2021 ANNUAL GENERAL MEETING Reminder - Nominations are due Friday, April 9th. On March 26, 2021, Harness Racing B.C. Society gave notice of the Annual General Meeting for 2021. AGM to be held on Tuesday, May 11, 2021 @ 5:00 via Zoom Video Conference.... Six (6) directors are to be elected this year; two to be elected in the Breeder category, two to be elected in the Owner category and two to be elected in the Trainer/Driver category. Nomination forms were emailed to all active, 2021 members and mailed to those members that had no email. Forms can be found in the HRBC office or on the HRBC website, www.harnessracingbc.org

The recent decision by the BC NDP government to not assist the BC horse racing industry with funding, along with increasing financial obligations, has forced the HRBC Board to make the difficult decision to cancel the four last remaining dates of racing in April (April 21, 23, 28 & 30). The current meet will end with the program of Friday, April 16, 2021. HRBC will continue to work with the resources available to us in seeking alternative ways of supporting our industry and will advise as we move forward.

Anyone on the backstretch premises that is NOT wearing their facemask properly, securely covering their nose and mouth, will receive a 24-hour barring. There will be no exceptions so please abide by this rule to avoid the severe penalty.

Racing Returns To Fraser Downs Published: March 16, 2021 10:20 am ET After a nearly three-month hiatus, racing is set to return to Fraser Downs on Wednesday (March 17), and as expected, perennial kingpins Jim Marino and Kelly Hoerdt have chances galore on the 10-race program.... Marino, who has nine starters throughout the program, will send Sporty Dragon to post as the 8-5 morning line favourite in the evening's featured event, an $8,500 optional claiming pace carded as the ninth race. Like his five rivals, the four-year-old Custard The Dragon gelding will make his 2021 debut, and he does so after a 1:53.4 win in a Dec. 16 conditioned event, his fourth in 14 starts as a sophomore. Top Western Canadian reinsman Brandon Campbell has assumed the driving duties, and the pair will start from post three. His top competition in the opening night feature will likely come from Redneck Jim (post five, 9-5), who ended 202 with a string of minor placings in Open company. Trainer Dennis Johnson will drive the nine-year-old As Promised gelding. Marino also has starters in both sub-featured $8,000 conditioned events: Moosette (Campbell, post two, 3-1) will take on four distaff rivals in the second, and his tandem of Shales Storm (Scott Knight, post two, 4-1) and Dontpokethedragon (Campbell, post five, 8-5) will line up against a trio of male competitors in the eighth. Hoerdt's five starters on the program are led by Chazmichaelmichael, who has been installed the 2-1 favourite in the evening's final race, a $7,500 conditioned event. The four-year-old Custard The Dragon entire knocked heads with the tough Major Custard on the Alberta stakes circuit all season long in 2020, finishing fourth to him in the Western Canada Pacing Derby on Nov. 29 and third to him in the Brad Gunn at Century Mile on Dec. 12. Hoerdt, who will drive Chazmichaelmichael from post three, shares ownership with fellow breeder, Blair Corbeil. Earlier on the card, Hoerdt will look to extend Thankyaverymuch's current win streak to three in a $7,500 claiming pace, carded as race five. The five-year-old son of Betterthancheddar rallied off cover to win his last two starts and three of his last four over lower-level claiming company in December.

ATTENTION HORSEMEN: The manure contractor has brought it to our attention that there has been a recent increase in garbage and twine being disposed of in with the manure. We would really appreciate it if people would pay close attention to what they are disposing of when dumping manure. The contractor’s agreement with their clients is that the manure must be free of any foreign materials. Your compliance with this request would be greatly appreciated.

Attention Horsemen: CPMA has added 3 additional drugs that are now PROHIBITED. Please see below. Addition of Amlodipine, Ciclesonide and Methadone to the Schedule of Prohibited Drugs in the Pari-Mutuel Betting Supervision Regulations (November 2, 2020) In consultation with its Drug Advisory Committee, the Canadian Pari-Mutuel Agency (CPMA) has officially added the following drugs to section 1 of the Schedule to the Pari-Mutuel Betting Supervision Regulations: Amlodipine, Cicl...esonide and Methadone. Amlodipine is an approved veterinary drug used to reduce high blood pressure in cats. This drug is not recognized for use in horses. Ciclesonide is an inhaled steroid used to treat breathing problems in horses caused by asthma. The CPMA intends to develop and publish an Elimination Guideline for ciclesonide. Methadone is an opioid painkiller licensed for cats. Any detection of the above drugs may result in a positive test. The CPMA strongly recommends consulting a veterinarian on any decision to administer supplements or medications to a racehorse. Testing for these drugs will begin on December 1, 2020.

