Prince Edward Island invited 155 candidates to apply for a nomination On May 20, 2021, Prince Edward Island held a new draw in the Prince Edward Island Provincial Nominee Program (PEI PNP). In the fifth round in 2021, PEI PNP issued 138 invitations to apply to skilled workers in the Labour Impact and Express Entry streams. The province also invited 17 candidates to the Business Work Permit Entrepreneurs stream. The lowest score for business candidates was 80 points, five points more than in the April draw. In total, Prince Edward Island issued 793 invitations in 2021, including 77 invitations to business candidates. IRCC invited 1,842 CEC candidates in the Express Entry draw #188 On May 20, 2021, the Department of Immigration (IRCC) held a new Express Entry draw for candidates in the Canadian Experience Class (CEC) Program. In round #188, Canada issued 1,842 Invitations to Apply for permanent residence and the lowest score dropped to 397 points, four points fewer compared to round #187. The tie-breaking rule for this round was April 24, 2021 at 12:09:24 UTC. Quebec will participate in the temporary open work permit program More than 51,000 temporary foreign workers who have already been selected by the provincial government are waiting for their permanent residency in Quebec. Lengthy processing delays made the province ask for help from the Federal Government. Labour market outcomes of immigrants and their Canadian-born counterparts Statistics Canada introduced a labour market analysis that highlights some improvement in economic outcomes from ‘two-step’ immigrations temporary residents transitioning to permanent residency. The analysis compares the employment rate and earnings of immigrant and Canadian-born workers throughout the 2000s and 2010s which is based on statistics from the censuses from 2001 to 2016 and data from the Labor Force Survey from 2015 to 2019. According to the analysis, over the 2000-to-2019 period, the employment rate for new and recent immigrants grew faster than for Canadian-born people which means the economic gap between the two groups has been improving in recent years. #immigrants, #statistics

The number of permanent residents waiting to take the citizenship test increased In March 2020, the Immigration Department postponed all citizenship tests due to the COVID-19 pandemic, which left hundreds of thousands in a difficult situation. The number of permanent residents willing to take the citizenship test increased from 87,000 in March 2020 to 102,000 this year. As of January 31, 2021, 311,259 people were waiting to complete the entire procedure for obtaining citizenship. Of these, 102,989 have been in the waiting mode for 13 to 18 months. Citizenship tests are now conducted online. Thunder Bay issued its first community recommendations in 2021 On January 28, 2021, Thunder Bay, ON, has issued its first community recommendations in the Rural and Northern Immigration Pilot (RNIP). The city approved the application of 1 candidate in the NOC 0 skills level, 4 candidates in the NOC B skills level, 1 candidate in the NOC C skills level, and 1 candidate in the NOC D skills level. In addition, the Community Economic Development Commission (CEDC) of Thunder Bay recommended 1 Cook and 1 Cleaner. In total, CEDC issued 9 community recommendations in 2021. Manitoba conducted MPNP draw #107 On January 28, 2021, Manitoba conducted a new draw in the Manitoba Provincial Nominee Program (MPNP). In round #107, MPNP issued 178 Letters of Advice to Apply (LAA) in the Skilled Workers in Manitoba stream. The minimum score to get the LAA in this category was 518 points, 57 points more compared to draw #106. In the Skilled Workers Overseas stream, Manitoba issued 17 LAAs. The lowest score in the SWO category was 681 points, 41 points fewer than in the previous round. Manitoba also invited 23 candidates in the International Education Category. Canada welcomes international students as Australia kicks them out According to the Australian media ABC report, more than 140,000 international students have been turned away by the government since the travel ban was implemented. In comparison to Australia, Canada’s attitude towards international students during the pandemic was significantly different. Canada continues to introduce measures aimed at attracting and retaining old students amidst the pandemic. Secondly, Canada allows new students whose designated learning institutions (DLI) have the approved COVID-19 readiness plans to come to Canada. Canada admitted 305 self-employed immigrants in 2020 According to the new data by Immigration, Refugees and Citizenship Canada (IRCC), in 2020, Canada admitted 305 newcomers who were granted permanent residence through the Self-Employed Persons Program (SEPP). This figure does not include the data for December 2020 which is yet to be released. SEPP is aimed solely at talented foreign artists and athletes. Along with the Start-Up Visa, these are the only two active federal bus...iness programs and the only two business programs leading directly to the PR status. Most of the provincial entrepreneur streams switched business work permit issuance prior to obtaining PR. To be eligible for SEPP, international sportsmen and artists must demonstrate at least two years of work experience in their field. The processing time for SEPP is now 23 months. Most self-employed immigrants settled in just two provinces in British Columbia and Ontario 130 immigrants each. New Brunswick has updated the Guide to the New Brunswick Express Entry Stream On November 16, 2019, the New Brunswick Provincial Nominee Program (NBPNP) has updated its official guide to the New Brunswick Express Entry Stream. The new guide includes some minor updates regarding the eligibility criteria and application processing and distinguishes the requirements for candidates working for a New Brunswick employer and candidates