The "mortgage stress-test" came into effect in 2018 when the Office of the Superintendent of Financial Institutions (OFSI), a federal bank regulator, implemented a guideline for borrowers in an effort to protect Canadian homeowners by ensuring they spend within their means. To qualify for a mortgage from a bank, you’ll need to pass the stress test. To do this, homebuyers and refinancers need to prove that they can afford a mortgage at a qualifying rate. ... This rate is the higher of the Bank of Canada five-year benchmark rate and the interest rate offered by the lender + 2%. The benchmark rate is 4.79% until June 1, then it increases to 5.25%. As of 10AM on September 9th, 2020, the Bank of Canada has maintained their Overnight Rate. With not much room to decrease any further, it is not surprising to see them hold steadfast in the rate. The good news is that you are still benefiting from the previous rate drops and continuing to save unnecessary interest! We have started to see the effects that COVID-19 has had on our economy and communities, however, we still havent seen the full overall economic impact COVID-19 has made, as there has been ample government stimulus in so many areas.
