As of November 30, Service Canada will reopen their Appointment System for scheduling biometrics appointments online: Services are by appointment only through... the System, there are no walk-in appointments available at Service Canada locations. Clients who have not been contacted by a Service Canada officer should use the tool to schedule their own appointment at the Service Canada location closest to them, as stated in the Biometrics Instruction Letter (BIL). Permanent residents who have not enrolled their biometrics within the past ten years are required to make a biometrics appointment to complete their application. Today IRCC announced changes that are being implemented to provide more flexibility on eligibility rules for the Post-Graduation Work Permit Program for student...s who start their Canadian study program online from abroad. Students are now able to study online from abroad until April 30, 2021, with no time deducted from the length of a future post-graduation work permit, provided 50% of their program of study is eventually completed in Canada. Students who have enrolled in a program that is between 8 and 12 months in length with a start-date from May to September 2020 will be able to complete their entire program online from abroad and still be eligible for a post-graduation work permit. Students who enroll in a program with a start-date from May-September 2020, study online up to April 30 2021 and who graduate from more than one eligible program of study may be able to combine the length of their programs of study when they apply for a PWGP in the future. Student can apply for a PWGP in the future in this case as long as 50% of their total studies are completed in Canada. To be eligible for these measures, students must submit a study permit application no later than September 15, 2020 for programs with a fall start date. Temporary Foreign Worker Program: Cumulative duration (Four-Year Maximum ELIMINATED) "Effective December 13, 2016, the cumulative duration limit no longer appli...es to all current and future work permit applications (as per public policy pursuant to section 25.2 of the Immigration and Refugee Protection Act). This includes applications submitted in Canada, overseas and at ports of entry." Active applications: As of December 13, 2016, an application in progress is no longer subject to cumulative duration, whether it is work with a permit [R200] or without a permit [R186]. However, officers must continue to be satisfied that the requirements of paragraph 183(1)(a) of the Immigration and Refugee Protection Regulations (IRPR) are met, along with other eligibility criteria, such as the need for a Labour Market Impact Assessment (LMIA). Clients who are within the restoration period may reapply for a work permit. Foreign nationals in Canada who do not hold a valid work permit and are not eligible to apply for restoration must apply for a work permit from outside Canada. Applications under processing In situations where the processing officer has requested that the client provide further evidence that they are within the four-year limit, the client may need to be contacted. The officer will inform the client that cumulative duration no longer applies, and further evidence is no longer required. Other eligibility criteria, such as the need for an LMIA, will be assessed. Applications where a decision is made before December 13, 2016: For applications where a final decision is reached before December 13, 2016, cumulative duration applies. Closed files will not be re-opened for reconsideration; however, an applicant previously refused solely on the basis of paragraph R200(3)(g) may submit a new work permit application if all other requirements are met. This includes the payment of any applicable fees. Applicant within Canada: If an applicant wishes to remain in Canada on a work permit and the period of time they have been working in Canada meets or exceeds four years, they may apply to extend their stay in Canada as a worker, provided they meet the eligibility requirements. Applicant outside Canada: If an applicant departed Canada because they had previously met the four-year cumulative duration limit, they may apply for a new work permit without having remained outside Canada for four years.

