This type of thing happens a lot. And it's why biologists are hesitant to accept sighting records that don't have verifiable data like photos, tracks, scat, etc.
This is a nice article on the Seal River watershed in northern Manitoba. Although I'm not sure it's accurate to say it's the only major river that hasn't been dammed, since the Hayes River also hasn't. Regardless, the Seal River watershed is an important area and efforts to establish an Indigenous Protected Area are most welcome!
