How to Apply for Refugee Status from Outside Canada. The court of Canada, through the Government Assisted Refugee Program (GAR), gives assistance to refugees around the world who are forced to flee their homeland to escape persecution, war or severe human rights abuses. Private Sponsorship of Refugees (PSR) program is for sponsoring refugees and persons in refugee-like situations. This allows Canadian citizens and permanent residence to provide additional opportunities for re...fugees living abroad to find protection and build a new life in Canada. An officer at a Canadian visa office makes the final decision on whether someone is eligible for resettlement. This decision is based on an interview with the applicant, supporting documentation submitted by the applicant and sponsoring group and additional information available to the officer (such as country condition updates). Also, the refugee must pass medical, security and admissibility checks. Four groups may submit a private sponsorship. The first one is the Sponsorship Agreement Holders (SAHs) who most current SAHs are religious organizations, ethno cultural groups or humanitarian organizations. Second is the Constituent Groups (CGs). CGs are based in the sponsored refugee's expected community of settlement and must have their sponsorship application and settlement plan approved by their SAH before the undertaking is submitted to the Centralized Processing Office in Winnipeg (CPO-W). Third, one is the Groups of Five (G5) wherein five or more Canadian citizens or permanent residents, who are at least 18 years of age, live in the expected community of settlement and have collectively arranged for the sponsorship of a refugee living abroad. Lastly, the Community Sponsors (CSs), is any organization (for-profit/not-for-profit, incorporated/non-incorporated) located in the community where the refugees are expected to settle can make an organizational commitment to sponsor. The responsibilities of the sponsoring group is to provide the refugees with care, lodging, settlement assistance and support for the duration of the sponsorship period. Normally, this period is a 12-month period starting from the day the refugee arrives in Canada. Alternatively, until the refugee becomes self-sufficient and whichever comes first. Quebec Skilled Worker Applications through ‘Mon Projet Quebec’ System Reached the Cap The government of Quebec successfully received 5000 applications for the intake period extending from August 16 to August 22, 2016. Successful applicants to the QSWP receive a Quebec Selection Certificate (CSQ) and may then submit an application for permanent residence to the federal immigration authorities. While changes to Quebec’s immigration policy are expected in 2017, no definite plan ...has yet emerged for the future of the popular skilled worker program. Quebec’s Minister of Immigration, Kathleen Weil, has pushed to change the QSWP from its current first-come, first-served format to a system more like the federal Express Entry selection system, in which candidates make an Expression of Interest, with the government then issuing Invitations to Apply for permanent residence on a priority basis using a ranking system. The Ministère has received the maximum number of 10,000 applications for a selection certificate that can be submitted by skilled worker candidates for the period extending from April 1, 2016 to March 31, 2017. It is important to note that candidates who have a job offer validated by the MIDI, and those who are temporary residents of Quebec and are authorized to submit an application for a CSQ are not affected by the closure of this intake period. MPNP under the Expression of Interest System The latest draw of candidates (draw #19) for the MPNP Expression of Interest System (EOI) was held last July 29, 2016. The accepted candidates were sent letters of advice to apply. The Skilled Workers currently in Manitoba were issued a number of 155 letters of advice to apply. The score of the lowest-ranked candidate was invited is 593 points on the EOI scale. For Skilled Workers Overseas, a number of 454 letters of advice to... apply were issued. The score of the lowest-ranked candidate invited is 545 points. The Expressions of Interest from Skilled Workers Overseas did not consider few skills in this draw. Unless, they were directly invited by the MPNP under the strategic Recruitment Initiative. The Saskatchewan Immigrant Nominee Program (SINP) reopened The Saskatchewan Immigrant Nominee Program (SINP) reopened the program International Skilled Worker - Express Entry sub-category. The government of Saskatchewan updated its website on July 20 to announce that this Canadian immigration option was now open to new applications. This sub-category is open to all skilled workers with experience in an in-demand occupation, and to those who are already in the Federal Express Entry pool. A successful nomination will award applicants 600 points under the Comprehensive Ranking System (CRS) and will receive an Invitation to Apply (ITA) at a subsequent draw from the Express Entry pool. This is the seventh time that the sub-category has opened since it was first introduced in 2015.

