Gaudet and Associates Consulting activities for 2019 1) Provided highway tank inspection and test training to companies applying for Transport Canada registration. 2) Wrote Quality Control Manuals and completed Transport Canada Applications as part of the highway tank inspection and test program. 3) Wrote Quality Control Manuals and completed Transport Canada Applications as part of the Intermediate Bulk Container (IBC) inspection and test program. 4) Wrote amendment appli...cations and added Sections to Quality Control Manuals to facilitate expansion of various company inspection and test capabilities (added repair, modification and assembly capability). 5) Assisted companies with their weld procedures to ensure they could apply and comply with Transport Canada requirements including weld coupon testing. 6) Completed annual audits relative to highway tank inspection and test facilities and Intermediate Bulk Container (IBC) inspection and test facilities. 7) Provided full reports on regulatory compliance to the Transportation of Dangerous Goods Act and Regulations for various companies wanting to verify and ensure compliance. 8) Provided air and road TDG training. 9) Applied for renewal of Transport Canada Certificates of Equivalent Level of Safety (permits). 10) Completed various safety audits as part of a company Occupational Health and Safety (OHS) program. 11) Answered many regulatory questions simply as assistance to companies that needed help working through regulatory text. 12) There are other issues that we work on however due to confidentiality agreements, cannot discuss them here. Recent changes to the Canadian Standards for Intermediate Bulk Containers (IBC's). Have been busy updating Quality Control inspection and test Manuals for customers as they are due by January 12, 2018. See previous blog for more information on changes to the standards. The new requirements also require:... 1) A Quality Management System (QMS) to be included with the IBC test and inspection program 2) A Statement of Authority 3) A process flowchart 4) How the QMS will be implemented and documented 5) Significant upgrade on requirements to be included in the QC Manuals. Current versions of QC Manuals will not be anywhere near sufficient to meet the 2018 requirements. Please ensure your QC Manuals are upgraded and include the items listed above to ensure your company remains compliant and retains its Certificate of Registration with Transport Canada. A safety management system is a business-like approach to safety. In common with all management systems, a Safety Management System provides goal setting, planning, and measuring performance. It concerns itself with o...rganizational safety rather than the conventional health and safety at work concerns. A company’s SMS defines how it intends the management of road safety to be conducted as an integral part of business management activities. A Safety Management System is woven into the fabric of an organization. It becomes a part of the culture; the way people do their jobs. Our company has developed the first - to our knowledge anyway - SMS Manual in Canada. It further includes a US component - Compliance, Safety, Accountability (CSA) which is part of the Federal Motor Carrier Safety Administration (FMCSA) Safety Management System. A road SMS is not a requirement at the moment however since all other modes of transport require an SMS, legislation will follow in due course. Some companies have chosen to get ahead of the game and purchase our SMS Manual to begin the process of integrating an SMS into their companies. Intermediate Bulk Containers (IBC) Leak Test and Inspection Facilities Compliance with the new CAN/CGSB 43.146-2016 IBC standard is voluntary during the phase-in period lasting until January 12, 2018. You may continue to follow the 2002 edition until then or begin to follow the new 2016 edition. All updates required by the 2016 edition must be filed by January 12, 2018.
