'Vape Dad’ MPP booted from the house during marijuana bill debate. PC MPP Randy Hillier got himself named ejected from the legislative chamber for calling t...he Liberal government "criminal" multiple times without apologizing, apparently angered over the government's restriction of debate on its recreational marijuana bill and the bill's vaping provisions. On Tuesday morning, the government passed a time allocation motion limiting debate on Bill 174, the Cannabis, Smoke-Free Ontario and Road Safety Statute Law Amendment Act, which will send the bill to the Standing Committee on Justice Policy for two days of public hearings and one day of amendments before sending it back to the house for third reading by Dec. 11. However, the Progressive Conservatives object to the omnibus nature of the bill it includes the province's recreational marijuana framework, updates to the province's smoking laws, as well as a disparate collection of road safety measures. Hillier has called on the government to sever the bill into its component parts, to allow for debate and votes on each separately. "Never before have we seen so few people the Premier and her cabinet attempt to subvert and destroy our democracy that benefits so many people," he said, in a speech Tuesday morning. "Bundling these things up into an omnibus bill and then having the gall to bring in a time-allocation motion a week after the introduction I don’t think I have to tell anybody in this house that legalizing recreational cannabis and creating a cannabis retail corporation are new steps in our country," he continued. "These are transformational steps, Speaker. They require the robustness of a full debate to safeguard the public interest when we are taking on such substantial new policies." Hillier continued to say the move for time allocation after six hours of debate was "authoritarian," and when he called the government "criminal" he was asked to withdraw by acting speaker Rick Nicholls. "I cannot withdraw on the fact that this government is acting as criminals," he replied. He was named after being asked to apologize two more times. Government house leader Yasir Naqvi has already rejected the PCs' calls to break up the bill, telling reporters last week the government has limited time in which to pass the important legislation. The vaping issue Hillier is motivated, in part, by his support of vaping which earned him the nickname "Vape Dad" two years ago, when the legislature was debating its first e-cigarette bill. Hillier was the only MPP to vote against it at the time. Bill 174 brings that e-cigarette law under the Smoke Free Ontario Act, and makes vaping law consistent with the law concerning smoking. If passed with amendments, it would also prohibit retailers from displaying vape products and allowing customers to handle them; it would allow the government to prohibit vape flavours by regulation. Hillier said those measures will discourage people who smoke tobacco or marijuana from going to shops and learning how to vape instead, which he argues is safer than traditional smoking and a method of "harm reduction." He has shared numerous personal stories about people who've used vaping to quit or reduce their smoking and said it has helped him reduce his own tobacco consumption, at the urging of his son. "We accept harm reduction," Hillier told QP Briefing. "Hell, we have methadone clinics, we'll give people powerful narcotics like methadone because it's less harmful than heroin. Harm reduction is an accepted, legitimate, warranted concept and principle. But for some reason, we want to reject the concept of harm reduction for the people who are powerfully addicted to tobacco." Health Minister Eric Hoskins said he didn't want to weigh in on the issue of whether vaping is safer than smoking, but said the government is concerned about teens using vaping as a gateway to smoking, which is a risk studies have supported, he said. "There are limited or even no evidence with regards to the long-term potential benefits or harms associated with vaping," said Hoskins. "Absent that evidence, we're ensuring that we're approaching it in a responsible way." A doctor who specializes in medical marijuana sees things differently. Michael Verbora, the lead physician at the Canabo Medical Clinic, said he encourages his medical marijuana patients not to smoke it, citing the risks of lung disease and cancer. "Vaping looks to be much safer," he told QP Briefing. "There has been some research done on it to show there is almost zero cancer risk, essentially, with vaporizing." The difference, he said, is that smoking uses a much higher temperature than vaping, causing the user to inhale carcinogens. While some vaping products do present a risk, depending on their ingredients, vaping cannabis on its own does not, he said. Verbora said he sides with the view that restricting access to vaporizers and vape products isn't a good idea from a public health perspective. "Consumers are going to choose their method of inhaling products and we should promote the safest option, in my opinion," he said. "We need to do what we can do get patients away from smoking, whether it's cigarettes or cannabis, it's going to help them and probably, overall, public health outcomes would be much better. "I think the message should be if you're going to inhale something, it should be through a vaporizer."
