Lebanese lawyer and rights activist Nabeel al-Halabi, commenting on the case of Syrian refugees tortured to death by Lebanese army forces: "Arsal's military int...elligence forces refused to allow a notary to enter on a lawyer-appointed mission to investigate the case of the seven bodies being held in the freezers at Zahle and Baalbek hospitals. Arsal's governor was subsequently handed the 7 bodies of the former detainees and ordered the families to bury them immediately without photographing the bodies. I am not sure in what capacity the governor can receive bodies like this, particularly because this means he is now legally liable and complicit in covering up evidence. When a prisoner or detainee dies in custody, his or her next of kin or their legal appointees must ensure that proper legal procedures, such as an autopsy to determine cause of death, are followed under the supervision of Buqaa's Public Prosecutor's office. This was not the protocol followed in these cases, a clear indication that the real cause of death is being covered up by Lebanese officials, meaning they are also complicit if a crime has been committed against these now-deceased detainees. Three of the detainees' bodies remain in Zahle Hospital's freezer, including nurse Anas al-Husaikee's body. Lawyer Diyala Shihadeh is still attempting to prevent burial until an investigation and autopsy can be performed to determine the cause of death."
