Provincial COVID Shutdown Requires Recreation Facilities to Consider Compliance Requirements. As the Province of Ontario enters another non-essential service shutdown, ORFA members are determining how registered refrigeration plants must be monitored and maintained. The shutdown does not allow for non-compliance to any Code, Act or Regulated operational responsibility. Owners and users as defined in the Operating Engineers Regulation must ensure safe operation and compliance ...specific to their equipment. The Occupational Health and Safety Act demands that those who conduct work in these environments be competent while the Operating Engineers Regulation requires that all who have privilege to enter a registered refrigeration plant room be qualified. Such qualification a...nd competency require a strong foundation of all regulatory obligations to be met followed by an introduction to the principles and fundamentals of the theory of refrigeration and concluding with a risk and hazard assessment overview of a typical refrigeration plant room. Remembering Those Lost in Fernie On October 17, 2017 a rapid release of refrigerant occurred within the mechanical room at the Fernie Memorial Arena and resulted in estimated concentrations of ammonia exceeding 20,000 ppm. Three people were in the room at the time of the release and were found deceased. The incident resulted in a local state of emergency for the community and an evacuation of the area around the arena. The three year anniversary of this tragic event should r...emind us all of lessons learned. The ORFA remains committed to keep the lessons learned as an important part of our industry history and reason for competency based training and the importance of worker health and safety. We remember Wayne Allan Hornquist, 59, and Lloyd Stewart Smith, 52, both of Fernie, and Jason Donovan Podloski, 46, of Turner Valley, AB., who were all killed in this tragic event.
