There’s no need to pre-wet paper tape. Number one - you can’t run wet tape through an automatic taper. Number two - it just makes it mushy and want to tear. And... take forever to dry. As you can tell in the video my mud is wet, that in turn softens the tape. No need for pre-wetting anything.
