The Animal Welfare Act of Canada section 444-2447 of the Criminal Code prohibits causing unnecessary pain suffering or injury to an animal... and causing damage or injury by wilful neglect. The Provincial Animal Service Act 2019 Ontario section 15 prohibits causing distress and permitting distress section 13 speaks to the obligations for the standards of care for animals. Key Points Pet grooming is important because we are providing care for the health and welfare of living beings that are in people’s homes. Pet owners don’t want to neglect their pets and most are unable to manage the nails and the coats of their pets. Many people want to bring their pets to their groomers. I would like to suggest that Pet Grooming businesses be allowed to re-open their doors, if they have a solid Covid Operational Plan in place and can do curbside service, for the following reasons: Pet groomers can do business without having face to face interaction with clients because appointment and payments can be managed online or by text and phone.
