Regular bridge inspections in Alberta are called BIM inspections, which stands for the Bridge Inspection and Maintenance System. During a BIM inspection, a certified inspector visits the bridge site and rates the existing structure on its various components. This includes four categories: 1) Approach road 2) Superstructure 3) Substructure... 4) Channel It also contains minor maintenance recommendations and an expected replacement date. These items ensure a seamless transition from the inspection to the next step of maintenance and engineering/construction. The timing of the BIM inspection is dependent on the importance of the bridge and road. It ranges from 21 months for bridges on the primary highway network to 57 months for small structures on local (County) roads. The odd number of months ensures that the bridge gets inspected during different seasons each time. Bridge assessments are performed when an inspection has identified a problem and the best course of action must be determined. The most cost effective long term solution is often not immediately known due to the trade-off between small, immediate (repair) and larger, future (replace) expenditures. A bridge assessment identifies all of the options available and estimates their initial (capital) as well as ongoing (maintenance) costs. It analyzes the long term, life cycle cos...t of maintaining the crossing to determine the cost-benefit of each alternative. Essentially it asks, what is the cheapest way to ensure traffic movement across the watercourse (or pedestrians, wildlife, whatever the basic value proposition is). Bridge assessments also provide an initial glance into the main issues the future project will encounter, for example environmental permitting, bridge/road alignments, or unique schedule implications. The right materials testing lab can make or break a project. Sloppy asphalt or concrete testing can cause significant cost overruns, and testers that don’t show up on time can cause major delays. The main certification body for construction materials testing, the Canadian Council of Independent Laboratories (CCIL), requires a yearly audit which includes a site visit to our lab, a fairly rigorous inspection of our lab procedures, and it requires lab personnel to perform tests... in front of the inspectors. Alberta Transportation, as part of their Grading-Base-Paving prequalification, also does a yearly audit which involves a site visit and inspection of an actual project. Roseke Engineering was the prime consultant for this bridge replacement in Lethbridge County. The two span bridge was nearing the end of its life and was replaced with another two span type SL-510 standard bridge. The project required significant stakeholder consultation because it was located near Lethbridge city limits and contained many adjacent stakeholders. For example, the road crossed a CP Rail track about 13 m to the east of the new abutment, followed immediately by... a major intersection with the 4-lane Highway 4. On the other side of the bridge, the road contained a 45 degree bend leading into the bridge with residential development on both sides.
