Under the initiative of her Excellency, Ines Martinez Valinotti, Ambassador of Paraguay to Canada, and the patronage of this IPDC, the Academia Diplomatica of the Ministry of Foreign Affairs of Paraguay addressed an invitation to Dr Eugene Matos to present the master conference "Diplomacia Publica en el Siglo XXI", which took place on Oct 2nd.
