MEDIA: Kelowna Daily Courier Letter to the Editor (February 18, 2021) HERITAGE NEEDS BETTER PROTECTION IN ABBOTT STREET AREA... Dear Editor: A developer purchased a heritage house (Murchison House, 1781 Abbott St) in the Abbott Heritage Conservation Area (HCA). The house was very livable (personal viewing). The developer just received a commercial permit to convert the house to commercial use and a two-family residential permit to construct a two-storey modern duplex in the backyard, addressed as 1773 and 1775 Abbott St. (once the house is moved to the front of the lot). All this under a Heritage Revitalization Agreement, which does not allow the commercial use of the heritage house nor the construction of the duplex. This project broke all the rules. How did this happen? The neighbourhood association reached out numerous times to the planning department, to council, and to the developer but could not get this stopped. Members of the community and the neighbourhood association opposed this development at the public hearing. It seems the developer had the ear of the planning department and council. Why do residents and their associations have no voice in city decisions which affect the health and well-being of their neighbourhoods? This is why we don’t want the HCA lumped under the general future land use designation of Core Area Neighbourhood in the 2040 OCP, which puts the HCA under more risk for development. KSAN Review: CITY OF KELOWNA'S DRAFT 2040 OFFICIAL COMMUNITY PLAN (OCP) (March 12, 2021) Located roughly between the downtown area and Pandosy and areas south, and from the lake to as far east as Burtch Road, the KSAN area is affected by traffic and people from the north, the south, the east, and from West Kelowna, as they all pass through our central location to go to other areas. ... Therefore, the draft 2040 OCP is of great interest to KSAN as the policies and plan will affect the livability and sustainability of our neighbourhood. As well, many aspects of the OCP affect all citizens, such as climate change effects, transportation, consultation, food security, densification and affordability, and institutions like Kelowna General Hospital. The KSAN Board has reviewed the draft 2040 OCP generally and, in some cases, specifically. We have provided comments and recommendations in the following areas: 1. Densification 2. KGH & Institutional Projections 3. Heritage 4. Consultation/Public Input 5. Climate Change 6. Infrastructure -- Environmental Management 7. Variances & Zoning 8. Marguerite has been involved with heritage for many years - working tirelessly on the board of Father Pandosy Mission, helping KSAN to place historical markers in front of notable Kelowna heritage buildings and homes, serving as a past president of the Central Okanagan Heritage Society (COHS), involved with the Kelowna South Central Association of Neighbourhoods (serving on the Board of Directors and Heritage Committees for many years). The list goes on. PUBLIC HEARING RESULTS: 409 Park Avenue Sad and disappointing outcome to public hearing for rezoning of the site of a demolished 1907 heritage home in the heart of the Abbott Street Heritage Conservation Area. Kelowna City Council voted in favour of subdividing to allow two single family houses to be built.

Please consider writing to our Kelowna City Council or attending the upcoming meeting where City Council will decide on the application for a lot in the middle of the Abbott Street Heritage Conservation Area (HCA) (409 Park) zoned large lot RU1 to RU2 to a smaller lot size.
