Important Updates to By-Law 1609 as a result of the confirmed case of COVID-19 in Moose Factory Island: Emergency Preventative Measures 1. No person living i...n Moose Factory Island shall gather with anyone that is not a member of their household. 2. No person in Moose Factory Island shall come within two metres of any other person that does not live in their household. 3. The wearing of masks that covers the mouth and nose is now mandatory in Moose Factory Island in all public spaces. 4. Any person with symptoms of COVID-19, including but not limited to, fever and cough, must self-isolate inside his or her residence and strictly avoid contact with others for fourteen (14) days or, if symptoms have not resolved after fourteen (14) days, until twenty-four (24) hours after symptoms have fully and completely resolved. 5. No resident of Moose Factory Island shall leave his or her residence except where reasonably necessary for work, exercise, grocery shopping, or obtaining medical services or other essential supplies. 6. Upon arrival in Moose Factory Island, residents and non-residents of Moose Factory Island shall report to screening checkpoints in Moose Factory Island and contact Moose Factory Public Health at 705.658.4220. 7. Non-residents of Moose Factory Island that travel to Moose Factory Island shall quarantine for fourteen (14) days upon arrival in Moose Factory, with the exception of residents of Moosonee, Ontario. 8. Residents of Moose Factory Island that travel away from the community, beyond Moosonee, Ontario, must quarantine for fourteen (14) days upon returning to Moose Factory Island. 9. Those residents of Moose Factory Island engaged in traditional harvesting accessed by boat or helicopter are exempted from quarantining upon return to Moose Factory Island. 10. Non-residents of Moose Factory Island that must travel to Moose Factory Island to perform an essential service will be permitted to do so only with the permission of the Moose Factory Pandemic Emergency Operations Team. Restorative Justice 11. In order to promote accountability to each other as band members of Moose Cree First Nation and to each other as members of the entire community of Moose Factory Island, those who violate this bylaw will be contacted by a member of a Pandemic Restorative Justice Team. A discussion will take place on the importance of this bylaw and how following it will keep all our community members healthy and safe, particularly those most at risk should they come into contact with COVID-19, including those pre-existing conditions and Elders. 12. The Pandemic Restorative Justice Team will include representatives of the Moose Factory Pandemic Emergency Operations Team and other health professionals, members of Chief & Council, and will also include community Elder and Youth representatives. 13. Community members that observe violations of the bylaw can make referrals to the Pandemic Restorative Justice Team by contacting the following: a. Caroline Sutherland, Executive Receptionist at [email protected] or mobile 705.365.8328 Temporary Effectiveness 14. As per Council Motion #2020-06-209 passed on September 12, 2020, this bylaw will remain in force for an additional eighteen (18) days to September 30, 2020 unless that time period is extended or abridged by resolution of Council.

Statement from Chief Mervin Cheechoo September 12, 2020 It has been confirmed by the Porcupine Health Unit and Weeneebayko Area Health Authority that there is a... confirmed case of COVID-19 in the James Bay & Western Hudson Bay Region. It has been further confirmed that the confirmed case is in Moose Factory Island. The Moose Factory Health Centre has now ensured that the confirmed case and contacts made have been isolated, any additional contacts named will be notified. Meetings have been held with the Moose Factory Pandemic Emergency Operations Team (PEOT), Council and with representatives of Weeneebayko Area Health Authority regarding a collective response in an attempt to prevent further confirmed cases in our community. The PEOT strongly recommends the following for everyone in Moose Factory Island: 1. Stay home. Do not have visitors at your home 2. Monitor yourself for COVID-19 symptoms in the coming days. 3. Wear a mask when you must leave your home, ensure it covers your mouth and nose. 4. Have one person from your household do the grocery shopping. 5. Frequently wash your hands and use hand sanitizer. 6. Physical distancing is very important when you have to leave your home try to stay at least six feet away from those who do not live in your household. Rest assured that the Moose Cree First Nation Chief & Council and the PEOT will continue to monitor and discuss this situation throughout the weekend and in the coming days. I urge everyone to remain calm and to strictly follow the above recommendations. Should you begin to have COVID-19 symptoms, please call the Moose Factory Health Centre at 705-658-4220. More information will be provided in the coming days. Please continue to take care of yourselves and take care of each other.
