Minister Nate Glubish is now planning a similar ban for dangerous offenders in spring 2021. If survivors have to live with trauma that affects them for the rest of their lives, offenders should have to live with the consequences of their actions as well.

VANCOUVER -- Police are asking potential witnesses to come forward as they investigate allegations of sexual assault involving a masseur in B.C.'s Fraser Valley. Authorities said three women were allegedly assaulted while receiving massage treatments at Bud's Massage Therapy, which is located in a residential area of Abbotsford. While charges have been approved against a suspect, Sgt. Adam Klaver said investigators are still hoping to speak to potential witnesses who could he...lp prosecutors with the case. "Detectives would like to speak with anyone who may have this information. Abbotsford police will provide resources and support as needed," Klaver said in a news release. Police said detectives identified and arrested 56-year-old Reinhard "Bud" Loewen, and that Crown has approved charges of sexual assault against him. He has since been released from custody on conditions, though authorities did not specify what those conditions are. Police charge man with voyeurism and trespassing at night Halifax Regional Police has charged a man with voyeurism and trespassing at night in relation to an incident that happened earlier this week in Dartmouth. Yesterday morning, police received a report of a suspicious person at a residence on Inverary Drive in Dartmouth. The homeowner reported that the previous night (December 9) a man had been standing directly outside a bedroom window at the back of the house and was lo...oking in through the window. At approximately 12:40 p.m. yesterday, investigators in the General Investigation Section of the Integrated Criminal Investigation Division arrested Kyle Gordon Wright, 27, of Dartmouth, without incident. Wright is scheduled to appear in Dartmouth Provincial Court today to face one count each of voyeurism, trespassing at night, and three counts of failure to comply with a release order. Edmonton man charged with possession of child pornography : A 25-year-old Edmonton man is facing one count of possession of child pornography in connection to a... month-long investigation that commenced in early September. Detectives began an investigation into Nicholas Baglole-Gaudet, 25, of Edmonton, in September, after child pornography allegations involving the accused were brought to their attention. Investigators executed warrants at Baglole-Gaudet’s southeast Edmonton residence on Sept. 9, and confiscated a laptop computer, which investigators later confirmed contained child pornography. Baglole-Gaudet, who operated an unlicensed child daycare home at the time, has since been charged with one count of possession of child pornography and one count of accessing child pornography. Investigators do not believe any of the pornographic images discovered on his laptop involve any of the children left in his care. Currently, the accused has been released with several conditions including no contact with any child under the age of 16 except in the presence of a parent or legal guardian. http://dlvr.it/RmLJP1

Pool’s Island man facing multiple child pornography charges. Following an investigation of online child exploitation by the RCMP-RNC Integrated Internet Child E...xploitation Team (IICE), 31-year-old Bradley Janes of Pool’s Island, Newfoundland and Labrador, will face charges of Transmission of Child Pornography (four counts) and Accessing of Child Pornography (two counts) when he appears in Gander Provincial Court on February 16, 2021. Janes was arrested on November 23, 2020, with the charges against him related to offences that occurred from September 30, 2019 to January 19, 2020. He has been released on a number of conditions. RCMP NL encourages all parents and guardians to foster regular discussions with their children about online safety.

