The Federal and Ontario Governments have announced programs and proposed legislation to support businesses and individuals during these uncertain times. Canada...’s major banks have also announced plans to provide relief to Canadians impacted by the economic consequences of COVID-19. We have provided a concise summary of the programs to both business and individuals to help guide our clients with assistance that is and will be made available to them. BUSINESS SUPPORT Wage Subsidy eligible small employers will recieve 10% of remuneration or up to $1,375 per employee and $25,000/employer. This subsidy will be available for 90 days, effective March 18, 2020. Eligibility includes corporations that qualify for the Small Business Deduction, Non Profit Organizations & Charities. The subsidy will be administered as a reduction in employer source deduction remittances. Canada Revenue Agency income tax payments deferred until August 31, 2020 for any amounts that are owing on or after March 31, 2020 (including installments) until September 2020. No interest or penalties will accumulate on these amounts. CRA will not contact small and medium enterprises (SME’s) for the next four weeks for any Post Assessment requests or HST and income tax audits. CRA will not be contacting business with Post Assessments and Audits in progress. Business Development Bank of Canada (BDC) and the Economic Development Corporation (EDC) will provide more than $10 million in additional support through the Business Credit Availability Program. INDIVIDUALS Employment Insurance (EI) waiving the one week waiting period effective March 15, 2020 and no medical certificate is required to access EI sick benefits for individuals testing positive for COVID-19, are required to self-isolate or are affected by not having child care. The New Emergency Care Benefit of up to $900 biweekly, for up to 15 weeks, to provide income support to workers who have to stay home and don't have access to paid sick leave. The measure could disburse up to $10 billion. New Emergency Support Benefit (similar to Emergency Care Benefit) to provide income support to self-employed workers that do not qualify for employment insurance benefits. HST Tax Credit May 2020 one-time payment to essentially double the current credit (approximately $400 for individuals and $600 for a family) Canada Child Benefits increase of $300 per child for the July, 2019 to June, 2020 benefit period. RRIF minimum payment reduced by 25% for 2020. Canada Student Loans six month interest free period. T3 Trust Tax Returns (with a December 31, 2019 year end) deadline extended to May 1, 2020 (from March 30, 2020) T1 Personal income tax returns for individuals deadline extended to June 1, 2020 (from April 30, 2020). We strongly encourage to file your tax returns based on your normal filing deadline, especially if you are expecting a tax refund. CRA is continuing to process payments owing to taxpayers. Payments to Canada Revenue Agency deferred until August 31, 2020 for any amounts that are owing on or after March 18, 2020 (including installments) until September 2020. Canada Mortgage and Home Corporation will be working with lenders to allow more payment flexibility. Indigenous Community Support Fund. Reaching Home Initiative for those homeless affected by virus. Support for Women and Children fleeing Violence. More details on all the above programs can be accessed from the following link - https://www.canada.ca//depart/economic-response-plan.html The Ontario Government also announced on March 17, 2020 that it intends to pass legislation specifically in respect of the COVID-19 outbreak. If passed, the proposed legislation would: Provide job protection for workers if a worker is unable to work for the following reasons: The worker is under medical investigation, supervision or treatment for COVID-19. The worker is acting in accordance with an order under the Health Protection and Promotion Act. The worker is in isolation or quarantine. The worker is acting in accordance with public health information or direction. The employer directs the worker not to work. The worker needs to provide care to a person for a reason related to COVID-19, such as a school or day-care closure. Eliminate the need for a worker to provide a medical note if they take the leave. The proposed legislation will be retroactive to January 25, 2020 (the date that the first presumptive COVID-19 case was confirmed in Ontario). It remains unclear how quickly this legislation will be introduced and passed, given that the provincial legislature is not anticipated to resume until March 23, 2020. Canada‘s major banks have announced plans to provide financial relief to Canadians impacted by the economic consequences of COVID-19. Bank of Montreal, CIBC, National Bank of Canada, RBC Royal Bank, Scotiabank and TD Bank have made a commitment to work with personal and small business banking customers on a case-by-case basis to provide flexible solutions to help them manage through challenges such as pay disruption due to COVID-19; childcare disruption due to school closures; or those facing illness from COVID-19. This support will include up to a six-month payment deferral for mortgages, and the opportunity for relief on other credit products. Individual Canadians or business owners facing hardship are encouraged to contact their bank directly to discuss options that could be available to them. These measures are an important first step and underscore the resilience of Canada's financial system and the strength of our major banks. Banks will monitor evolving economic conditions and consider other measures if necessary. These measures will provide Canadians with some financial assistance over the weeks and months ahead as we all deal with the uncertainty surrounding this global pandemic.
