I suspect it will be a long time before Sooke gets one of these, however, it's interesting none the less. Probably excellent on Grant Road where on a winter morning some people wear black clothes to ensure their anonymity.
Assuming the government doesn’t put too many hurdles in the way of ensuring the spirit of the legislation is not watered down this will be IMHO a good thing for Sooke and surrounding areas. Not a panacea for getting rich tho as most drivers seem to make minimum wage once all fees and costs are taken into account but great for semi-retired guys like myself. We’ll see how badly (or well) the government deals with it.
In the past I've commented positively about the ride sharing economy, this article reveals another side.
Better late than never. I look forward to some flexibility in the rules, for all participants. I cannot help but think populations like Sooke will benefit as will the partipants like taxi drivers and individuals like myself. Good for all IMHO.

Krista was a regular client for a while last winter while she needed a little assistance getting around. I only knew her as her driver, that being said she made her mark with me as a clever and warm human being. Krista was great company as she regaled me with RCMP stories that were extremely dark but because of her delightful view of the world had me in stitches. Apropos not much, I was running an errand at Whiskers & Wags in town when I bumped into their Greeter -- reason enough I thought for a first ever Selfie. Smart bird.
This is a variation on what your mum told you. "If you don't have anything nice to say don't say anything at all." Something that could easily applied to both business and certainly Facebook and probably trade 'wars'. Sometimes winning is not best, despite what people might tell you. Or to put it another way sometimes losing can actually be a win!
Having driven in the UK for many years, I like roundabouts. As the article suggests they work well at slowing traffic, reducing accidents and in my opinion also do a nice job of keeping traffic moving.
Sooke Errand Boy not only likes dogs (and cats) but they can travel with or without you to wherever you want to go.