Toronto police are looking for a suspect in connection with a sexual assault at Islington Subway Station earlier this month. On Nov. 9, a woman was on the escalator at Islington Subway Station when she was approached from behind by an unknown man at around 6:20 p.m. Then the man sexually assaulted her, police say.... The man fled the station and was last seen going east. He is described as 25 to 30 years old, standing between 5’7 and 5’9 tall, with a dark complexion and frizzy hair tied in a bun. A 53-year-old man has been sentenced to 54 months in prison after pleading guilty to charges stemming from an investigation into images of child sexual abuse. T...he investigation began in July 2019, as part of a proactive investigation by the RCMP's Internet Child Exploitation Unit. On January 16, 2020, a search warrant was executed at a home in Lincoln, N.B. Police seized several electronic devices and a 53-year-old man was arrested at the scene. On June 1, Robert Allan Love was charged in Fredericton Provincial Court with possession of child pornography and making available child pornography. On November 20, 2020, Robert Allan Love returned to court and was sentenced to 36 months for possession of child pornography and 54 months for making available child pornography. The sentences will be served concurrently. Robert Allan Love has been added to the National Sex Offender Registry for life, and will be required to submit a DNA sample. Following his release from prison, he will have to abide by conditions set out by the court, including not being around children. The RCMP's Internet Child Exploitation Unit includes members of the Saint John and Kennebecasis Regional Police Forces. BC A charge of voyeurism has been recommended against a B.C. massage therapist relating to an incident at a Saanich clinic on Vancouver Island this past summer. Saanich police say Gilles-Phillipe "Phil" Lavoie, 48, has been arrested and the investigation into the single incident is ongoing. ... "This is an extremely disturbing incident that is alleged to have occurred and we have provided support to the victim involved," said Const. Markus Anastasiades. "We must appreciate and respect the privacy involved here, so we are not sharing any further details of the incident." Lavoie was first arrested and released with conditions on Aug. 10, the day of the alleged incident. According to the College of Massage Therapists of B.C., Lavoie voluntarily resigned on Aug. 28, three days before he was to appear at an emergency hearing called by the college. "The conduct alleged is obviously very troubling and concerning and if it's proven to be true it would be completely unprofessional and unacceptable," said the college's CEO Eric Wredenhagen. Lavoie is no longer authorized to practice in the province, and cannot call himself a registered massage therapist, massage therapist, registered massage practitioner, massage practitioner, or any abbreviations of those titles. ORIGNAL - LONDON, ON (September 13, 2020) Police are seeking the public’s assistance in identifying a suspect in relation to a sexual assault and robbery that took place in the early morning hours of September 13, 2020. The Supreme Court of Canada has ruled in favour of an Ontario man found not criminally responsible (NCR) for a sexual offence in 2002 who was later absolutely discharged and sought to have his name kept off a sex offender registry. Mr. G, whose name is being withheld because of a publication ban, was found not criminally responsible for two counts of sexual assault and other offences against his wife. In 2003, the Ontario Review Board gave Mr. G an absolute discharge, but he ...still had to register with the provincial sex offender registry under what's known as Christopher's Law and report to provincial authorities for life. He was also required to register and report under the federal sex offender registry. Mr. G took legal action in 2014 by arguing the application of the federal and provincial sex offender registries to people found not criminally responsible who are then granted an absolute discharge infringes their rights to life, liberty, security and equality guaranteed by the Charter of Rights and Freedoms. In 2017, the Ontario Superior Court of Justice dismissed Mr. G's application, but the Ontario Court of Appeal unanimously allowed his appeal in 2019 and concluded both the provincial and federal sex offender registries infringed his charter rights. Mr. G's name was removed from the federal and provincial registries. A Halifax doctor accused of sexually assaulting a female acquaintance has applied to have his release conditions changed. Dr. Arshjot Buttar, 28, was arrested at police headquarters Sept. 9 in connection with an incident that allegedly happened Sept. 5 at a residence on Tower Road in Halifax. Buttar was arraigned before a justice of the peace on charges of sexual assault, overcoming resistance to the commission of an offence by choking, and committing an assault by choking.... He