Yikes! I once received a $500 bill and had heard water running in my basement. A valve had let go and water was flowing in and then out to drain without me knowing it. Moral of the story: any running water sounds, dripping taps or leaky toilets can cost big $$$ or have a serious impact on your well. I feel so bad for this man; I would hope that most utilities have a flag in their system to identify anomalies in usage.