enrolled in a New Brunswick post-secondary institution. Ontario closed the 2020 intake for the Employer Job Offer: In-Demand Skills Stream On November 16, 2020, the website of the Ontario Immigrant Nominee Program (OINP) officially announced the closure of the intake for the Employer Job Offer: In-Demand Skills Stream in 2020. According to the government of Ontario, the province has reached the registration intake limit for this year. This stream allows foreign workers who possess a job offer in certain in-demand occupations to ap...ply for a nomination of Ontario. The eligible occupations for this stream are in such fields as agriculture, construction, trucking or personal support work, etc. In total there are 23 NOCs approved for In-Demand Skills Stream. In 2019, OINP issued nominations to 19 candidates in this stream. WES released an updated survey about the impact of COVID-19 on the plans to immigrate to Canada The new survey by the World Education Service (WES) revealed that the COVID-19 pandemic has little impact on the interest of foreign nationals to immigrate to Canada. The survey showed that 48% of prospective immigrants did not change their plans to immigrate to Canada. This is a 2% increase compared to 46% in August and a 10% increase compared to 38% in April. Only 6% of respondents stated they were less interested in coming to Canada now. Alberta issued 91 nominations in the AINP On November 17, 2020, Alberta released a new Alberta Immigrant Nominee Program (AINP) update. Since the last update on October 27, Alberta nominated another 91 foreign nationals to apply for permanent residence through the AINP. This year, Alberta issued 3,928 nominations for PR in Canada and almost reached the self-established limit of 4,000 nominations. Initially, AINP was provided with a quota of 6,250 nominations from the IRCC but... due to COVID-19, Alberta Premier Jason Kenney decided to limit the number due to high unemployment in Alberta. As of November 12, AINP received 1,910 applications in the Alberta Opportunity Stream that are waiting for the eligibility assessment. 16,000 non-Canadian entered Canada in one week Despite the widespread belief that Canada’s border is closed, there are many exceptions that allow foreign workers, Canadian citizens and permanent residents and their families, international students and others to enter the country. More than 49,000 travellers arrived in Canada by air during the week of September 21-27, including more than 16,000 non-Canadian citizens or permanent residents, according to the Canadian Border Service Agency. Everyone who enters the country must be quarantined for 14 days. However, not all travellers abide by this rule, as evidenced by the news of various violations of the Quarantine Act. DLIs to reopen to international students Starting October 20, designated learning institutions (DLI) with a COVID-19 readiness plan approved by their province or territory will be able to reopen to international students who are currently outside Canada. A new list of DLIs with approved COVID-19 readiness plans will be available on or before this date. However, IRCC did not reveal how many schools have readiness plans approved. This has caused many international students to feel uneasy. Canada introduced instruction for processing applications of the LGBT candidates On October 5, 2020, Immigration, Refugees and Citizenship Canada (IRCC) introduced the program instructions for applicants with a diverse sexual orientation or gender identity or expression (SOGIE). The new instructions are provided to ensure SOGIE applicants are processed without discrimination and receive the needed support throughout their processing and after arrival in Canada. Parents and Grandparents Program reopening announced On October 5, 2020, the Federal Immigration Department (IRCC) finally announced the reopening of the Parents and Grandparents Program (PGP). This year, Canadians will be allocated only 10,000 spots, while for the next year, Canada plans to allow 30,000 applications. The major change in the program is a return to the random lottery system among all interested to sponsor their parents o...r grandparents. This signalizes about the failure of the first-come, first-served approach introduced in 2019. On the other hand, IRCC eases the financial requirement for sponsors and reducing the income requirement to the minimum necessary income, instead of the minimum necessary income plus 30%. All candidates will have a window from October 13, 2020, to November 3, 2020, to submit an Interest to Sponsor (IOS). Once the registration is over, IRCC will randomly select candidates and distribute invitations to apply to potential sponsors. IRCC extended regulations on the processing of TRVs and eTAs. On October 1, 2020, Immigration, Refugees and Citizenship Canada received updated Ministerial Instructions (MIs) for temporary residence applications. Minister Marco Mendicino has extended the temporary regulations on processing temporary resident visa applications and electronic travel authorizations until January 31, 2021. In addition, new MIs now include new exemptions on the requirement to submit a temporary residence application electronically. IRCC will continue to take priority for those eligible to travel under current travel restrictions. This includes both new applications and applications under review. The government will allow some extended family members of Canadians (including permanent residents) to come to Canada. These relatives are spouses, dependent children, adult children, siblings, and grandparents. Some foreign na...tionals can also come to Canada on the ground of a compassionate reason in specific circumstances such as a funeral, illness, or death. In addition, on October 20, IRCC will allow international students, whose college or university has a COVID19 readiness plan in place to travel to Canada.
