More Hongkongers are seeking asylum abroad this year following months of social unrest and the imposition of a controversial national security law, with Australia and Canada emerging as the top destinations for those fleeing the city. As of September, 136 asylum seekers had headed to Australia, up from about 120 last year, and about 50 in 2018. Canada, meanwhile, had seen 25 Hongkongers seeking refugee status as of June, up from nine last year, and two in 2018. The COVID-19 pandemic has underscored the essential nature of agricultural work in Canada and our reliance on migrant workers to get the job done. Despite restrictions on travel to Canada, work permits continue to be issued for agricultural workers because of the indispensable role they play in ensuring Canadian food security. The pandemic has also highlighted the vulnerabilities and insecure status of these temporary workers. Inspections of their housing and working conditio...ns have been inadequate in the face of COVID-19, exposing workers to the tragic spread of this deadly virus. In 2019, temporary foreign workers accounted for 20 percent of employment in the agricultural sector. This amounts to approximately 55,000 jobs in farming, food and fish processing. The majority come to Canada from Mexico and Caribbean countries for up to eight months under the Seasonal Agricultural Workers Program, a longstanding program created in 1966. Others come for up to two years under the Temporary Foreign Worker Agricultural Stream. The Liberal government has introduced legislation that would amend the citizenship oath to include a reference to the rights of Canada’s Indigenous Peoples, Immigration Minister Marco Mendicino announced Thursday. For more than 40 years, Canada has been at the forefront of private refugee sponsorship. But in October 2020, the Québec government announced a partial suspension of refugee sponsorships in the province. Until Nov. 1, 2021, sponsorship organizations are not permitted to sponsor refugees to Québec. Currently, Québec accepts 750 sponsorships a year. He tried to help refugees, regardless of ethnic background or regional loyalties through his organization as well as in partnership with other organizations as best he could, but he found the process too difficult due to financial constraints and the slow pace of approvals.