Regulatory Body Warns the Public to Be Vigilant of "Immigration Scams" BURLINGTON, March 9, 2016 - March is Fraud Prevention Month in Canada and the Immigration Consultants of Canada Regulatory Council (ICCRC) is encouraging the public to be aware of unscrupulous immigration practices from individuals posing as authorized immigration service providers. The regulatory body reminds consumers that federal law requires anyone providing Canadian immigration or citizenship advice ...for a fee or other consideration must be a member in good standing of a provincial or territorial law society (a lawyer or an authorized paralegal in Ontario), the Chambre des notaires du Québec, or ICCRC. Anyone providing any immigration or citizenship services, who is not a member of one of these organizations, is acting in contravention of the law and should be reported. "It is important that as consumers we be vigilant and protect ourselves," said Christopher Barry, interim President and CEO of ICCRC. "If something seems too good to be true, it probably is, so we ask for the public's help to ensure that immigrants find safe passage to Canada and that illegal operators be stopped and brought to justice." INVITING IN-DEMAND, SKILLED IMMIGRANTS TO CANADA First round of Express Entry candidates invited to fill labour market needs and contribute to Canadas economic growth February 2, 2015 Ottawa Canadas Citizenship and Immigration Minister Chris Alexander today announced that the first round of top-ranked candidates from Canadas Express Entry system is already helping to fill demonstrated and verifiable gaps in Canadas labour market.... On Saturday, January 31st, 779 skilled workers, including professionals in natural and applied sciences, and industrial, electrical and construction trades, were invited to apply for permanent residency in Canada. Each of these candidates declared that they already have a valid job offer or provincial nomination. Under Express Entry, skilled workers who want to apply to Canadas key economic immigration programs are able to create an online profile and express their interest in coming to Canada permanently. Candidates who are accepted into the pool are ranked according to various factors, including language proficiency, education and work experience. Each is a leading indicator of ones likelihood of integrating fully and quickly into Canadian society and making an optimal contribution to the economy. Canada will regularly invite the highest-ranking candidates from the pool to apply to immigrate. With most applications being processed in six months or less, candidates will be able to contribute to Canadas economy and job market more quickly than ever before. Quick facts Express Entry will manage applications for three federal economic immigration programs: the Federal Skilled Worker Program, the Federal Skilled Trades Program and the Canadian Experience Class. Provinces and territories will be able to use the Express Entry system to select a portion of candidates for their Provincial Nominee Programs. CHANGES TO STRENGTHEN EMPLOYER ACCOUNTABILITY UNDER THE INTERNATIONAL MOBILITY PROGRAM Employer compliance system and fee Starting February 21, 2015, employers hiring foreign nationals who are exempt from the Labour Market Impact Assessment (LMIA) process will be required to submit information about their business or organization, the Offer of Employment form, and pay a fee to Citizenship and Immigration Canada.... As of that date, a foreign national who is exempt from the LMIA process will not be able to get an employer-specific work permit if their employer has not submitted the required information and paid the fee before the work permit application is submitted. The employer compliance fee has been set at $230 and must be paid online. The fees collected will offset the cost of introducing robust employer compliance activities featuring inspections of thousands of employers. When an inspection finds that an employer is non-compliant, the employer could face an administrative monetary penalty, a ban from hiring foreign workers and, in serious cases, a criminal investigation and prosecution. The adoption of this system will mean that all employers, whether they are hiring LMIA-exempt foreign nationals or temporary foreign workers through the LMIA process that has determined that there are no Canadians available for the job, will face the same level of scrutiny in their hiring and treatment of foreign workers. The employer compliance fee does not apply to employers hiring foreign nationals who have open work permits. Open work permits allow the holder to work for any Canadian employer. =================================================== March 2, 2015, if a foreign national who holds an open work permit wants to apply for a new permit for a specific employer, the employer must pay an employer compliance fee and submit the Offer of Employment form before the foreign national can apply for the new work permit. New fee for open work permit applicants A fee of $100 will be collected, also starting February 21, 2015, from open work permit applicants. This fee will be paid at the same time as the work permit processing fee and can be paid online. The fees collected will offset the cost of new initiatives to improve data collection on the role of open work permit holders in the Canadian labour market, as well as increased promotional activities to encourage open work permit holders to apply for permanent residence. International Mobility Program streams that feature open work permits rather than employer-specific work permits include the working holiday portion of International Experience Canada, the Post-Graduation Work Permit Program, spouses/common-law partners of highly-skilled foreign workers and international students, and certain foreign nationals who are already in Canada waiting for the finalization of their applications for permanent residence.
