These patio's and many other types of small and medium businesses, opening and closing constantly is just killing them by "a thousand cuts." Businesses are literally having to prepare to open, close, hire, fire, hold, don't hold. This opening and closing constantly and without any warning is doing way more damage to businesses than if they simply told them they wouldn't be opening anytime soon, and just to deal with it until told otherwise.
