Ombudsman Report on Flood Claims Open to Public Comment Last year, I put forward a motion at City Council to direct the Ombudsman to look into how the City of Toronto handles basement flood claims made by residents. The report was completed and put on the City Council agenda on November 25. I deferred the Item to the next General Government and Licensing Committee (GGLC) in order for residents to have the opportunity to make a deputation and speak to the report. The next GGL...C meeting is on January 4 at 9:30 AM, and the Ombudsman's report is on the agenda as Item GL20.1. Black Creek Drainage Improvement Study Complete The City has completed a Municipal Environmental Assessment (EA) Study for the Black Creek Sanitary drainage area, which stretches from north of Finch Avenue down to the Rockcliffe-Smythe neighbourhood. The key recommendations from the study include a major sewer upgrade in the Rockcliffe Court area that will significantly reduce basement flooding. The purpose of this major City infrastructure project is to achieve the followi...ng: - reduce surcharge levels the Black Creek Sanitary Trunk Sewer (STS) during wet weather events - reduce combined sewer overflows (CSO) discharge to the Black Creek watercourse - reduce stormwater infiltration and inflow into trunk sewers The following are key recommendations from the study: - install two new sanitary trunk sewers and a new combined storage tank and tunnel in the vicinity of Rockcliffe Court complete sewer upgrades along Keele Street between Eglinton Avenue West and Donald Avenue - implement Wet Weather Flow reduction measures along the existing Black Creek STS The study has been completed and is now open to public comment until February 5, 2020 to the Ontario Ministry of Environment, Conservation and Parks. I am very pleased to see the positive impact of this project on the Rockcliffe-Smythe area. This Drainage Improvement Study is independent of the planned TRCA/City of Toronto flood mitigation projects for Rockcliffe and will bring additional protection from basement flooding in the area with the installation of a new combined storage tank and tunnel at Rockcliffe Court.

On June 11, 2019 I held an open house to update the community on the status of efforts to address flooding in the Rockcliffe area. At this open house, it was explained that the Toronto and Region Conservation Authority (TRCA) had completed new modeling of the area with advanced technology and determined that the flood remediation solutions proposed in the Environmental Assessment that was completed in 2014 would not protect vulnerable houses from flooding, particularly houses... on Hilldale Road. It was further explained that the TRCA was going to have to conduct a new study, in concert with the City, and that the study was to be completed by mid-2020. The Black Creek at Rockcliffe Special Policy Area Flood Remediation and Transportation Feasibility Study has since been completed, with the results to be presented to the Board of Directors of the TRCA at their meeting being held tomorrow, June 26, 2020. I will be working with City and TRCA staff to ensure meaningful consultation with the community and all stakeholders.

City of Toronto to offer CampTO programs starting July 13! The City will begin to offer summer camps across the city starting on July 13 as part of its CampTO initiative, following the Province of Ontario announcement that summer day camps can operate during the Province’s Stage 2 reopening. CampTO will offer more than 32,000 registered camp spaces for children between the ages of 6 and 12, over eight weeks of camps at approximately 150 locations across the city. ... CampTO will offer traditional day camp experiences, including dance, drama, music, arts and crafts and active games. In addition to camps offered at Parks, Forestry and Recreation locations, CampTO will also be offered at six Toronto History Museum sites and one City art centre. To help reduce the spread of COVID-19, CampTO programs will meet health guidelines designed in consultation with Toronto Public Health and in alignment with provincial health guidelines for day camps. Guidelines include lower ratios and capacity, physical distancing, mandatory health screening and enhanced facility cleaning. Programs will be available for viewing on Saturday, June 13 at http://www.toronto.ca/camps. Registration for CampTO will take place beginning at 7 a.m. on: Wednesday, June 24 for Etobicoke/York and Scarborough Thursday, June 25 for Toronto/East York, West Toronto/York and North York districts The quickest and easiest way to register is online at efun.toronto.ca. Phone registration will also be available at 416-396-7378. As Civic Centres and community recreation facilities remain closed, in-person registration will not be available. Residents can call 416-396-7378 Monday to Friday 8 a.m. to 5 p.m. for help preparing for registration. Extended hours of operation from 8 a.m. to 7p.m. will be offered on June 22 and 23. Information on free programs and subsidies for recreation programs is available at http://www.toronto.ca/lowcostrecreation. Summer camps provide children and youth with important opportunities for social interaction, and parents and caregivers with necessary childcare. The City’s CampTO program can provide needed respite for children and parents, during the COVID-19 pandemic. City summer camps also provide employment opportunities for many young people across Toronto.
