For everyone who's signing up for OSA events... thank you! As you know, we were closed due to COVID health restrictions during the spring, and we tried to pack our whole season into a shorter timeframe. All of the rifle events are full and have long waitlists. The pistol events do have a few spots remaining. All of the MilCun courses for civilians are full as well. Overall, we're having a good season thanks to you all.

July 23, 2020 Honourable Bill Blair Minister of Public Safety and Emergency Preparedness House of Commons... Ottawa, ON K1A 0A6 Dear Minister Blair, I am seeking clarification from your office regarding letters the RCMP has recently sent to firearms owners nullifying certain restricted firearms registration certificates due to the firearms ban which was brought in by your government through Order in Council in May. According to subsection 72(1) of the Firearms Act, if a chief firearms officer decides to refuse to issue or to revoke a licence or authorization to transport or the Registrar decides to refuse to issue or to revoke a registration certificate, authorization to export or authorization to import, the chief firearms officer or Registrar shall give notice of the decision in the prescribed form to the applicant for or holder of the licence, registration certificate or authorization. In addition, subsection 72(2) states that A notice given under subsection (1) must include reasons for the decision disclosing the nature of the information relied on for the decision and must be accompanied by a copy of sections 74 to 81. The letters recently received by firearms owners did not follow this format and did not include a copy of sections 74 to 81. Not only that but rather than being personally delivered, couriered, transmitted by electronic means, or sent by registered mail these letters were sent via regular mail. This seems to go against the Notice of Refusal or Revocation section of the Firearms Registration Certificates Regulations. These letters were also sent unsigned so there is no clear indication as to whether the person who issued the letter is the Registrar. It is of the opinion of some legal experts that due to the fact that these letters failed to comply with above requirements they should not be considered revocation letters. Therefore, I am seeking clarification as to whether the RCMP considers these to be revocation letters, and if not, what was the purpose of sending a letter to firearms owners that could be confused as a revocation letter. If these are revocations letters, by what means can Canadians exercise their legal right to a section 74 hearing and why is the section 74 process not spelled out as required by law? I am also seeking answers to the following questions: 1) Why were these letters sent eighty one days after the firearms were banned on May 1st? 2) How many of these letters were sent out? 3) Was this same letter sent to the owners of the non-restricted firearms that were made prohibited? How will these owners be ascertained? 4) How many owners of the formerly non-restricted firearms are there? Thank you in advance for your urgent attention to this matter. From today's OSA Update... The OSA website (www.osacanada.ca) has been updated. The COVID-19 announcements on the Home Page (and others) have been revised. You can now download the COVID Health Declaration form. Everyone is required to fill out, sign and submit this form before coming to our events... you'll be able to send it once and it will apply through the season (until we revoke it).... Note that we are re-opening gently with rescheduled OSA events starting mid-June. Linda is in the process of contacting (by email) everyone who was previously registered for events. The full revised schedule will be available soon. For now, you need to know: - We've tried to maintain clinics and have sacrificed some practices for lack of time. - The Long-Range Rifle Practices will now require shooter-spotter training, so we've added a Spotter Clinic. - Tactical carbine events for civilians have been dropped. - Service rifle events for civilians are being redesigned to include appropriate non-prohibited rifles. - The 2020 Canadian 3-Gun Challenge and the 2020 Argyll Cup Sniper Challenge have been cancelled. The Course of Fire for the Operational Pistol Matches has been updated to make a few minor corrections and the revised version is downloadable on the OSA website at the bottom of the Events page.

We’re getting a lot of questions about what’s going on right now. Understandably, gun owners are confused. Here’s the situation as we understand it. Please ...SHARE to help everyone especially those who think they support the ban, and our elected officials understand how truly crazy and undemocratic this is! Most people are aware that on May 1, Government passed an Order-in-Council (OIC) banning some 1,500 firearms. However, this OIC also banned any variant or modified version of those guns, without defining what that meant. Since that was announced, RCMP have been updating the Firearms Reference Table (FRT). Firearms with no connection to those named in the OIC are being reclassified as prohibited. Firearms like .410 shotgun we told you about three days ago, or the Mossberg .22 caliber rifle, below. (This is essentially the Mossberg 702 Plinkster in a plastic shell. It’s got as much in common with an AR-15 as a Smart car does with a pickup truck). That’s bad enough, but it gets worse: many firearms owners have no idea that these re-classifications are happening. There are a LOT of gun owners out there who think the ban doesn't apply to them. Those who do know what’s happening have no way to access the list. The FRT is available only to dealers and verifiers. And, at this point, the list seems to be changing almost daily. So, you’re a responsible firearms owner. You diligently went through the 1,500 firearms named in the OIC. Not good enough! You are somehow expected to not only get access to the inaccessible FRT, but also check it regularly to see whether the gun you wanted to take target shooting today is still legal or not! The consequences for making a mistake here are serious and long-lasting. This is analogous to wanting to buy a Honda Civic. You know Government just banned some cars, so you check the list and it’s not there there’s not a single Honda listed. Great! You buy the car. But a week later the Honda Civic EX-L is added to a separate, secret list (not the EX or EX-T or Touring, just the EX-L). There’s no notice to current owners, and you’re not a dealer so you don’t have access to the separate list. And just like that you’re in possession of something prohibited.
