ISO 45001 OHSMS Standard to be published March 12, 2018
The ballot results are in favour of publishing ISO 45001. Due to some comments concerning correction to the text ISO will process them before publication, thus timeline to do so is likely March. Ministry of Labour Proposes to Mandate Construction Hazard Awareness Training The Ministry of Labour is consulting on a proposal to amend the Occupational Health and Safety Awareness and Training Regulation (O. Reg. 297/13) under the Occupational Health and Safety Act. The amendments, if approved, would require employers to ensure that workers who perform work to which the Construction Projects Regulation (O. Reg. 213/91) applies complete a construction hazard awareness training program. For more information on the proposals please visit the Government of Ontarios Regulatory Registry.
WSIB Rate Framework Modernization Initiative The WSIB has issued an update on its Rate Framework Modernization initiative on its website. The message from the WSIB chair and president provides a high level update and overview of the initiatives key goals which include: "A new streamlined and simpler classification, fair premium for workplace coverage, premium rate stability, a Rate Framework that stakeholders can easily understand, collective liability and a Rate Framework th...at is efficient and effective for the employer community and for the WSIB to administer and maintain." The initiative is revenue neutral so it does not affect the total amount of premium dollars collected by the WSIB, but rather more fairly distribute the premiums collected from industries and employers. The update indicates that the WSIB will be seeking approval of the Rate Framework from its board of directors later this year, but will only implement significant changes gradually and in a manner that fosters stability. Once the Rate Framework is approved the WSIB will undertake education and outreach towards a targeted implementation in January 2019, at the earliest. The OEA will also be providing information sessions to employers to help them understand the changes.
Update to Workplace Hazardous Materials Information System (WHMIS) The Ontario government has amended the Occupational Health and Safety Act (OHSA) and the WHMIS Regulation (R.R.O. 1990, Regulation 860) made under the OHSA to adopt new, international standards that are part of the Globally Harmonized System of Classification and Labelling of Chemicals (GHS). The amendments to the OHSA and WHMIS Regulation affect various requirements governing labels and safety data sheets for... hazardous workplace chemicals. Also affected are definitions, terminology and provisions that protect confidential business information related to hazardous workplace chemicals. The changes reflect amendments to the federal Hazardous Products Act and new Hazardous Products Regulations, which came into force February 11, 2015. The new requirements in the OHSA and WHMIS Regulation come into effect July 1, 2016. To give workplace parties time to adjust to the new requirements, there will be a transition period to gradually phase out the old requirements. - Employers have until May 31, 2018 to continue to receive and use hazardous products with either the old WHMIS labels and safety data sheets or the new ones. - Employers have from June 1, 2018 to November 30, 2018 to bring any hazardous products still in the workplace with the old WHMIS labels and safety data sheets into compliance with the new requirements. - By December 1, 2018, the transition to the new WHMIS labels and safety data sheets must be complete. During the transition, employers must ensure workers are trained on both the old and new labels and safety data sheets for as long as both are present in the workplace.

Due diligence would dictate that an employer should establish strict documented rules for the use of company issued mobile phones. What do you think?

Ontario MOL May Blitzes - Falls From Heights & Young Workers Ontario Ministry of Labour will plans 2 enforcement blitzes in May involving falls from heights, and young workers. For the falls from heights inspection blitz, inspectors will look for hazards involving platforms, raised floors, mezzanines and ladders, check fall-arrest equipment and guardrails, and watch for dangerous practices (e.g., working on storage racks) and improper use of ladders. This is the same blitz t...hat occurred in November 2009 where inspectors visited 1,572 workplaces and issued 4,611 orders, including 149 stop-work orders. Falls represent more than 17% of lost-time injury claims, based on Workplace Safety and Insurance Board statistics. May through August, Ministry of Labour inspectors will also visit workplaces with a high likelihood of hiring young workers, who are at greater risk of injury than other workers.The Workplace Safety and Insurance Board reports that an average of 42 young Ontario workers aged 15 to 24 are injured, made ill, or killed on the job every day. Thats almost 2 young workers every hour of every day and every night, seven days a week. Between 2001 and 2008, 27 of these young workers were killed.
