The Province will be lifting the Stay-at-Home order over the next few weeks in all health unit regions. This acknowledges that we are making steady progress in ...decreasing COVID-19 transmission as a province. As the Stay-at-Home Order is lifted, Ontario health unit regions will be returning to a revised and stronger Framework with a cautious approach to opening businesses. Health unit regions will move into the zones based on the number of new infections they experience in the week prior to the Stay At Home order being lifted. The Stay-at-Home Order will be lifted as follows: On February 10th, KFLA(Kingston), HPE (Belleville), and Renfrew. On February 16th, LGL and other health units. On February 22nd, Toronto, York, Peel. A MESSAGE FROM YOUR CHIEF OF POLICE. On January 14, 2021, at 12:01 a.m. the Government of Ontario issued a new Stay at Home Order under the Emergency Management and Civil Protection Act (EMCPA). The new Order requires individuals to remain in their place of residence at all times unless leaving for an essential purpose. Details of this can be found on the Government of Ontario’s website. (https://news.ontario.ca//ontario-declares-second-provincia) Further information rega...rding Covid-19, vaccines and services can be found on our local health unit website. https://healthunit.org/ This order is expected to remain in effect until February 11, 2021, but could be extended. The Smiths Falls Police Service supports all measures necessary to limit the spread of COVID-19 in our community and will continue to work with local public health, municipal and regional officials to ensure compliance. We recognize that this is a stressful time, with many people feeling a sense of uncertainty and instability within our community. We also recognize that there may be confusion over rules and legislation. While provincial offences officers, including police officers and by-law officers, have enforcement rights under the new EMCPA order, we will continue to focus on Engagement (with the individuals), Explaining (why we are there), Educating (on the rules and regulations), and Enforcement. Enforcement will be aimed at those individuals who overtly put others in danger in our community and blatantly ignore the rules. In the vast majority of cases, when we receive a complaint or respond to a call where individuals are in violation, they have willingly complied after being educated. We expect this to remain the same moving forward and we thank those citizens who are doing their part. Our officers will not be conducting random vehicle or individual stops. Our initiatives will be both complaint-driven and proactive, with the goal of gaining compliance. Those that refuse to comply will receive the appropriate penalty. We are asking people to comply for the well-being of everyone in our community and to ensure the capacity of our health care. The Province of Ontario, specifically the Ministry of Labour, may also allocate additional inspection and compliance resources to various parts of the province. The Smiths Falls Police Service remains committed to providing essential services throughout the community during this State of Emergency. I know we will support each other through this pandemic. ***PRESS RELEASE*** Holiday Season Nets Numerous Impaired Drivers On December 25, 2020 at approximately 3 p.m., a concerned citizen phoned police to report a suspected impaired driver. Police located the vehicle a short time later and investigation revealed that, 47 year old driver, Michael SHIELDS of Toledo was impaired by alcohol and exceeded 80 milligrams of alcohol. ... As a result, SHIELDS was placed under arrest, had his driver’s licence suspended for a period of 90 days, vehicle impounded for 7 days and will attend court at a future date to answer to the charges against him. _______________________________________________________________________ On December 28, 2020 at approximately 11:56 p.m., police received a call to attend an apartment complex on Marsha Drive for a report of a vehicle that drove into the building. Investigation revealed that, 50 year old Jamie SAUVE, of Smiths Falls, had driven into the apartment complex with his vehicle causing extensive damage and that he was suspected to be under the influence of an intoxicating substance. SAUVE refused to complete the Drug Recognition testing as demanded to him by a Drug Recognition Expert Officer. As a result, SAUVE was placed under arrest, had his driver’s licence suspended for a period of 90 days and his vehicle impounded for 7 days and will appear in court at a future date for refusing to comply with the demand. _______________________________________________________________________ On December 30, 2020 at approximately 7:23 p.m., while conducting a R.I.D.E program on Cornelia Street East, police observed a vehicle stopping and then reversing in attempts to avoid the spot check. Police stopped the vehicle a short time later and investigation revealed that 37 year old driver, Shawn KISIELIUS, of Ottawa, was impaired by alcohol and exceeded 80 milligrams of alcohol. As a result, KISEILUIS was placed under arrest, had his driver’s licence suspended for a period of 90 days, vehicle impounded and will appear in court at a future date to answer to the charges against him. _______________________________________________________________________ On January 2, 2021 at approximately 8:20 p.m., police received a call to attend a restaurant on Lombard Street for a report of a suspected impaired driver. Investigation revealed that 56 year old driver, David REID, of Smiths Falls, was impaired by alcohol and exceeded 80 milligrams of alcohol. As a result, REID was placed under arrest, had his driver’s licence suspended for a period of 90 days, vehicle impounded for 7 days and will appear in court at a future date to answer to the charges against him. ***The charges in these matters have not been proven in court*** The Smiths Falls Police Service urges anyone with further information regarding this incident, or similar incidents, to contact our service at 613-283-0357. ***PRESS RELEASE*** Male charged with 53 offences relating to theft/break and enters in Smiths Falls On the 29th of December 2020 police arrested 34 year old Adam Jackson after police received information of a break and enter that just occurred on Carss Ave. Subsequent investigation to this initial complaint revealed Jackson had attempted to enter several homes in the area. As a result, Jackson further charged with 53 offences relating to break and enters, thefts, possession ...of break-in tools, mischief, attempt break and enters and numerous breaches of his probation. Jackson remains in custody for a later bail hearing date. _______________________________________________________________________ Parole violator located in Smiths Falls On January 5, 2021, police located and arrested, 32 year old Tyler Pretty, after receiving information from Kingston Police that the male had gone AWOL from his half way house. Pretty was on parole for several serious offences relating to robberies that had occurred in this area. Officers on patrol noted Pretty riding a bike, intercepted him and arrested him without incident on Beckwith Street. He was further charged with breach of a probation order and returned back to jail. _______________________________________________________________________ Wanted male arrested On the January 5, 2021, police located and arrested, 26 year old, Dillon GEMMILL, of no fixed address, at a residence on Beckwith Street for an outstanding arrest warrant. GEMMILL had been previously charged with serious domestic related offences. GEMMILL was held for a bail hearing to answer to his outstanding arrest warrant.
