With Fair Change Community Services, the Policing the Homeless Initiative (PHI) based at the University of Toronto, has officially launched 'Guidance on Homelessness and Public Transit' pamphlets for the city of Toronto and Canada-Wide. "We call these laws neo-vagrancy laws because they revive a key purpose of archaic vagrancy law: to punish people who are visibly poor and have no choice but to spend their time in public spaces".