was released on conditions and directed to appear in Halifax provincial court Dec. 2. Buttar agreed to surrender his passport to police, not have contact with the complainant and not possess a pager, cellphone or any device capable of accessing the internet. Now he wants to be allowed to have a cellphone. Lawyer Paul Niefer appeared in Nova Scotia Supreme Court by phone Thursday on behalf of Buttar to schedule a hearing on the application. Justice John Bodurtha docketed the matter to be heard by a judge Nov. 10. According to the Nova Scotia College of Physicians and Surgeons website, Buttar graduated from the University of British Columbia medical school in 2019 and is doing a residency in family medicine through Dalhousie University. The website indicates Buttar was working at the Spryfield Family Medicine Clinic but has been on a leave of absence from his postgraduate training licence since Sept. 11. Male facing sexual assault charges in relation to alleged incidents: The Edmonton Police Service has arrested and charged a 20-year-old Edmonton man in connecti...on to a pair of alleged sexual assaults involving teen females that he met on social media apps. It was reported to police that on Thursday, Sept. 24, 2020, the accused and an 18-year-old female complainant met face-to-face at an Edmonton shopping complex, following friendly discussions held on a dating app. It is alleged that on the following day, Friday, Sept. 25, 2020, the young woman agreed to attend the accused male’s residence, where she eventually sexually and physically assaulted. In the second incident, it is alleged that the same male met a 16-year-old female complainant on a social media app and commenced a friendship. The accused and teen complainant then met face-to-face at the teen’s residence, where it is alleged the accused sexually and physically assaulted her. On Thursday, Oct. 22, 2020, investigators arrested and charged Keenan Wayne Burlaka, 20, of Edmonton, with sexual assault with a weapon, sexual assault, forceful confinement, choking to overcome resistance, strangulation, making sexual explicit material to a child with intent and breach of conditions. Known as Greene and/or Kai online, it is alleged that Burlaka uses social media platforms to meet and befriend young, female complainants, before meeting in person and sexually assaulting them. Investigators are releasing a photo of the accused, as they believe there may be other complainants. Another Snapchat Sexual Assault Published Oct 15, 2020 ========================= Fort Saskatchewan RCMP Male facing multiple sexual assault/child luri...ng related charges The General Investigation Section of the Fort Saskatchewan RCMP have arrested and charged a 27-year-old male in connection with an alleged sexual assault. It is believed that the accused used accounts bearing the names: Shakenbake_2, Shakenbake_3 or any derivative in order to facilitate contact with underage females. The investigation revealed that, the accused began communicating with the 14-year-old victim in January, 2020 via the social media Snapchat and Instagram Applications. The accused asked the victim for nude photographs and then sent nude photographs and videos of himself. The accused’s behaviour escalated and using these social media platforms, the accused made arrangements to meet the victim. The accused took the victim to a secluded area where she was sexually assaulted. As a result of the investigation 27-year old Kenneth Bardilas of Whitecourt, is charged with the following offences: Sexual Assault Sexual Interference Invitation to Sexual Touching Child Luring x3 Accessing Child Pornography Possession of Child Pornography Possession of Child Pornography for the Purpose of Publication Additional charges may be pending. Bardilas next court appearance is scheduled for October 29, 2020. The Fort Saskatchewan RCMP believe there could be additional victims in other provinces. High-risk rapist out of jail Published Oct 29, 2020 ========================= A convicted rapist who was previously released to an Okanagan halfway house ...before he was sent back to jail has completed his 14-year jail sentence. Brian Abromsimo, who remains a high-risk sex offender, was convicted in 2006 of two horrific rapes and sentenced to 14 years and four months in jail. In July 2004, Abrosimo gagged and handcuffed a sex worker in the Lower Mainland and sexually assaulted her at gunpoint. The following month, he hit two young girls who were riding bicycles in Langley with his van, and abducted one of them, an 11-year-old girl. He gagged the child, covered her head and sexually assaulted her, before letting her go. The victims suffered physical injuries as well as severe emotional and psychological harm, the Parole Board of Canada noted in its recent decision. At the time, Abrosimo had an extensive violent criminal record dating back to the 1980s. He had been using crystal meth, and he's since said the drug makes him rape and commit evil. In August 