Express Entry: 284 PNP candidates invited in new draw More candidates invited to apply than the previous PNP-specific draw. Canada held a new Express Entry draw... on March 31, inviting 284 hopeful new immigrants to apply for permanent residence. Invited candidates needed to have a nomination from a Provincial Nominee Program (PNP) to receive an Invitation to Apply (ITA). For this reason, the Comprehensive Ranking System (CRS) cutoff score was 778. The new score may seem high, especially compared to the previous draw where the cutoff score was 449, but PNP candidates automatically get an additional 600 points added to their score once they receive a provincial nomination. In other words, the lowest-scoring candidate would have had 178 CRS points without the PNP. Candidates who had the minimum score of 778 were only included if they submitted their Express Entry profile before March 16, 2021 at 16:09:32 UTC, as per the tie-break rule. Immigration, Refugees and Citizenship Canada (IRCC) publishes the cut-off time for the tie-break rule as an administrative requirement, regardless of whether there was an actual tie.

Saskatchewan invites 418 PNP candidates Saskatchewan invited hopeful immigrants to apply for a provincial nomination through its Express Entry and Occupations I...n-Demand streams. Saskatchewan held a new draw, inviting immigration candidates to apply for a provincial nomination on March 24. The invitations went to candidates who may be eligible for a nomination from the Saskatchewan Immigrant Nominee Program (SINP), specifically from the International Skilled Worker category. Of those invited, 183 may be eligible for the SINP’s Express Entry subcategory, and 235 may be nominated through the Occupations In-Demand sub-category. Regardless of the stream, invited candidates needed an Expression of Interest (EOI) score of at least 70 in order to be invited. They also needed Educational Credential Assessments to demonstrate their foreign education was comparable to the Canadian standard. They also needed work experience in one of the 78 in-demand occupations listed on the government webpage. Alberta has released the details of its February 16 draw. The Alberta Immigrant Nominee Program invited a total of 159 Express Entry candidates to apply for the... Alberta Express Entry stream. Invited candidates only needed a Comprehensive Ranking System (CRS) score of at least 352. These candidates can now apply for a provincial nomination. If their application is successful, the nomination will bump them to the top of the Express Entry pool. During the pandemic, Alberta is only considering candidates who are already living and working in the province. Candidates also need to have work experience in an eligible occupation. The AINP only provides a list of occupations that they will not consider. Last fall, the federal government increased the number of occupations that are not eligible to apply for a Labour Market Impact Assessment (LMIA) in Alberta. However, candidates who received an invitation after November 1, 2020 can be selected through the Alberta Express Entry Stream, even if they are working in an occupation that the federal government will not process an LMIA for. Alberta was allowed to issue 6,250 nomination certificates in 2020. However, due to COVID-19, Alberta reduced their allocation to 4,000 nominations. All of these nominations were issued by June 2020. This is why Alberta did not hold any draws for the second half of the year. The number of provincial nominations allocated to Alberta for 2021 has not yet been released.

Why start the Express Entry process in 2021? ANALYSIS: After a massive Express Entry draw, Canada shows it is serious about hitting its immigration targets. Can...ada has set out to welcome at least 401,000 immigrants annually beginning this year, with over one-quarter set to arrive through the Express Entry system. The immigration department is already starting the year off strong. On Saturday, Immigration, Refugees and Citizenship Canada (IRCC) held a historically large Express Entry draw with a historically low CRS requirement. There were 27,332 principle applicants invited, who only needed a CRS of at least 75. These candidates needed to be eligible for the Canadian Experience Class (CEC) in order to be invited. In addition to CEC-specific draws, IRCC has also held draws targeting candidates who received a nomination from a Provincial Nominee Program (PNP). After the February 13 draw, the number of ITAs issued was more than triple what it was at the same time in 2020. It goes without saying that Express Entry is unpredictable, but we do know that Canada has committed to welcoming 108,500 newcomers through Express Entry-managed programs in 2021. Travel restrictions are standing in the way of achieving this ambitious target, but the immigration minister has said that efforts will be focused on finding pathways for temporary residents in Canada to transition to permanent residence.

