A condo conversion is similar to new construction in that there is a lot of renovations being done to the property before the property owners can move in; hence the reason for delay in occupancy. ... The difficult thing with the condo conversion is that there is no history of the reserve fund; therefore, mortgage lenders and or insurers are leery to invest in the property. This file was further complicated by the fact that the property was a second home, owners were both retired as well as being self employed operating a business from their home. CMHC has announced changes to its mortgage insurance underwriting and acceptance criteria. Effective July 1, the following changes will apply for new applications for homeowner transnational and portfolio mortgage insurance: 1. the maximum gross debt service (GDS) ratio drops from 39 to 35... 2. The maximum total debt service (TDS) ratio drops from 44 to 42 3. The minimum credit score rises from 600 to 680 for at least one borrower 4. Non traditional sources of down payment that increase indebtedness will no longer be treated as equity for insurance purposes It is important to note that this is a CMHC announcement. This is not a directive from the Ministry of Finance. Therefore, Canada's private mortgage insurers, Genworth and Canada Guaranty are able to set their own criteria. Mortgage Professionals Canada says that early indications are that the private insurers will not follow step at this time.
