Oakmont Boudreau Development 16.11.2020

There will be a public meeting tomorrow, Tuesday, October 6 at 6:30 pm hosted by BDL. This public meeting is a requirement in the City’s Public Consultation Policy when there’s about to be an application to amend an Area Structure Plan, in this case Oakmont’s Area Structure Plan. Normally, a public meeting is held in a forum where the public can gather in-person and participate in the proceedings. In the last go-around with BDL and the Riverbank Landing development more than ...150 Oakmont, Erin Ridge and area residents attended the public meeting held at the St. Albert Inn on September 10, 2019. However, this time the public meeting will be an online Zoom meeting because of COVID-19. We urge everybody to join the public meeting at 6:30 pm tomorrow. The Zoom link is https://zoom.us/j/98751731451 You do not need to have anything prepared to speak about. However there will be an opportunity for you to ask questions and share concerns. We also ask that you spread the word - please encourage family, friends and neighbours to attend the October 6 public meeting. Everybody’s support and participation is crucial. And, remember your voice does matter.

Important: October 6 Public Information Meeting - Riverbank Landing On Tuesday, October 6 Boudreau Communities Ltd is hosting a public meeting about a new proposal for Riverbank Landing. The meeting will be hosted online using Zoom. See attachment for complete information. We believe it is important that citizens from across the city attend this meeting and express concerns about the size of the proposed development (e.g., density and building height). It is also an oppo...rtunity for your voices to be heard on any other issue, such as traffic concerns (congestion and access), lack of compatibility and transition with existing neighbourhoods, too close to river valley, etc. Members of City Council will likely be watching and listening. The Oakmont-Erin Ridge Concerned Citizens Group did not support or endorse BCL's survey or the two design Options that BCL presented in the survey. It is our view that the number of dwelling units (density) and the building heights in both options were way too high for this already congested and over-densified area. We shall see on October 6 whether BCL incorporated any feedback from the survey.

Boudreau Developments (BDL) has now released a survey about development on the old Holes Site. It is open to anyone in St. Albert to respond to the survey (but only to a limited number). In our view the survey is biased and misleading, but we still encourage everyone to respond as otherwise our views may not be represented. The link to the survey is http://bit.ly/BCLRiverbankLanding. Please note that the multiple choice questions do not allow respondents to say whatever they ...would like to see regarding a number of issues, including height or density (for example). Rather only options of BDL's choosing are allowed. One option is to not respond to such questions, but to give comments in the general area provided later in the survey. However, you must respond to the questions about whether you reside in St Albert, and your neighbourhood, in order to continue with the survey. Notice! Boudreau Development Ltd (BDL) plans to use a survey to get public feedback on their new Riverbank Landing development proposal. Following a suggestion from Mayor Heron that engagement with the public would be an important step for BDL when considering a new development proposal, BDL met with a small group of residents to get input on a process that would help to determine what their next proposal should look like. ... A design charrette was suggested as the main process for community engagement. A charrette is a structured planning process where a developer holds a series of in-person meetings over several days with affected members of the public and other interested stakeholders in order to obtain their views about potential development and design. However, BDL decided that an in-person charrette would not be possible given COVID-19 restrictions even though recent government policies seem to allow limited in-person gatherings as long as proper precautions are taken. And the idea of conducting the charrette using a virtual platform was rejected. Instead, BDL decided that they would use a public survey to gather feedback from the community. BDL subsequently contracted Y Station Communications & Research to manage the survey. The residents group was told that they would be able to review the survey questions before circulation, but it is not known yet whether their feedback or suggestions will be incorporated into the final form. Notice! Boudreau Development Ltd (BDL) is reviewing options for a new Riverbank Landing development on the Hole's former farm site. BDL's last Riverbank Landing proposal in June included a total of 466 dwelling units within two 25 storey towers, a 9 storey tower and mixed use/commercial buildings, all shoehorned into a small corner of Oakmont that was never intended or approved for this type of use. Residents identified several issues with the development, including: ... -Over-densification -Traffic congestion and pedestrian safety -Building height and shadowing -Lack of compatibility and transition with adjacent residential dwellings At a Public Hearing on June 22, 2020 St. Albert councilors agreed with residents and voted unanimously against a change to the Oakmont Area Structure Plan that would have allowed the high density mixed-use development to be built. Now, BLD has said they intend to apply to the City in September and try to again amend the Oakmont Area Structure Plan that would allow their new proposed development.