QSWP Intake Dates For Skilled Worker Program On July 19, the government of Quebec has launched its Quebec Skilled Worker program (QSWP). The program will give families & individuals the opportunity to apply for immigration program on a first-come, first-served basis instead of the Expression of Interest method, which is a system still popular throughout the country. The program is expected to receive up to 5,000 new applications as of August 16, 2016. Although the intake ca...p is expected to be reached before that date, intake period may remain open until August 22. The government has also added that another intake period will take place in just a few weeks. Interested parties for the QSWP program are required to create a Mon projet Québec account then apply for a Quebec Selection Certificate (CSQ). With a CSQ, applicants may then apply to the federal government for permanent residency. Express Entry Intake On July 13, 2016, a total of 747 candidates were invited to apply for permanent residence. These candidates applied through Express Entry to receive the Invitation to Apply (ITA). The Comprehensive Ranking System (CRS) score accepted remained at 482 in latest draw from the pool. June 29, 2016, Candidates were required to have 482 CRS points and more in order to receive Invitation to Apply (ITA). On June 15, 2016, the CRS threshold of 488 and above was acc...epted. However, previous months the score was 740-800 per draw at minimum. The numbers are reducing and that is a good sign for applicants. Please note that the Express Entry entitles applicant and accompanying family members, which also includes spouses or common-law partners and dependents as well as their children, may all come to Canada together with the principal applicant. According to BC legislation, recruiters and employment agencies cannot charge you a fee for providing information about jobs; submitting your applications to employers; or coordinating interviews with employers. (These expenses must be charged to the employer.) However, the agency can charge you for other services like writing resumes or providing training. Notice Changes to the definition of a dependent child Effective August 1, 2014, the definition of a dependent child is changing for Citizenship and Immigration Canada’s (CIC’s) immigration programs. The age at which a child will be considered a dependant is being reduced, from under 22 to under 19.... The exception for full-time students is also being removed. Children of applicants who are 19 or over but are financially dependent on their parents and are enrolled in full-time studies will no longer be eligible to be processed as dependent children. In all cases, a child will continue to be considered a dependant, regardless of age, if they have depended on their parents for financial support because of a mental or physical condition. Reducing the age for dependants to under 19 in the Immigration and Refugee Protection Regulations (IRPR) will bring the IRPR in line with provincial definitions of age of majority, which is currently evenly split between 18 and 19 across provinces and territories. Young adults will be able to apply to come to Canada on their own merits, as foreign students or through various economic programs. All permanent resident applications in CIC inventories before August 1, 2014 will continue to benefit from the pre-amendment definition of dependent child. Transitional measures will allow certain applicants under multi-step permanent resident immigration programs who are already in the immigration process at the time these regulations come into force on August 1, 2014, but who have not yet submitted their application for permanent residence, to have their applications completed based on the previous definition of dependent child. These transitional measures will apply to certain groups, including: Provincial Nominee Program applicants; Applicants who have applied under one of Quebec’s economic programs; Live-in caregivers; Refugees abroad and refugee claimants; Quebec humanitarian cases; Parents or grandparents whose sponsorship applications were received before November 5, 2011; and Privately sponsored refugees whose sponsorship applications were received before October 18, 2012. In addition, as of August 1, 2014, to ensure that children who meet the definition of dependent child at the first stage of a multi-step permanent resident immigration program remain eligible throughout what can be a multi-year process; the child’s age will be locked in at the first formal step of the immigration process. For example, the age of a child whose parent applies to the Provincial Nominee Program will be locked in on the date that the application for nomination is made to the province. The change in the definition comes into force on August 1, 2014; however the regulatory package has now been published in the Canada Gazette, Part II, and can be found on their website. The moratorium on the fast-food industry's access to the program is lifted immediately in light of the sweeping changes announced Friday. The revamped program will bar employers from hiring foreign workers in regions where unemployment is high, it will put a cap on the number of workers employers can hire, include a more stringent screening process for employers to prove they need to hire a foreign worker over a Canadian one, and increase the number of spot checks in the workplace and fines for those who break the rules. The Temporary Foreign Worker Program will now be divided into two programs: One still called the TFWP will require that employers prove the need to hire a non-Canadian worker. Temporary foreign worker changes cap numbers, lift ban on fast-food outlets Employment Minister Jason Kenney and Immigration Minister Chris Alexander have announced an overhaul of the Temporary Foreign Worker Program, effectively conceding there has been growing abuse of the program and a driving down of wages. "We will better prevent and detect abuse and penalize employers who abuse the program," Kenney said. "We will severely sanction those who break the rules.
