Some have asked to gat a better understanding of what would be entailed in a Feasibilibty Study. Below is an outline tof the core study we would propose to do around the Newmarket proposal. Hydra Newmarket Feasibility Outline 1. Establish brief and define the scope of the study viz: extent of design, level of drawing detail required, cost... parameters and development of cost plan 2. Meet with NH DES and EPA 3. Develop strategic plan for study 4. Review existing site parameters and records 5. Establish scope of works required to transfer to new site 6. Engage with Consultants and define their respective scope of works 7. Land due diligence, conceptual site plan, develop option to purchase agreement 8. Survey new site Groundworks/Geotechnical, Topology, Environmental (noise, air, etc.), Traffic, Existing Utilities, Ground Contamination, etc 9. Fuel - specification, volume, term of Agreement 10. Design a. Review & confirm/select technologies b. Produce P&ID’s, mass flow and energy balance calcs c. Size all plant & equipment d. Produce single line diagrams for distribution e. Produce block plans & elevations for process plant f. Establish building dimensions, plans, elevations, etc g. Produce site plan consider vehicular access, turning circles, delivery constraints, storage for feedstock, reagents, etc h. Select building materials and components i. Design substructure and superstructure j. Undertake DRA’s, HAZID’s & HAZOP studies k. Establish controls & instrumentation protocol l. Building services & process support requirements e.g. water, drainage, compressed air, electrics, etc m. Undertake value engineering workshop(s) n. Review meetings 11. Engage with local Planning and Permitting Authorities establish base criteria and feed into design 12. Engage with Utility Companies for New Services & Grid Connection 13. Purchase Agreements for power, fuel, heat 14. O&M selection 15. Cost Management a. Cost review b. Develop cost plan 16. Procurement a. Test the market/prequalification b. Quotes for equipment c. How Much Time Is This Feasibility Study Going To Take? The feasibility Study will take some 8 months to perform at an estimated budget of some $500,000 monies that Hydra ALONE will commit. It will take about 1 month to organize the team in its complete form including appropriate local and regional representation. Once initiated, an additional 4 5 months will be required to examine, qualify and quantify all of the components we are proposing, including a detailed ...assessment of the business model and the operating team. It may be worth pointing out that this is to be a Financial Feasibility Study, one required by the funding institution(s) to give them comfort that Hydra will have the wherewithal to maintain the mortgage payments over a 20 year term. The Study will review not simply the technologies to be employed but the Business Plan within which they are proposed to work. The financial institutions will assess, first through our team and then again through their own 3rd party evaluators, our technology, our team, our proposed business and the markets. When the Feasibility Study is complete it will be presented to Newmarket for their review. Hydra has committed to cover ALL the costs the Town may incur in reviewing the work a review intended to allow them to satisfy themselves and the ratepayers that the project is viable. This stage can be expected to take at least 6 weeks and perhaps longer. In total the Study and the reviews could extend over a period of 8 months, or more. It will end not on Hydra’s schedule but on that of Newmarket’s. Council will either be confident that our proposal meets the requirements and move forward to negotiate the terms of a 20 year relationship, or not.