Express Entry: First draw of 2021 PNP only Following a big year for Express Entry, 2021 is expected to be an even bigger year with increased immigration targets.... Canada kicked off the new year issuing invitations to Express Entry candidates who have provincial nominations on January 6. Canada is resuming citizenship testing online Canada is now offering citizenship tests online after the pandemic forced testing to cease in March. Eight months ...after all citizenship tests were cancelled, Canada is now making the test available online. Immigration, Refugees and Citizenship Canada (IRCC) is testing the new platform over the next few months. During this time, online citizenship tests will first be offered to those whose tests were cancelled due to the pandemic and those who are on the waiting list. IRCC will invite more citizenship applicants to use the platform after performance monitoring proves it works reliably. More people will likely be invited to take the test in the new year, CBC reports. Test-takers will have to confirm their identity through personal information, and take a photo of themselves and their ID documents with a webcam before the test begins. Citizenship applicants will have 21 days to complete the test, at a time that is convenient for them. The system will take photos of participants during the test, which is a process that has been used to monitor other tests that have moved online during the pandemic such as bar exams, and law school admissions tests. IRCC had been working on modernizing the citizenship program before the pandemic, according to a media release. Online testing was a part of this initiative. What will the test format be like? Much like the in-person tests, online tests will be 20 questions and participants will have 30 minutes to complete them. IRCC said that people do not need to reach out to the department, those invited to take the test online, or their representative, will be notified by email. There is also the option to wait to take the test in-person, but no date has been set yet for resuming that process. 85,000 or more people waiting for citizenship test As of September 7, about 85,000 people were waiting to take the citizenship test, according to IRCC data. The backlog in citizenship applications was the impetus for the group Advocates for Resumption of Canadian Citizenship Tests, who held demonstrations in Toronto and Montreal in early November. Among one of the group’s calls to actions was the resumption of citizenship tests. In a statement the group called the online testing initiative a step in the right direction but question whether or not it will be sufficient to address the needs of tens of thousands of applicants in a timely manor. As part of the Citizenship Act, all citizenship applicants between ages 18 to 54 must demonstrate knowledge of Canada in order to become citizens. Prior to 1994, this process was done by interview, which is still the case for applicants over age 55. Canadian citizenship gives immigrants the right to vote and get a passport. A total of 4,500 invitations went to Express Entry candidates with a minimum Comprehensive Ranking System (CRS) score requirement of 478. French-speaking candidates are eligible for more CRS points in this draw. Recently, Immigration, Refugees, and Citizenship Canada (IRCC) announced that French-speaking candidates now get 25 additional points for their language skills, up from 15, and bilingual candidates will now get 50 points, up from 30. Typically, IRCC holds Express Entry draws every two weeks, but this draw was delayed in order to make the update on all of the affected profiles in the Express Entry pool. This is the third instance where Canada issued 4,500 invitations at a time, the largest number of invitations issued in one draw. At the end of October, Canada announced its multi-year immigration levels plan, promising to welcome over 400,000 new permanent residents every year until 2023. More than 100,000 of these new immigrants will come in through Express Entry-managed programs in the Federal High Skilled category. Express Entry is Canada’s immigration application management system for three federal economic-class programs: Federal Skilled Worker Program, Federal Skilled Trades Program, and Canadian Experience Class. Candidates in these programs, as well as some Provincial Nominee Programs (PNPs) are given a score based on the CRS. So, for this draw, candidates who had a CRS score of 478 or more, needed to have submitted their Express Entry profile before October 26, 2020 at 22:44:19 UTC in order to receive an invitation. This year, the CRS requirement has typically hovered above 470 for all program draws. The Federal Skilled Trades Program-only draw on August 6 invited trades workers with a CRS of 415, and previous Canadian Experience Class-only draws dipped into the 440s. PNP-only draws have higher requirements because Express Entry candidates who receive a provincial nomination are automatically awarded an additional 600 CRS points. PNPs offer alternative pathways to permanent residence for Express Entry candidates who have a lower CRS score. The new draw brings the total number of ITAs issued in 2020 to 87,350. This year is shaping up to be a new record-breaking year for Express Entry, as the number of ITAs issued to date is the highest it has ever been.

