OK - it's time to give away the answer (and more importantly the logic behind it)! When you pick that first card, you really don't care what you get, since there are exactly 4 cards of each number (so two of a kind is equally likely for any such 'kind')... Probability for that first card is therefore 1. Now that you've already picked that card, there are 51 cards remaining, and exactly 3 of those cards will match the card that you already have in your hand. Probability of picking a matching card is therefore 3/51. Since we require success in BOTH events, we multiply the probabilities, so 1 x 3/51 = 3/51 = 1/17.
