My plan would see Vancouver become Canada's first jurisdiction to decriminalize simple possession. On behalf of Vancouver City Council, I would like to extend my warmest wishes for a Happy Diwali. I know this year, things will look different. Instead of large gatherings, people will celebrate at home with their immediate households. But Diwali is about the triumph of light over darkness, and this lesson should give us hope that these challenges will pass if we stick together and stay safe. Happy Diwali!