Under these streams, the British Columbia Provincial Nominee Program (BC PNP) divided the invitations between the Skilled Worker and International Graduate categories. A minimum provincial score of 80 was required of candidates in all categories. The BC PNP Tech Pilot is a fast-track immigration pathway for in-demand IT workers and international students. It operates through B.C.’s existing provincial immigration streams. In order to be considered for immigration to B.C. through this program, candidates need to have a valid job offer in one of 29 eligible occupations. Eligible occupations for the BC PNP Tech Pilot include computer and information systems managers, civil engineers, web designers and developers, translators as well as audio and video recording technicians, among many others. Find out if you are eligible for Canadian immigration In contrast to other BC PNP streams that require an offer of permanent employment, Tech Pilot job offers must have a minimum duration of one year. However, offers of employment that are more than one year in duration will still be eligible under the pilot. It is also required that the job offer be full-time and from an eligible employer in the province. Invitations through the province’s tech pilot are sent out weekly to the top-scoring candidates who meet the eligibility requirements. Candidates who are invited to apply for a provincial nomination have 30 days to submit a complete application. Once this is done, most tech applications will be processed within two to three months. Those who wish to apply under the Skills Immigration or Express Entry BC categories must first create a profile through the BC PNP’s online portal and register under its Skills Immigration Registration System (SIRS). The SIRS is a point system that allows the BC PNP to give priority to candidates who have the required skills to contribute to the province’s economic growth. Applicants are evaluated and issued a score based on factors such as level of education, work experience, proficiency in English and location of employment. Express Entry candidates who receive a nomination from British Columbia will be given an additional 600 points toward their Express Entry Comprehensive Ranking System (CRS) score and are effectively guaranteed an Invitation To Apply (ITA) in a future federal draw.

Saskatchewan invites 534 to apply for provincial nomination A new Saskatchewan PNP draw invited Express Entry and Occupations In-Demand candidates Saskatchewan ...held a new round of invitations on November 3. The Saskatchewan Immigrant Nominee Program (SINP) invited candidates from the International Skilled Worker category through two subcategories: Express Entry, and Occupations In-Demand. They sent out a total of 534 invitations to immigration candidates. In order to be invited in this draw, candidates from both sub-categories needed to have submitted Expression of Interest (EOI) profiles with the SINP. Both required candidates to have a minimum cut-off score of 68, but from there the requirements differed. The 272 invited Express Entry candidates could only qualify for an invitation with 68 points if they had 10 years of work experience and a Canadian Language Benchmark (CLB) of 8 or higher. Otherwise they would need an EOI score of 69 or more. There were 47 occupations included in the draw under the Express Entry subcategory. Find out if you’re eligible for Canadian immigration The 262 candidates invited under the Occupations In-Demand subcategory all needed Educational Credential Assessments. A total of 55 occupations were included in this draw. The SINP uses the EOI system to select the candidates that have the most potential to succeed in the regional labour market. Candidates need to demonstrate their commitment to building a life in Saskatchewan by showcasing their work experience, education, language ability, age, and connections to the province. The SINP uses these five factors to assess candidates and give them a score out of 100 on the International Skilled Worker Points Assessment Grid. The highest-scoring candidates are then issued an invitation to apply for a provincial nomination from Saskatchewan. To see which occupations were invited, go to the government webpage. Express Entry sub-category In the latest invitation round, Saskatchewan issued 272 invitations to candidates who had profiles in the federal Express Entry pool. The federal Express Entry system manages the pool of candidates for three of Canada’s main economic-class immigration programs: Federal Skilled Worker Program, Federal Skilled Trades Program, and Canadian Experience Class. The same goes for any one of Canada’s Provincial Nominee Programs that are aligned with Express Entry. Occupations In-Demand sub-category The Occupations In-Demand sub-category is open to immigration candidates who do not have a federal Express Entry profile. This program is for immigration candidates who have work experience in occupations that have labour shortages in Saskatchewan. There were 262 Occupations In-Demand candidates invited to apply for a provincial nomination, and like the Express Entry sub-category, candidates needed a provincial score of 68 in order to be chosen.

Why Canada did not hold an Express Entry draw this week IRCC has provided an explanation on why this week's Express Entry draw did not happen. However, IRCC has... clarified that the lack of a draw this week is not related to the pandemic. Instead, with up to 30 more CRS points now being awarded to French-speaking Express Entry candidates, IRCC needs to update the CRS scores of candidates in the Express Entry pool. Once this update is complete, immigration hopefuls can expect Express Entry draws to return to regular bi-weekly intervals. Canada’s historic Immigration Levels Plan 2021-2023 announcement yesterday is more evidence that IRCC plans to bring its Express Entry operations back to normal. Under its new Immigration Levels Plan, Canada will aim to welcome over 400,000 immigrants annually, of whom, an average of 110,000 immigrants will be admitted through Express Entry programs between 2021-2023. The purpose of the CRS changes earlier in the week is to encourage more Francophone skilled workers to immigrate to communities across Canada. Canada has two official languages, English and French, and hence, aims to maintain a strong Francophone character, in large part by attracting Francophone immigrants. Quebec operates its own immigration system with the same objective. At the national level, IRCC has a mandate to further encourage immigration to all other provinces and territories. IRCC has a goal of Francophones comprising 4.4 per cent of all immigrants outside of Quebec but this figure currently stands at 2.8 per cent. The CRS changes are aimed at helping IRCC achieve this goal. Express Entry is the main way Canada manages skilled worker applications. It manages applications for the: Federal Skilled Worker Program, Federal Skilled Trades Program, and Canadian Experience Class. Successful candidates receive an invitation to apply (ITA) for permanent residence. Canada has issued 82,850 ITAs in 2020, higher than at the same time in any other year since Express Entry launched in 2015. The number of ITAs will continue to increase now that Canada will aim to welcome over 400,000 immigrants per year under its 2021-2023 Immigration Levels Plan.

