Wage Subsidy - no details yet on how to be implemented, but good news for businesses trying to keep employees off EI. and also interest free loans being made available for businesses to borrow $40,000 for 1 year.
There are a number of programs in place for people whose incomes are being reduced due to this outbreak. In addition to many mortgage companies allowing deferral of payments and EI measures you can apply through CRA "my account" for the Emergency Care Benefit as of April 1st.

The Working Income Tax Benefit provides a tax refund to many low income workers. In 2019 a planned enhancement the benefit will increase. This is why many low income people who have self employment shouldn't fear reporting their earnings... it actually can get you a refund you won't be entitled to if you don't report. Its also a great incentive for persons with Disabilities who work part time to earn a little bit extra over their benefits and also qualify for this tax refund.