ATTENTION: Details on new COVID-19 Recovery Benefit Programs We wanted to give you an update that applications are now open for the new benefits programs for workers impacted by COVID-19 who don’t qualify for EI. The Canada Recovery Sickness Benefit (CRSB) gives income support to employed and self-employed individuals who can’t work because they're sick or need to self-isolate due to COVID-19. ... The CRSB provides $500 ($450 with taxes withheld) for each 1-week period that you are eligible to apply. You may apply for a maximum of 2 weeks between September 27, 2020 and September 25, 2021. Note that the two 1-week periods do not need to be consecutive. The Canada Recovery Caregiving Benefit (CRCB) is a similar benefit, which supports those who can’t work because they must care for a child or sick family member. The CRCB provides $500 ($450 with taxes withheld) for each 1-week period, up to a maximum of 26 weeks. The Canada Recovery Benefit (CRB) is for self-employed workers and other workers not eligible for EI, who are transitioning from CERB and still need support. This temporary benefit will provide $1,000 for each two-week period ($900 with taxes withheld) for up to 13 periods (or a maximum of 26 weeks) between September 27, 2020 and September 25, 2021. You can apply now through CRA My Account for Individuals for these benefits. You can only claim one COVID-19 benefit at a time.

HARNESS RACING BC PRESS RELEASE JULY 13, 2020 HRBC is pleased to announce the appointment of Nigel Holmes as the new Executive Director of HRBC, effective July 15, 2020. Nigel’s interest in harness racing and horses began in his early teens in Windsor, Ontario purchasing his first racehorse as a young teenager. The passion for racing and working with horses continued for many years in Ontario. ... In 1974 Nigel started his career with a major consumer packaged goods company in sales, after several promotions in sales management he was offered a promotion located in Western Canada. In 1992 he moved his young family to Port Moody, B.C., as Sales Director heading up Western Canada, based in Burnaby, B.C. Luckily enough I was able to follow my love of harness racing at Cloverdale Raceway, later Fraser Downs. Shortly after moving to B.C., Nigel acquired his first horse. He thoroughly enjoyed his time at the track and spent a lot of his leisure time helping with the horses in the barn and watching the races. I got to experience firsthand that just how hard the trainers and grooms worked taking care of their horses. He enjoyed bringing in new racehorses that were usually purchased privately from Ontario or the Maritimes and quickly found that he had built a fair sized stable that raced successfully in BC and Alberta. You can’t beat the feeling of excitement and exuberance of winning a race. His passion went beyond the racing game and he became involved in the breeding side of the business with the acquisition of a broodmare followed by several foals and even tried to introduce a Little Brown Jug winner as a stallion.I became more passionate and involved in the business about then and thought it may be good to introduce a Jug winner into the province. Nigel enjoyed anything to do to help in assisting in the promotion and worked closely with Fraser Downs key personnel on various promotions and events. He sat on the boards of HRBC and Standardbred Canada. The track at Fraser Downs, despite many challenges on and off the track over the years has survived in offering a quality product to its many fans and racing enthusiasts. It is the dedication and perseverance of the loyal horse people that have put up with many hardships in supporting harness racing in BC that has helped it survive. Emergency Task Force for BC Horse Racing Summary of meeting April 7, 2020 The Emergency Task Force for BC Horse Racing was informed today by Great Canadian Gaming Corp. (Track Operator) that it will re-open Hastings Racecourse on May 1 for stabling.... The Track Operator will be working on protocols regarding physical distancing and safeguarding the health of all racetrack personnel in advance of May 1. Details of training/exercise protocols will be finalized in conjunction with the thoroughbred horsemen’s associations. It was also noted that standardbred horses are being permitted to return to be stabled at Fraser Downs @ Elements, with light exercise only allowed. The Track Operator stated its position that it is not willing at this point to conduct live racing at either Hastings or Fraser Downs unless spectators can be present, should health authorities permit such gatherings to occur at some point in the future. Racing would need to have spectators present in order for the Track Operator’s business model to be potentially sustainable. Representatives of both breed sectors expressed their appreciation to the Track Operator for its flexibility in allowing an easing of earlier restrictions that led to the almost total removal of horses from the Hastings backstretch and a significant reduction in the number of horses stabled at Fraser Downs. The intention is for representatives of both breeds to continue to work with the Track Operator in order to resolve concerns and have the industry be as ready as it can be for a potential resumption of the racing seasons. Breed sector representatives indicated their breed associations are working to increase awareness of federal and provincial emergency aid programs for people throughout the industry. This includes backstretch workers who can apply for the Canadian Emergency Response Benefit (CERB) program, as well as owners, trainers and other employers who may be eligible for wage subsidy programs put in place as a result of the COVID-19 crisis. The associations are gathering information about these benefit programs, posting it on their websites and working one-on-one with individuals to ensure benefits can flow to those who need them.

BC Horse Racing Industry Management Committee has agreed to create an Emergency Task Force for BC Horse Racing. The purpose of the task force is to provide a communications capability by which the BC horse racing industry and its stakeholders can be kept informed about industry developments related to the COVID-19 pandemic in a timely and accurate way. The membership of the task force will include members of GC, Thoroughbred Sector, Standardbred Sector, Brian Butters (HRIMC Chair) and Bill McNeill, GPEB (non-voting member of HRIMC). First meeting to take place next week.