Canada has one of the world’s oldest populations, with nearly 18 per cent of its population being age 65 and over. It also has one of the world’s lowest birth rates at 1.47 births per woman. As such, Canada will face challenges growing its economy and supporting government spending in the future. These challenges can be be alleviated by welcoming more immigrants to support labour force and economic growth. Since its founding in 1867, Canada has welcomed at least 300,000 immigrants in a year just five times. It is currently welcoming 0.9 per cent of its population in immigrants, which is three times higher than the per capita newcomer intake in the United States. At the same time, Canada has had a higher per capita intake in the past, welcoming 1 per cent or more of its population in newcomers, something it regularly achieved in the decades prior to the First World War. Canada’s immigration record was achieved in 1913 when it welcomed 401,000 immigrants which was over 5 per cent of its population in newcomers. Today, a 5 per cent newcomer intake would result in 2 million new immigrants arriving to Canada. There were 64 per cent fewer new permanent residents admitted in August, compared to August 2019. This is partially due to the number of people who were approved for permanent residence, but were unable to travel to Canada before their immigration documents expired due to coronavirus-related travel restrictions and other disruptions. Public support for immigration in Canada has increased over the course of the pandemic, according to an Environics Institute study. By a five-to-one margin, Canadians report that immigration makes Canada a better country, and they are more likely to say this is because it makes for a more diverse and multicultural place to live. Another survey by the Association of Canadian Studies found that Canadians generally see immigration as positive for long-term economic recovery, but they want to see family members given priority for immigration.

Ontario issues invitations to entrepreneur candidates Ontario has now invited 112 immigrants entrepreneurs this year. Ontario invited 21 invitations for entrepr...eneur candidates to apply to the entrepreneur stream on October 26. The Ontario Immigrant Nominee Program (OINP) issued invitations to candidates who had Expression of Interest (EOI) scores between 142 and 200. Candidates who received an invitation to apply do not need to contact the program. The OINP will send two emails, one containing login information, the other will have instructions on how to complete the application. Candidates who were eligible but did not receive an invitation to apply this round, still have a chance to be invited for 12 months from the date it was submitted. Start a business in Canada This is Ontario’s fifth entrepreneur draw of 2020, bringing the total number of entrepreneurs invited up to 112. Eligibility requirements for the Entrepreneur stream depend on where in Ontario the business is being proposed. Recent reforms have also lowered minimum net worth and investment requirements. The required net worth for the proposed business within the Greater Toronto Area is now $800,000, down from $1.5 million, and the required investment is now $600,000 down from $1 million. Entrepreneurs looking outside the GTA need $400,00 in net worth instead of $800,000. They now need a minimum investment of $200,000 instead of $500,000. Candidates need 24 months of business experience as an owner or senior manager within the past 60 months. Previously, candidates needed 36 months of experience within the same timeframe. Minimum requirements to receive a nomination The entrepreneur stream is designed to attract individuals who are looking to start a new business initiative or buy an existing business in Ontario. Successful applicants get a temporary work permit support letter to establish their business in Ontario. The support letter is based on a performance agreement, and if the entrepreneur complies with the investment and job creation targets outlined in the agreement, they have the chance to be nominated for Canadian permanent residence. Entrepreneurs must meet the following requirements in order to be nominated once they have established the business and met the performance agreement. Successfully obtaining a nomination certificate allows applicants to make an application for Canadian permanent residence. The following criteria must be met when entrepreneurs apply for a nomination from Ontario after the business has been established: demonstrate official language proficiency at a Canadian Language Benchmark (CLB) 4 level or equivalent; meet the residency requirements of the program, applicants must be physically residing in Ontario for 75 percent (nine months out of the year) of the period in which they are establishing the business in Ontario (i.e. the performance agreement period); Entrepreneurs must be actively involved in the daily management of business activities. Nominees must also continue to meet the conditions of the Performance Agreement, including the information provided in the EOI and business plan, within 20 months of arriving in Ontario.
