants in and outside Canada. News on BC PNP WEBSITE On March 30, 2020, the BC Provincial Nominee Program (BC PNP) temporarily suspended issuing invitations to apply (ITA) for individuals in 31 tourism, hospitality, retail and personal services occupations. This temporary measure is in response to widespread unemployment in these sectors resulting from the COVID-19 pandemic. We anticipate that these occupations will be excluded from ITAs for the remainder of 2020. We continue to monitor the impact of CO...VID-19 on the B.C. labour market with each BC PNP draw and will review sooner if warranted by economic circumstances. The BC PNP is intended to address gaps in the labour market. We will not nominate any BC PNP applicants if it adversely impacts employment opportunities for British Columbians. We will however, continue to focus nominations on occupations that have labour shortages despite COVID-19. The 2019 B.C. Labour Market Outlook suggests that there is a long-term need for workers in tourism, hospitality and retail industries. At the same time, employment in these sectors is projected to drop 70 percent in 2020, which means there is currently sufficient domestic labour supply as B.C. continues with its recovery plan.

Today IRCC announced changes that are being implemented to provide more flexibility on eligibility rules for the Post-Graduation Work Permit Program for students who start their Canadian study program online from abroad. Students are now able to study online from abroad until April 30, 2021, with no time deducted from the length of a future post-graduation work permit, provided 50% of their program of study is eventually completed in Canada. Students who have enrolled in a ...program that is between 8 and 12 months in length with a start-date from May to September 2020 will be able to complete their entire program online from abroad and still be eligible for a post-graduation work permit. Students who enroll in a program with a start-date from May-September 2020, study online up to April 30 2021 and who graduate from more than one eligible program of study may be able to combine the length of their programs of study when they apply for a PWGP in the future. Student can apply for a PWGP in the future in this case as long as 50% of their total studies are completed in Canada. To be eligible for these measures, students must submit a study permit application no later than September 15, 2020 for programs with a fall start date.