Great Canadian and the horsemen at Fraser Downs have reached an agreement whereby horses currently stabled at Fraser Downs will be permitted to jog on the track, subject to the conditions that had been laid out previously. This will commence Saturday, April 4, 2020.

ATTENTION MEMBERS - PLEASE READ LETTER THAT WAS SUBMITTED TO THE BC HORSE RACING INDUSTRY MANAGEMENT COMMITTEE. COVID 19 Stabling/Training Task Force First of all, I hope you are all doing well and being careful during this crisis. I am writing to you to on the issue of stabling and care of the horses at Elements Fraser Downs and Hastings Racecourse. I do not take issue with all of us being ultra-careful and doing our parts as we try to flatten the curve of this pandemic. ... However, we have a problem and that is an extreme shortage of places we can board/train our horses. Several of our HRBC members who stable at Fraser Downs year round have no place to go. I think we all understand why there is no racing and why there may be no racing for some time. This is the time for standardbred and thoroughbred owners, trainers, grooms, breeders, everyone to come together to figure out how we can save our beloved industry on a go forward basis. To that end I would like the Horse Racing Industry Management Committee to put together a Taskforce of standardbred and thoroughbred representatives to work with Great Canadian representatives to figure out a solution to this extreme shortage of stalls for the horses of both breeds. The committee should be small and flexible and putting aside any other issue they may have and go directly to government to see what support the agriculture ministry may be able to assist with. I believe that if we involve government (especially the BC government) there is a chance we can work out how to look after our horses. This taskforce would only work on the issue of care and stabling for our horses. We know various levels of government have offered support and what may needed is to let them know we need help on this issue right now. While I am not an expert by any means, it seems to me that we may be able to get some direct guidance whereby the backstretch area at both Hastings and Fraser Downs could be kept open with the implementation of what in most circumstances would be extreme rules. Other tracks have shut down racing but are keeping the stabling areas and the tracks available for modified training. Some governments have even mandated that stabling areas and some limited training (Louisiana) be maintained. Yesterday, Hoosier and Pompano rescinded evictions by working together. Surely we can find a way to do that at our two locations. Cooperation is the key. Thank you for your consideration and any action you may be able to undertake. HRBC Release: Earlier today, a letter was submitted by Kelly MacMillan, addressed to Ross Sharp, Standardbred Representative on the BC Horse Racing Industry Management Committee addressing the issue of forming a Taskforce of standardbred and thoroughbred representatives to work with Great Canadian to find an alternate solution. Sometime this afternoon or early tomorrow, this committee will be meeting where as Ross Sharp will be directing the issue of stabling at both track i...n hopes of finding a favourable solution. Please note that Harness Racing BC is also working diligently with all of the stake holders involved within our industry. To date, HRBC has been working with Horse Council BC, Equine Canada, Standardbred Canada, and the BC Horse Racing Industry Management Committee. The four-year-old Badlands Hanover gelding Outlaw Badlands cruised to an 8-1 upset in the $30,000 British Columbia-bred Stakes Final at Fraser Downs on Sunday (Feb. 23). Sitting pocket to pacesetter Mr Saturday Night past a :28.1 first quarter, driver Connie Kolthammer circled Outlaw Badlands to the lead and took the field past a :56.4 half. The top two gained separation on the rest of the field up the backside, with six lengths separating the leaders from the rest of the field approaching three-quarters in 1:25.4. Outlaw Badlands turned into the stretch with a two-length lead and strolled to the finish one-and-a-half lengths in front of Mr Saturday Night in a 1:56.1 mile with Kootenay Lager finishing six lengths farther behind in third.

Dear Breeders & Owners, Just a reminder that in order to receive the 2020 New Foal Incentive, your mares must be registered with Harness Racing BC. Form can be picked up at the HRBC office or found on the HRBC website under BC Breeding and then click Foal Incentive. Please note that all mares must be registered, in foal or not. This gives HRBC an accurate number of the mares that are in BC for that given year as well as the stallions they were bred to. Deadline to enroll your mare is MARCH 1, 2020.

It is with great sadness to announce that William "Willie" Urquhart passed away on Saturday, January 25th. On behalf of the HRBC Directors, staff and membership our deepest condolences to the family. A message from Loreli Urquhart on the passing of her father. He spent many years at the Cloverdale track, as an Owner/Driver/Trainer, and really enjoyed his time spent there. Although he last raced over 20 years ago, a race that ended in a horrific accident that sent him to ho...spital, he continued to go to the track to socialize. It was a "home" to him and he thought of many of the other racers, patrons and staff as a surrogate family. His family would like to say a sincere "Thank You!" to everyone at Cloverdale Raceway and Fraser Downs that took care of him, shared a laugh with him and/or assisted him in any way to feel welcomed.