2017, Abrosimo was released from custody on a one-chance statutory release, into an Okanagan halfway house. Eleven months into his release, he was taken back into custody after he began making "inappropriate personal and sexual comments to female members" of the halfway house. The Parole Board had determined his risk to reoffend had elevated to an undue level." But despite losing his so-called one-chance release, he was released again a month later in August 2018 to the same Okanagan halfway house. In July 2019, his conditions at the halfway house were relaxed, but the following October, his one-chance release was suspended again after he vandalized another halfway house resident's car. Despite the second suspension of his release, he moved to a Vancouver halfway house in November 2019, prompting a warning to the public from the Vancouver Police Department. He's breached his release conditions three times in 2020 alone, and in August, he became emotionally elevated in his room at his halfway house and threatened to slit his own throat with a knife. As a result of the incident, the Parole Board of Canada officially revoked Abrosimo's statutory release earlier this month. But on Oct. 15, 2020, the 57-year-old Abrosimo completed his 14-year, four-month sentence. He will now begin his 10-year long-term supervision order, and the Parole Board imposed a residency condition for the first year. This means he will be required to live in a halfway house, where he will be barred from leaving overnight. It's unclear where Abrosimo will be residing, but he is restricted from going to Abbotsford and Langley. In addition to the residency condition for the first year, Abrosimo will be under essentially the same release conditions for the 10-year period as his statutory release the same statutory release that the Parole Board just revoked, due to his undue risk to society. In fact, a psychological assessment found he will likely always be assessed as high risk. The Parole Board noted the ongoing impacts Abrosimo's victims continue to suffer to this days. October 15, 2020 Fort Saskatchewan, Alberta News release... The General Investigation Section of the Fort Saskatchewan RCMP have arrested and charged a 27-year-old male in connection with an alleged sexual assault. It is believed that the accused used accounts bearing the names: "Shakenbake_2, Shakenbake_3" or any derivative in order to facilitate contact with underage females. The investigation revealed that the accused began communicating with the 14-year-old victim in Jan., 2020 via the social media "Snapchat" and "Instagram" Applications. The accused asked the victim for nude photographs and then sent nude photographs and videos of himself. The accused's behaviour escalated and using these social media platforms, the accused made arrangements to meet the victim. The accused took the victim to a secluded area where she was sexually assaulted. As a result of the investigation a 27-year-old male of Whitecourt, is charged with the following offences: Sexual Assault Sexual Interference Invitation to Sexual Touching Child Luring x3 Accessing Child Pornography Possession of Child Pornography Possession of Child Pornography for the Purpose of Publication Additional charges may be pending. Toronto police say DNA has helped to solve the 1984 murder of Christine Jessop, however, the suspect is now dead. Toronto Police Chief James Ramer identified Calvin Hoover as Jessop’s murderer. He was 28 at the time of the case and he died in 2015. Ramer said a DNA sample found on Jessop’s underwear was identified on Oct. 9 as belonging to Hoover.... Kenney Jessop, Christine’s brother, told Global News the family is feeling stunned but happily stunned after hearing the news. He said they are experiencing all seven stages of grief. Kenney said the suspect died by suicide a few years ago and was a friend of the family. NOVA SCOTIA Police have laid three new sex-related charges against a Cole Harbour teacher who has been on leave since allegations of inappropriate conduct with a 15-year-old girl surfaced in March. Sean Patrick Palmer, 49, was arraigned in Dartmouth provincial court in June on charges of sexual assault and sexual exploitation.... This week, police filed additional charges against the Cole Harbour man two counts of internet luring and one of sexual interference. All five charges involve the same girl. Her identity is protected by a publication ban. Palmer was employed at Sir Robert Borden Junior High School when he allegedly committed the offences between Jan. 31 and March 7 of this year. Lawyer Joel Pink appeared in court by phone Wednesday on behalf of Palmer. Pink asked for an adjournment to allow him to discuss the new charges with his client. Judge Rickcola Brinton scheduled the case to return to court at the end of November. RCMP said they launched an investigation March 6, when a concerned friend of the alleged victim went to an adult for help. The Halifax Regional Centre for Education placed Palmer on leave that day. Police announced the original charges March 18 but did not reveal Palmer’s name at that time. A Saint John, N.B., man with previous convictions for child pornography offences now faces similar charges in Nova Scotia. Patrick Kingsley Knowles, 39, appeared in Dartmouth provincial court Wednesday via a video link from the Dorchester Penitentiary for arraignment on charges of possession and distribution of child pornography. Knowles is accused of using an app to send photographs of a child to a person in the United States in June of this year.... Halifax police, acting on a tip from U.S. authorities, executed a search warrant at the Hearthstone Inn in Dartmouth this summer and arrested Knowles. His statutory release from prison was revoked after his arrest and he was returned to Dorchester to finish serving a two-year sentence he was handed in Saint John in May 2019 for making and accessing child pornography. Knowles was arrested on those charges in September 2017 after RCMP received information from police in the United Kingdom in December 2016. In June 2018, Knowles was sentenced in Halifax provincial court to two years in prison on a charge of aggravated assault. That charge involved a girl who was hospitalized at the IWK Health Centre in Halifax in the fall of 2015. Knowles stuck his fingers in the girl’s mouth at the hospital on multiple occasions, causing her to stop breathing or go into cardiac arrest. The child had been airlifted from Moncton after experiencing a cardiac arrest there. She continued to have life-threatening episodes at the IWK but doctors could not come up with a medical explanation. After Knowles’ access to the child was cut off, there were no further incidents of distress. RCMP in Moncton also charged Knowles with committing an aggravated assault on the girl there. He received a year in prison for that offence in October 2018, to be served concurrently to the Halifax sentence. Nine-year-old Christine Jessop was murdered more than 35 years ago and on Thursday, Toronto police are expected to update the public on their investigation. The little girl from Queensville, Ont., was last seen on Oct. 3, 1984. Her body was found over three months later. She had been sexually assaulted and murdered. Jessop’s murder drew national attention not only for her gruesome death but for the wrongful conviction of her neighbour, Guy Paul Morin.... Morin was found guilty and sentenced to life in prison. However, with the advancement of DNA technology, Morin’s conviction was overturned in 1995 based on new evidence. Morin received $1.25 million from the Ontario government and a public apology after he was acquitted of Jessop’s murder. Kevin Craig Hart, 49, of Country Harbour is facing charges including six counts of sexual assault, four counts of unlawful confinement, four counts of administering a noxious substance, five counts of voyeurism and two counts of sexual interference. The offences are alleged to have occurred between 2008 and 2011 in Sydney. Bail was previously denied and Hart is now scheduled to appear back in provincial court Nov. 24 to enter pleas. Abbotsford Police Department AbbyPD seeks to identify suspect in sexual assault incident on transit bus Abbotsford Police investigators are releasing bus surveillance images of a man who sexually assaulted a woman on a BC Transit bus. The incident under investigation took place in Central Abbotsford at 6:40 pm on Saturday, October 3, 2020.... The suspect approached the 17-year-old victim as she was waiting at the Bourquin Crescent Bus Exchange. The man followed the victim onto bus #9, where he began making unwanted sexual advances and engaged in unwanted touching. The suspect got off the bus after a few stops. The suspect is described as a South Asian man between 60-70 years of age. He has a white beard and was wearing a blue surgical mask, light blue turban, dark shoes and light coloured thin-cloth shirt and pants. SUMMERSIDE, P.E.I. A 20-year-old Prince County man was in court recently on charges of sexual assault. The man was charged with multiple sexual offences, including incest. Due to a publication ban, The Guardian is not naming the man to protect the identity of the victim, who was younger than 16 at the time of the offences. The man has been held in jail on remand on two counts of sexual assault, two counts of sexual touching, two counts of invitation to sexual touching and ...incest for having sexual intercourse with a blood relation. The charges are from the summer of 2019. He pleaded guilty to sexual assault and incest; the other charges were stayed. The man was sentenced to five years in prison for incest and two years, to be served concurrently, for sexual assault. He will be under a weapons ban for life, he must submit his DNA to the national database, his name will be in the sex offender registry and he may not be near people under 16 years old. With credit for time served, the man will serve three years and 140 days in a federal penitentiary.
